Engligh Translation of Minutes of Meeting of Public Hearing Minutes of Meeting of Public Hearing conducted on 29/01/2018 at project site for Development of proposed Civil Enclave by Airports Authority of India at Bamrauli Airforce Base (U.P.) in Allahabad as per the provision of Notification issues no. SO- 1533 dated 14/09/2006 and subsequent amendment SO-3067 (E) dated 01/12/2009 under the Environmental (Protection) Act 1986, Ministry of Environment, Forest & Climate Change, Government of India. As per the provision of Notification No. SO-1533 dated 14/09/2006 and subsequent amendment SO-3067 (E) dated 01/12/2009 under the Environmental (Protection) Act 1986, by Ministry of Environment, Forest & Climate Change, Government of India, before consideration of environmental clearance for the proposed project, there is provision to organize public hearing. The process of public hearing is completed as per EIA Notification 2006 (amendment December 2009 and April 2011). For public hearing for the said project, with reference to Letter no. H/13181/C-2/NOC-188/17 dated 06/12/2017 of Member Secretory, U.P. Pollution Control Board, Lucknow to District Collector, Allahabad, place, date and time was decided by the District Collector, Allahabad and Additional District Collector (Admin) Allahabad was nominated as his representative for conducting public hearing. The information of said public hearing was published in local Hindi Daily News paper Dainik Jagran and Times of India (English, Delhi Edition) on 24/12/2017 and 25/12/2017, respectively. The Public Hearing was organized on 29/01/2018 as per determined time under the Chairmanship of Shri Mahendra Kumar Rai, Additional District Collector (Admin), in which Regional Officer of U.P. Pollution Control Board Shri S.K. Mishra, Assistant Environmental Engineer Shri S.K. Singh, M/s ABC Techno Labs (India) Pvt. Ltd representative Shri Vinod Kumar Gautam and Airport Director, Civil Air Terminal and general public participated. The attendance sheet is enclosed. After the publication of information about Public Hearing the News papers, till the determined date and time as mentioned in public information, no any objection, suggestion, comments, etc., have been received. During the public hearing on scheduled date, residents from nearby villagers participated. In the beginning of public hearing, Regional Officer of U.P. Pollution Control Board Shri S.K. Mishra, welcomed Chairman and other officers and general public, after that process of public hearing was started with the permission of chairman. The Regional Officer of UP Pollution Control Board addressed the public about proposed civil enclave with estimated cost of 150 Crores, which will be constructed on 50 Acres of land transferred by Government of Uttar Pradesh, giving brief details of anticipated impacts on water/air and other environmental issues and their mitigation measures during construction and operation phases of the proposed Civil Enclave. After that with the permission of Additional District Collector (Admin), representative of Airports Authority of India provided the following detailed information to present public gathering about environmental and other issues of the project: 1
Total cost of the proposed project is Rs 150 Crores. Proposal of construction of 6500 sqm (4500 sqm ground level and 2500 sqm first floor) terminal building (150 Arrival and 150 Departure passengers) with two Aero bridges, Construction of Apron of dimension 71.6 m x 93.5 m, suitable for the parking of 02 nos. of A-320 type of aircraft in power - In /Push-Back configuration with the 3.5 m wide shoulders all around the apron along with suitable GSE area of dimension 40 m x 25 m. Construction of link taxi track dimension of 563 m x 23 m with 3.5 m shoulders of either side of the taxi track to connect civil enclave to IAF runway. Storm water drains to be provided to operational/non operational areas. Construction of boundary wall of 2.4 m + 0.45 m with barbed wire. Perimeter road of 3.5 m width all around the boundary wall inside the civil enclave. For proposed civil enclave, total 50 Acres land has been transferred to Airports Authority of India by State Government of Uttar Pradesh. The current land use of the site land is agriculture and fellow land and same will be permanently changed for development of civil enclave. Total power requirement is estimated as 175 kw for the proposed terminal building and other facilities at the proposed civil enclave at Allahabad. During operation phase, One DG set of 150 kva capacity and one standby fitted with acoustic enclosure will be installed for power generation during grid power failure. Total water requirement is estimated as 60 Kl per day. Water requirement will be met through tube well which will be drilled at the site after obtaining necessary permission from competent Authority. The water requirement for landscaping will be met through reuse of treated waste water from STP. There will be zero discharge of treated waste water outside the proposed civil enclave. Approx 90 kg per day solid wastes comprising paper, plastic, etc. will be generated from the proposed Civil Enclave, which will be disposed as per Solid Waste Management Rule 2016. At the proposed civil enclave at the Allahabad, parking facilities will be provided for 200 cars. The proposed car parking will be located on 18600 sqm area. Land clearing at the site will be kept to the absolute minimum practicable; and Construction site would be designed to minimize filling of the earth. Sewage and domestic waste water will be treated in Sewage Treatment Plant Avoid spillage of fuel and lube oil and storing them on concrete floor. Regular testing and analysis of treated waste water from STP to ensure effectiveness of STP and compliance of discharge standards. 2
Compliance of all standards prescribed by the ICAO during operation of aircrafts by preventive maintenance and monitoring; Stack heights of DG sets will be as per the CPCB guidelines; Proper traffic management plan will be prepared to ensue that there is no traffic congestion in front of proposed terminal building. It will help in reduction of vehicular emissions from the proposed civil enclave. Ground vehicles at the proposed civil enclave will be maintained and will have a Pollution Under Control certificate. Ground staff will wears earplug while attending the aircraft, Development of greenery and landscaping at the civil enclave for improving ambient air quality. Monitoring of ambient air quality/ source emissions will be carried out as per monitoring plan. The proposed civil enclave will open direct and indirect job opportunities in the area and region. Proposed civil enclave will attract more and more pilgrims, tourist, trade, commercial and developmental activities in the area. Positive impacts are anticipated on socio-economic environment during construction and operation phase of the proposed civil enclave. People present in the public hearing expressed pleasure after hearing details of the project and no person expressed any objection. The budget for implementation of mitigation measures and environmental management plan has been kept as Rs 1.13 Crores for the proposed Civil Enclave. Finally, after consent for execution of the proposed project by public gathering present in the public hearing, public hearing process was completed with the permission of the Chairman. Sd/- (R.K.
