INFORMATION FOR NATIONAL CONVENTION ATTENDEES Welcome! Thank you for registering for the 2017 National Convention. We wish you safe travel and an enjoyable convention experience from Thursday, July 6 to Saturday, July 8 at University Centre at the University of Manitoba located in south Winnipeg. Please thoroughly review the attendee information provided in this Section B and use the check list below to help you to prepare for the National Convention. We look forward to seeing you in Winnipeg! 2017 NATIONAL CONVENTION CHECK LIST : The 2017 Bulletin of Reports is available online at http://elcic.ca/inconvention/2017-winnipeg/bulletinofreports.cfm for those who chose to download their copy. For those who requested a print copy when registering, the bulletin will be mailed to you. All delegates are to familiarize themselves with the reports in preparation for the plenary discussions. TRAVEL CONFIRMATION & FEES: Your correct travel information is important and will assist the Local Arrangements Committee with airport, train or bus pickup co-ordination. Travel or other changes should be sent by email to the ELCIC Convention Registrar at nationalconvention@elcic.ca; or after June 1 to the Local Arrangements Committee by email at local17@mymts.net. REGISTRATION: On-site registration is located on the second floor of University Centre. Registration begins on Wednesday, July 5 from 3:00 p.m. to 8:00 p.m. and continues from 9:00 a.m. to 5:00 p.m. on Thursday, July 6. Please see the Onsite Registration Desk section for the Friday and Saturday hours. An Information Desk will also be available each day. ORIENTATION SESSION: The optional one-hour orientation session will be offered at 11:00 a.m. on Thursday, July 6 in the convention plenary hall. Although optional, this session is highly recommended. SESSIONS: The convention plenary sessions will be held in in the Killarney/Neepawa rooms on the second floor of University Centre. MEALS: Meals will be served at the Pembina Hall Cafeteria, a short walk from University Centre. PROGRAM-AT-A-GLANCE, MAP & FLOOR PLANS: Please use the timetable for an overview of all convention events. We have also provided a campus map and the floor plan layout of University Centre. WORSHIP: The opening and closing worship services will be held in the convention hall. The Friday evening ELCIC National Reformation Commemoration Worship Service which is open to congregational members from the Winnipeg and surrounding area will take place at St. Gianna Beretta Molla Roman Catholic Church. OUR MEETING PLACE Welcome Delegates, Visitors and Guests! The 2017 National Convention will take place at University Centre in Winnipeg, Manitoba from July 6 8, 2017. For three days, Lutheran church leaders will meet, worship and vote on issues affecting the future of our church. UNIVERSITY OF MANITOBA The University Centre is located in south Winnipeg at 65 Chancellor s Circle on the campus of the University of Manitoba. Accommodations are available on campus at the Pembina Hall Student Residence, 30 MacLean Crescent and the Arthur V. Mauro Student Residence, 120 Dafoe Road, both a short five to six minute walk from University Centre. Meals will be served in the Pembina Hall Cafeteria, 26 MacLean Crescent. You may want to check the Winnipeg weather before you leave to see whether you need to pack an umbrella or rain gear. A map of the University of Manitoba campus is included on page B-22 in this section of the Bulletin of Reports. No Smoking: Smoking is strictly prohibited inside University Centre lobbies and all meeting rooms. Smoking is also not allowed in any of the residences, Pembina Hall or Arthur V. Mauro. Smoking areas are available outside of the buildings. CONVENTION AGENDA Our convention will take place in the Manitoba rooms located on the second floor of University Centre. Each of the rooms on this floor has been named for a city in Manitoba. The plenary sessions and opening and closing worship services will take place in the Killarney/Neepawa rooms 210 and 214. Coffee breaks and the exhibitor displays will take place in Russell room 220 next door to the convention plenary hall. Meals will be served in the Pembina Hall Cafeteria. The Friday evening ELCIC National Reformation Commemoration Worship Service will take place off campus at St. Gianna Beretta Molla Roman Catholic Church, 15 Columbia Drive at the corner of McGillivray Boulevard. Buses will be provided to and from the church. This Friday evening service is open to congregational members from the Winnipeg and surrounding area. A detailed agenda and time schedule is included in Section C within the Bulletin of Reports. The Program-At-A-Glance on page B-21 also provides a quick reference for all daily convention activities. Please bring your Bulletin of Reports with you to all plenary sessions. On pages B-23, you will find the floor plans and our meeting locations at University Centre. CONVENTION DOCUMENTS The Bulletin of Reports will be posted to the website on May 22, 2017. For those who requested a print copy when registering, the bulletin will be mailed to you. Please read through the materials provided in the Bulletin of Reports so that you can fully participate in the National Convention plenary sessions and discussions. Please bring your own copy of the bulletin to the convention either electronically or in print. No other copy of the Bulletin of Reports will be made available during the convention. Revisions or updates to the Bulletin of Reports will be distributed to the delegate tables during the convention plenary sessions by stewards. A list of proposed actions from National Church Council may be found in Section F. ONSITE REGISTRATION DESK After arriving in Winnipeg, attendees will need to pick up your convention registration materials at the onsite Registration Desk located at University Centre. The Registration Desk is located in an alcove off the second floor hallway and will be open as follows: Wednesday, July 5 Thursday, July 6 Friday, July 7 Saturday, July 8 3:00 p.m. to 8:00 p.m. 9:00 a.m. to 5:00 p.m. 8:00 a.m. to 5:00 p.m. 8:00 a.m. to 12:00 noon. Upon registering, you will receive a name tag which is required to be worn at all National Convention sessions, events and meals. INFORMATION DESK An Information Desk at University Centre will be available for the purpose of answering any convention-related inquiries and will serve as a convention help desk providing information to delegates, visitors and guests during the convention. The Information Desk hours are as follows: Wednesday, July 5 3:00 p.m. to 8:00 p.m. Thursday, July 6 9:00 a.m. to 9:00 p.m. Friday, July 7 8:00 a.m. to 5:00 p.m. Saturday, July 8 8:00 a.m. to 3:00 p.m. ORIENTATION SESSION An optional one-hour orientation session will be offered to all attendees at 11:00 a.m. on Thursday, July 6 in the Killarney/Neepawa room. This session will familiarize you with University Centre, the agenda and the schedule for our meetings and other convention information to make your time at the meetings productive and enjoyable. Although this session is optional, it is highly recommended. TABLE SEATING DELEGATES There will be assigned seating for delegates at convention. You will find your table number on the table seating charts located in the second floor lobby near the entrance doors to the Killarney/Neepawa rooms. Ushers will also be available to assist you. NAME TAGS Attendee registration materials will contain your name tag and lanyard. Please wear your name tag at all times (sessions, events and meals) during the convention. Lanyard colours issued will be: WIRELESS KEYPADS Delegates yellow Guests, staff, NCC red Exhibitors white Visitors blue Volunteers green Media black A wireless hand-held keypad (or clicker for short) will be issued to you upon registration. The keypad device which is to be attached to your name-tag lanyard will be required for all sessions. The wireless keypad will be used to tabulate all election results (delegates only). An orientation for this keypad will be provided at the first business session and the optional orientation session. You must return the keypad at the end of the Saturday business session to the Information Desk. Audience Response Technology (ART) utilized with the keypad is a tool that gives us the ability to receive immediate feedback from the audience. Participants use their wireless keypad to select their choice as directed. Once all participants have selected a response, the aggregated data will be displayed for all to see. The benefits of the clickers are anonymously answered questions, real-time feedback, paperless and simple to use. WI-FI INTERNET ACCESS Wireless network access at University Centre and the residences is complimentary. Instructions and a password will be provided onsite. MEALS AND COFFEE BREAKS All breakfasts, lunches and dinners will be served in the Pembina Hall Cafeteria, 26 MacLean Crescent, a short five to six minute walk from University Centre. If you indicated on the registration form some dietary requirements, please identify yourself to the Pembina Hall Cafeteria staff. Based on a 2015 National Convention motion, a donation basket will be available at the Information Desk should you wish to provide funds for meals at a local shelter. Coffee will be available in the Russell room next door to the convention plenary hall in the morning from 10:00 a.m. to 10:30 a.m. (Friday and Saturday) and in the afternoon from 3:00 p.m. to 3:30 p.m. (Thursday, Friday and Saturday). For Delegates: Seven meals are included in the delegate registration fee. A meal wristband for delegates staying at university residences will be provided upon check-in. Meal tickets for delegates staying off campus will be provided in your onsite registration package. Receipts for meals eaten elsewhere are not reimbursed. Meals are scheduled during the convention as follows: Breakfast 7:00 a.m. 8:00 a.m. Friday and Saturday Lunch 12:00 p.m. 1:00 p.m. Thursday, Friday and Saturday Dinner 5:00 p.m. 6:00 p.m. Thursday and Friday For those delegates arriving on July 5, Wednesday dinner and Thursday breakfast will be provided. For Visitors: Should you wish to join the convention attendees for meals as noted above, the visitor meal packages are as follows: $125 Visitor 7 Meal Package. This package includes two breakfasts (Friday and Saturday), three lunches (Thursday, Friday and Saturday) and two suppers (Thursday and Friday). $105 Visitor 5 Meal Package (no breakfast). This package includes three lunches (Thursday, Friday and Saturday) and two suppers (Thursday and Friday). Visitors will not be able to purchase these meal packages onsite. All meal packages must be purchased by May 31. Visitors who purchase a meal package and are staying aat the university residences will be provided with a meal wristband upon check-in. Meal tickets for visitors staying off campus will be provided in your onsite registration package. YOUTH DELEGATES Youth delegates are voting delegates for the convention. Youth delegates come from all five synods and are between 16 and 25 years of age. During convention plenary sessions, youth delegates have the same privileges and responsibilities as other delegates. Any delegates, 25 years of age or younger, are invited to gather at 12:30 p.m. on Thursday July 6 (please eat lunch first) in Room 543 at University Centre to meet one another. There will also be other opportunities to be together throughout convention. VISITORS For visitors to the convention, the registration fee is $75 per person. This includes the coffee break refreshments provided in the morning and afternoon but does not include meals. Daily visitor registration fees are also available at $30 per day. The online Bulletin of Reports will be available for download as of May 22, 2017. Seating for visitors is provided in the Visitors Gallery in the convention plenary hall. See the meals section for the meal packages available for purchase prior to May 31. A limited number of other food options are available on campus during the summer. The registration form and credit-card payment can be completed online at http://elcic.ca/in- Convention/2017-Winnipeg/OnlineRegistration.cfm until May 31. An email confirmation will be sent to you. Alternatively, you can also complete the registration form or the PDF fillable registration form found online and return it by email or mail with your credit-card information or cheque payment to the National Office by May 31. Keep a copy of the registration form for your records. Visitors are responsible for paying their own travel expenses including service fees and accommodation. Visitors are welcome to use the convention travel booking service with Continental Travel. See the Registration Package available on the ELCIC website. Registration and credit card payment can be completed online. SPECIAL EVENTS Thursday Reception The Convention Reception sponsored by Canadian Lutheran World Relief will be held on Thursday evening, July 6, from 9:00 p.m. to 11:00 p.m. in the Marshall McLuhan Hall room 204 at University Centre. Friday Evening Worship Service The July 7 Friday evening ELCIC National Reformation Commemoration Worship Service will take place at St. Gianna Beretta Molla Roman Catholic Church, 15 Columbia Drive at the corner of McGillivray Boulevard. This worship service is open to congregational members from the Winnipeg and surrounding area. Buses will depart from the lane behind the Arthur V. Mauro residence between 6:10 p.m. and 6:20 p.m. You can wait for the buses in the outdoor courtyard at the back of the Arthur V. Mauro residence which is next to the back lane. Please plan to be at the departure area 15 minutes prior to departure. Buses will return to the university starting at 9:00 p.m. ELCIC Group Services Inc. ELCIC Group Services Inc. will be hosting a Wellness Fair 2017 at convention for delegates, visitors, guests and volunteers in room 217/217A located across the hall from the coffee break Russell room. GSI is bringing back a couple of favorites from the National 2015 and Synod 2016 conventions, as well as adding some interesting new options that you won t want to miss! Lisa and Barb will be available during the convention to discuss your pension account, your financial wellness or any other questions you may have. For further information on the GSI Wellness Fair see pages B- 19 & B-20. WORSHIP All our worship will take place in the Killarney/Neepawa rooms at University Centre with the exception of the July 7 Friday evening ELCIC National Reformation Commemoration Worship Service which will take place at St. Gianna Beretta Molla Roman Catholic Church, 15 Columbia Drive at the corner of McGillivray Boulevard. Buses to St. Gianna will depart from the lane behind the Arthur V. Mauro residence starting at 6:10 p.m. with the last bus leaving at 6:20 p.m. Please plan to be at the departure area 15 minutes prior to departure. There is an outdoor courtyard at the back of Arthur V. Mauro residence where you can wait for the buses. Buses will return to the university starting at 9:00 p.m. National Bishop Susan Johnson will preside at the opening Holy Communion Worship as well as at the ELCIC National Reformation Commemoration Worship. Archbishop Fred Hiltz, the primate of the Anglican Church of Canada, will preside at the closing Holy Communion Worship. The preachers will be Rev. Dr. Willard Metzger, Executive Director, Mennonite Church Canada (opening worship), Bishop Susan (Reformation Commemoration), and Rev. Jordan Cantwell, Moderator, United Church of Canada (closing worship). Worship for the 2017 National Convention is focused on The Lutheran World Federation/ ELCIC theme adopted for the 500 th anniversary of the Reformation. This overall theme, Liberated by God s Grace, is expanded and clarified with three sub-themes: Salvation Not for Liberated By God s Grace 2017 National Convention July 6 8, 2017 University of Manitoba, Winnipeg, MB B-7

Sale, Human Beings Not for Sale, and Creation Not for Sale. The five worship times during the convention will revolve around Scripture, song, sacrament and prayer guided by this thematic focus. Three worship centres the font of baptism, the ambo of proclamation, and the table of Holy Communion will aid in this. Opening worship on Thursday, July 6 at 1:30 p.m. allows us to be nurtured by both Word and Sacrament as we begin our convention time together. On Thursday evening, we conclude our convention business session at 8:30 p.m. with Night Prayer. On Friday morning, July 7 at 8:30 a.m., we centre ourselves for the day ahead as we gather for Morning Prayer. Friday evening s ELCIC National Reformation Commemoration Worship at 7:00 p.m. gives us an opportunity to gather once again at God s table of grace. We do so together with ecumenical guests in a unique Roman Catholic setting, remembering not just the Reformation, but our journey toward reconciliation. Saturday, July 8, is the final day of our convention, and it is only fitting that we are nurtured by Word and Sacrament once again. We gather for Holy Communion at 1:30 p.m. as we are sent on our way rejoicing. CONVENTION OFFERINGS Convention offerings will be accepted at the Thursday afternoon opening worship service, the Friday evening worship service and the Saturday afternoon worship service. The offerings are designated as follows: Opening worship - Canadian Lutheran World Relief (general) Friday evening worship service ELCIC Reformation Challenge Closing worship - ELCIC Praise Appeal. TRAVEL REMINDER Continental Travel or the airlines will contact you in the event of any unexpected travel schedule changes. However, it is primarily your responsibility as a traveller to check with the airlines for possible travel updates. Please verify your flight departure time within two weeks before travelling, and at least 72 hours prior to your departure date. After June 1, any changes to your travel plans to Winnipeg are to be forwarded by email to the Local Arrangements Committee at local17@mymts.net. WINNIPEG ARRIVALS AND DEPARTURES Arrival and departure local transportation in Winnipeg is being co-ordinated by the Local Arrangements Committee. The local transportation schedule will be posted to the ELCIC website two weeks prior to the start of the convention during the week of June 19. Arrivals For delegates, transportation from the Winnipeg International Airport, the VIA Train Station or the Bus Terminal will be provided on Wednesday, July 5 and Thursday, July 6 for those who indicated on their registration form that pick-up is required. Transportation will be provided to the two university residences only. Attendees will be dropped off in front of the Arthur V. Mauro residence where the guest services check in desk is located for both residences. Delegates staying at alternate locations will be responsible for their own local transportation. Those arriving prior to July 5 are on their own for local transportation arrangements and expense. As you arrive at the airport, train station or bus terminal, you will be met by Local Arrangements Committee volunteers. Hand-held signs will identify those ELCIC volunteers. For those arriving at the airport, you will find a volunteer in the arrivals area near the baggage carousels. If your flight/train/bus is delayed, please note that the volunteers will be monitoring arrival times and will be expecting you. Departures Transportation will only be provided from the two university residences to the airport, train station and bus terminal on Saturday, July 8. Delegates departing outside this time frame will be responsible for their own local transportation arrangements. Please drop by the Information Desk at University Centre before 5:00 p.m. on Friday, July 7 to confirm your departure and your flight/train/bus departure time. We have arranged a late check out and luggage storage on Saturday July 8 for attendees staying at the two university residences. Buses will depart from in front of the Arthur V. Mauro residence on Dafoe Road. CONVENTION LOCAL TRANSPORTATION The bulk of convention activities will take place on campus with the exception of the Friday evening worship service. See the Special Events or Worship sections for information on bus transportation for the church located off campus. No local transportation will be provided on a daily basis to and from the University Centre and the university residences. The residences are all within a five to six minute walk of University Centre. For those delegates with mobility concerns, only a limited assistance will be provided. Those delegates with mobility concerns should indicate these on the registration form. ACCESSIBILITY The University Centre, Pembina Hall Student Residence and Arthur V. Mauro Student Residence all have ramps into the buildings and elevators to move between floors. Attendees who have indicated on their registration form some mobility concerns will be provided with more information via email in mid-june. PARKING Parking costs are not covered or reimbursed by the convention. Parking at University Centre - The University Parkade is located north of the Helen Glass Centre for Nursing and is attached to University Centre. It has a vehicle clearance height of 6 8 (2.03m). Payment for parking in the parkade can be made by cash, VISA or MasterCard at the Pay Station on the second floor of the Helen Glass Centre or by VISA or MasterCard only at the exit gate. Costs for the parkade are as follows: Between 6:00 a.m. and 6:00 p.m. Between 6:00 p.m. and 6:00 a.m. - $2 for each half hour for the first hour - $6 flat rate - $4 for each additional hour or portion thereof Lost Tickets - Daily Maximum is $11 - $25 charge For further parking information and maps on visitor parking available on campus, see the University of Manitoba website at http://umanitoba.ca/campus/parking/visitor/index.html. Parking with Accommodations - If you book accommodations at the university, you can purchase parking passes upon check in at the residences. See the accommodations section below. ACCOMMODATIONS Two types of accommodations are available on the university campus. A single occupancy room with a single size bed and private washroom is available at Pembina Hall Residence (PHR), 30 MacLean Crescent. A two bedroom shared suite with a double size bed in each room with one shared washroom and kitchenette is available at Arthur V. Mauro Residence (AVM), 120 Dafoe Road. Attendees requesting a double size bed will be required to share the suite with another attendee in the second bedroom. Both residences offer free Wi-Fi to all guests. A Wi-Fi password will be provided upon check in that can be used all over campus. Room keys/cards/fobs are not disposable and there is a charge for any of these items not returned at the time of check out. Guests not returning these keys/cards/fobs will be personally responsible for the lost keys/cards/fobs charges. Smoking is not allowed in any of the residences, Pembina Hall or Arthur V. Mauro. Smoking areas are available outside of the building. The guest service desk for both residences is located in Arthur V. Mauro and is open from 8:00 a.m. to 9:30 p.m. with security on duty from 9:30 p.m. to 8:00 a.m. the next morning. Check-in time is after 2:00 p.m. and check out time is before 10:00 a.m. Late check-in (after 9:30 p.m.) or late check out (after 10:00 a.m.) is accepted up to 48 hours prior. We have arranged for late check out and luggage storage on Saturday, July 8 for attendees staying at the residences. To park in the student residences parking lots, you can purchase a parking pass upon check in at $12 per day. Weekends are free but you will still need to display the pass on your vehicle dash. Delegate accommodations will be booked by the National Office based on the information completed on delegate registration form. Accommodations are included in the delegate registration fee paid by the synods. Visitors are responsible for booking and paying for their own accommodations. Visitors are welcome to book accommodation at the University of Manitoba. The costs for either the Pembina Hall or the Arthur V. Mauro residence is $69 plus accommodation tax (AT) $3.45, GST $3.62 and PST $5.52 for a total of $81.59 per room per night. Communications staff members are here to assist you. The ELCIC National Office communications staff will be on hand at convention and one of their main roles is to assist media personnel. If media personnel approach you, please feel free to direct them to Trina Gallop Blank, Assistant to the Bishop, Communications and Resource Generation. If you are asked for an interview by a journalist: You are not obligated to participate. You can politely decline the request and direct the reporter to ELCIC communications staff or the media room located in the Souris room next to the main plenary hall. Communications staff members are available to follow up on media requests for interviews and assist in finding suitable interview sources. Media personnel should identify themselves (their name, what media outlet they represent) at the beginning of the conversation. Just like everyone else at convention, media personnel will be required to wear an appropriate lanyard at all times. When speaking to a reporter, it is important to state that you are speaking as an individual. Spokespeople for the church are available for comment through the ELCIC Communications Director. If you would like to get tips for participating in an interview, please feel free to contact the ELCIC Assistant to the Bishop, Communications and Resource Generation anytime during the convention. We are here to help! DELEGATE EXPENSES See page B-24 for a detailed explanation of expenses that will be reimbursed. The baggage fee for one suitcase each way is an eligible convention expense. If you are driving to the convention you may submit an expense claim for 20 cents per km for one delegate, plus 3 cents per km for each additional delegate up to the equivalent cost of an air ticket based on the excursion rate approved for convention. Reimbursement for convention expenses will be issued by ELCIC National Office in Winnipeg after the convention. Please complete the expense form located on page B-25. A PDF fillable form will also be available online. Completed expense forms can be left at the Information Desk at University Centre. Alternatively you can email or send your expense forms to the National Church by Friday, July 21. DONATIONS If you wish, you may donate some or all of your expense reimbursements to the ELCIC. The Charities Directorate of the Canada Revenue Agency (CRA) requires these donations to go through the bank accounts of both the donor and the donee. When making a donation, a separate cheque is required from you made payable to ELCIC. After submitting your expense form, the ELCIC will forward a reimbursement cheque to you from ELCIC National Office in Winnipeg after the convention. 2017 ELCIC NATIONAL CONVENTION DELEGATES MEAL AND TRANSPORTATION ALLOWANCES 1. Meals The first meal covered by the convention will be lunch on Thursday, July 6. The last meal covered by the convention will be lunch on July 8.
