1 REGISTRATION OF INTEREST SUBMISSION Cairns Airport Pty Ltd invites Expressions of Interest for the Cairns Airport Office Co-location Project for the Cairns Airport owned and operated Airport Administration Centre located on Caudron Avenue at Cairns Airport. Organisations with appropriate experience in the supply of office construction and fitout services, are invited to register their interest by responding to the issues and matters contained in this Expression of Interest (EOI). Respondents should have the appropriate experience, capabilities, personnel, resources, capital, insurances and certification to deliver the requirements detailed in this EOI. Submissions should include a primary document that addresses the nominated Short Listing Selection Criteria detailed below. This primary document should be concise but sufficiently detailed to fully address all the selection criteria. All enquiries prior to submission should be directed to: Alicia Prince Manager Terminals & Security alicia.prince@cairnsairport.com.au 2 ABOUT CAIRNS AIRPORT Cairns Airport Pty Ltd owns and manages the Cairns Airport which includes all airside and landside operations, terminals, car parking and associated land holdings. Cairns Airport is part of the North Queensland Airports group. The consortium comprises IIF Cairns Mackay Investment Ltd (an entity advised by JP Morgan Asset Management), The Infrastructure Fund (TIF) managed by Hastings, Perron Investments and Auckland International Airport Limited (AIAL). 3 THE PURPOSE AND STRUCTURE OF THIS EOI The purpose of this EOI is to short list tenderers for a formal tender. The basis of the tendered works are to demolish and refit office spaces on the second floor of the Airport Administration Centre to facilitate the Cairns Airport Office Co-location.
4 SCOPE OF EOI Works performed under the contract will comprise: General demolition of approximately 1300m 2 of previously occupied office space; Supply and install new office fitout to accommodate approximately 80 staff including meeting rooms of various sizes, kitchen facilities, bathroom renovations and various office work stations. Full details, specifications and drawings to be supplied with the Tender Documentation. 5 SELECTION CRITERIA Organisations submitting an Expression of Interest must provide a detailed response to each of the criteria listed below. Responses should be fully indexed and referenced. Failure to provide information in this format will impact negatively on evaluation scores. 5.1 Provide Company Details Registered name of Organisation Ownership of Organisation Management / Supervisory structure of the company including experience of key personnel, relevant qualifications. Number of employees, full and part time. 5.2 Provide Occupational Health and Safety Details Occupational Health and Safety Policy Management of Occupational Health and Safety processes o Hazardous Material Management o Risk Management Process o Site Safety Processes o Details of lost injuries during previous two (2) years 5.3 Provide Relevant Recent Experience Experience on similar sized contracts (provide size and value) Current or similar contracts (approximate contract value) Referees contact details for current contracts (Name, Title, Contact Number) Established performance measurement systems Operational approach to contract implementation 5.4 Availability and Capability Construction works to be delivered on a tight timeline between September and November 2017. Outline capability and commitment to utilising local subcontractors and material supply chain
5.5 Details of your quality management processes Quality Assurance accreditation (copy of certification) Quality systems in place 5.6 Details of your Information Technology System Internal operating systems and hardware capability Web and email address 5.7 Details of your environmental management System Environmental Policies and Procedures Environmental initiatives implemented 5.8 Innovation and service delivery Demonstrate your organisation s capacity to deliver innovative approaches to maximising competitive outcomes. 6 SUBMISSIONS Cairns Airport will assess the Expressions of Interest in accordance with Section 5. Each item above must be addressed. Failure to do so, may result in the EOI being considered incomplete warranting no further consideration of the EOI. Based on responses to the proceeding requirements and reference checks a short list of proponents will be established from whom Tenders will be invited. This select tender process will involve addressing Cairns Airport s specific needs as will be outlined in the tender documentation. 7 RESERVATION OF RIGHTS Cairns Airport reserves the right to consider all possible options in regard to this EOI and no reimbursement of costs will be paid to proponents registering their interest or tendering for this work. Cairns Airport reserves the right to modify or depart from the procedures set out herein, to terminate the selection process or to conclude negotiations with any other party in relation to the work described as EOI 0008 Cairns Airport Office Co-location Project.
