Norfolk Integrated Housing and Community Support Service Tender context and outcome: Norfolk sought to consolidate all of their mental health supported living, outreach and floating support contracts into 4 contracts across 4 areas: 1: West Norfolk (supported accommodation and community enablement) 2: Central Norfolk (supported accommodation and community enablement) 3: East Norfolk (supported accommodation and community enablement) 4: Norwich intensive community enablement Together for Mental Wellbeing (with partner Sub-Contractors) were awarded all four lots, forming a single provision for a Norfolk-wide service which will deliver all mental health supported living, intensive community enablement and community enablement services across the county. Contract Overview Key Elements of the Service Model: Together for Mental Wellbeing is the Lead Provider Together will have sub-contract agreements with St Martins, Norwich Mind, West Norfolk Mind, and Great Yarmouth and Waveney Mind There will be one integrated model and staffing structure, with roles employed by different providers as follows: o Together will employ the Operations and Development Manager, Locality Managers, Team Leaders, Administrator, Senior Recovery Workers, Peer Support and Volunteer Coordinators and Peer Support Workers o St Martins will employ the Intensive Recovery Workers (all lots) and the Norwich Intensive Recovery Workers (including the Substance Misuse Recovery Worker) o Norwich Mind will employ Central Norfolk Recovery Workers and Social Inclusion Recovery Workers o West Norfolk Mind will employ West Norfolk Recovery Workers and Social Inclusion Recovery Workers o Great Yarmouth & Waveney Mind will employ East Norfolk Recovery Workers and Social Inclusion Recovery Workers The service will deliver one to one support, groups, drop-ins and peer support across both supported living and community enablement 1

It will be an integrated service with a single point of referral, consistent Information Technology solution, and a service-wide Learning and Development programme. The service will support adults aged 18+ with severe and enduring mental health needs There is no defined length of support Supported living will be staffed across the week, weekends and overnight, as a 24 hour service (with sleepins). Community support will be available from 8.30am to 8pm, including flexible evening and weekend working to meet the needs of service users. The service will be recovery focussed and underpinned by a Psychologically Informed Environment (PIE) approach. New Staffing Structure: Staff in West, Central Norfolk and East will be required to work across supported living and community support within the entire geographic area with flexibility to work across Norfolk as required. Staff in Norwich Intensive will be required to work across Norwich providing intensive community support, with flexibility to work across Norfolk (in community support and supported living) as required. Staff will not have a fixed place of work - the place of work will be the entire geographic lot, with a nominated base. Staff will be required to work flexibly across the 7-day week, including some sleep in duties. 2

Geographical Coverage: The service will cover the whole of Norfolk. A range of community venues will be utilised for groups and one to ones. All existing Supported Living premises will continue to be used in the new contract, including: West Norfolk (Kings Lynn) East Norfolk (Great Yarmouth) Central Norfolk Norwich x 3 supported living services There will be office bases in the supported living premises, as well as: West Norfolk West Norfolk Mind office Central Norfolk and Norwich St Martins and Norwich Mind offices East Norfolk Great Yarmouth and Waveney Mind office Norwich Sapphire House West Norfolk Mind Kings Lynn Supported Living Sapphire House Norwich Supported Living x 3 Norwich Mind St Martins Great Yarmouth Supported Living Great Yarmouth & Waveney Mind 7
