Metsähallitus - leading the way in diverse bio economy Metsähallitus is a state-owned enterprise engaged in both business operations and public administration duties. Metsähallitus manages a third of Finland s land and water areas. Metsähallitus manages, operates and develops these state-owned areas responsibly, in a way that maximises their benefits to society as a whole.

Natural resource planning - strategic planning for long term State-owned land and water areas provide plenty of opportunities for strengthening the vitality of the regions. In natural resource planning, we combine the hopes and objectives of local and regional players with the objectives set by the state-owner. The planning is carried out in cooperation with stakeholders so that the objectives of the various parties can be reconciled with each other and opportunities used in a responsible manner. The natural resource plan will guide the sustainable use and development of state-owned land and water areas in Lapland between 2019 and 2024. Jari Salonen

Planning area in Lapland, Finland The natural resource planning process will involve all land, forest and water resources belonging to Metsähallitus in the area covered by the plan: Land area Water area 206 017 ha 3 131 449 000 ha

The aim is to achieve overall benefits and open up new opportunities Combining a wide range of different requirements will bring substantial overall benefits for Finland as a whole. New ways of exploiting state-owned land and water areas will be sought in the planning process. Jari Salonen

Reconciling needs with expectations The natural resource plan will be prepared in cooperation with regional actors. The policy guidelines produced by the two ministries steering Metsähallitus (Ministry of Agriculture and Forestry and the Ministry of the Environment) and the Metsähallitus strategy based on these guidelines will be considered in the planning process. Participation in the natural resource planning will be made as easy as possible.

Interactive approach The aim is to make the participation in the natural resource planning process as easy as possible The cooperation group in which the stakeholder groups are represented is the central player in the planning process Metsähallitus staff members meet stakeholders or take part in stakeholder events (regional assemblies, important municipalities, municipal councils, chambers of commerce, etc.) Feedback on the planning process may also be given online Information on planning progress will be available on websites and in social media Siru-Leena Mukkala

Stakeholder co-operation in the natural resource plan Natural resource plan combines the various land uses and the needs of local communities to natural resources, state ownership governance and customer needs. Multitargeted plans include land use guidelines, targets and action plans for 5 years. These include also the limits for the forestry operations. Natural resource plans are made together with the regional co-operation group. The group repesents a wide range of interests. Independent chair person and facilitation.

Working with stakeholder groups A total of 30 stakeholder groups representing associations, educational and research organisations, companies and official bodies will be invited to join the planning process. The cooperation group will be chaired by Taneli Kolström, director of Natural Resources Institute Finland (Luke) Workshop facilitation will be done by Tomi Tuomasjukka, counsellor for executives and managers and a certified executive coach, Työ Luotsi Ltd The cooperation group will meet 3-4 times. The planning is based on extensive geographic information The geographic information systems of Metsähallitus contain details of about 1.8 million growth site symbols: volume of growing stock, soil properties, information on species, cultural heritage sites, etc. Eeva Mäkinen

All this will result in the natural resource plan The natural resource plan is a jointly prepared action programme guiding Metsähallitus operations in the stateowned land and water areas in Lapland during the planning period 2019-2024. The plan contains: Sustainable opportunities provided by natural resources The objectives laid out for Metsähallitus by the owner and the land-use decisions made by the owner Local-level objectives Reconciling needs in cooperation with regional actors > generating long-term overall benefits The natural resource plan will be approved by the Metsähallitus Board of Directors. The implementation will be monitored with indicators The implementation of the natural resource plan and sustainable use of natural resources will be monitored with more than 30 different indicators Most of the indicator data will be collected each year but the monitoring will take place in five-year periods.
