Replacement carnet 1) Replacement Carnet to Extend an Expiring Carnet Regularization fee requested by Customs a) Replacement Carnet can be applied before the original Carnet expires or after original carnet expires, but in that case the goods from the carnet must be put under Customs supervision until Replacement Carnet appears. b) Except for a new validity date, all the information appearing on the Replacement Carnet must be identical to the original Carnet. c) The following words shall be typed on the Replacement Carnet s Front Green Cover, vouchers and counterfoils on the position where the number of ATA carnet stands: REPLACEMENT FOR..(ATA carnet No. of original carnet) d) Before or after the expiry of the original Carnet, both Replacement and original Carnet must be presented to the Serbian Customs Office where the last importation was done for their verification/validation/endorsement before use. 2) Replacement Carnet to Replace a Lost/Stolen/Destroyed Carnetapplied on foreign carnets (Note: In such situation, the Carnet Holder needs to give a written statement that the carnet is lost, stolen or destroyed and that he needs replacement, along with all others documents such as police report etc.) a) Replacement Carnet must be applied before the original Carnet expires. b) All the information, including the Carnet No., date of issue and validity date, appearing on the Replacement Carnet must be identical to the original Carnet. c) The following words shall be typed on the Replacement Carnet s Front Green Cover, vouchers and counterfoils on the position where the number of ATA carnet stands: REPLACEMENT..(ATA carnet No. of original carnet) d) The Replacement Carnet, together with the written statement, must be presented to the Serbian Customs Office where the last importation was done for their verification/ validation/endorsement before use. Serbian Customs require the payment of a regularization fee, in accordance with Article 9 of the ATA Convention (7620.00 Serbian Dinars as from 1 st July 2017) Customs offices All Customs offices (see list below) Border Customs offices handle ATA Carnets 24 hours a day and inland Customs offices during their working hours. Special observations (1) Serbian Customs will set up a central office for the regularization of ATA Carnets. (2) Additional lists as described in Comment V.2 expressed by the WCO Permanent Technical Committee (see Part three of the WCO ATA Handbook), will be accepted, e.g. instead of continuation sheets.

(3) Late re-exportation, i.e. after the date set for that purpose, will be tolerated against payment of a moderate penalty; the ATA Carnet will be discharged, as long as re-exportation takes place within the period of validity of the ATA Carnet. (4) Notwithstanding the periods laid down in the ATA Convention, Serbian Customs authorities will make repayment, in case of levying of import duties not legally owed, under the condition that application for repayment is made within 3 years from the receipt by the Chamber of Commerce and Industry of Serbia of the original decision asking for payment (application of Article 17 of the ATA Convention (greater facility clause), and of a provision similar to that provided for in Article 236 of the European Community (EC) Customs Code). (5) Bearing in mind that Serbian Customs are confronted with serious problems of under-valuation of goods, ATA Carnet holders visiting Serbia should be advised to strictly state the true commercial value of the goods covered by an ATA Carnet; otherwise they could risk non-acceptance of the ATA Carnet and even confiscation of the goods.
