Understanding Risks and Local Capacity Tools toward an INTEGRATED ADAPTATION POLICY for the CITY of ANCONA Bonn, Germany 3 5 June 2011 MARCO CARDINALETTI SUSTAINABLE DEVELOPMENT MANAGER
The City of Ancona, placed in the centre of Italy is the capital of the Marche Region. The City counts slightly more than 100.000 inhabitants. Ancona hosts, in the old part of the city, one of the most important ports in the Adriatic region for passengers, freights and fishing. The urban environment is characterized by a not very high density of population (814,97 /km2), and a very faster and spread building development. Two main access roads, where almost all vehicles in entrance and in exit transit, connect the urban centre and the port with the suburbs and with the main national infrastructure of connection (airport, highway, etc.) At the end of them, two roadtunnels are the gate for the City Centre, which is also the oldest and most historical part of the City. The Adriatic National Railway runs along the North-East access road until the station. One railway section connect the station with a limited part the port. It is mostly utilized by local trains that transport passengers coming from North.

2000-2008, MAKING a CITY RESILIENCE Geological and geotechnical assessments lead to the conclusion that CONSOLIDATION WAS INACCEPTABLE, (high costs, environmental impacts, results not so sure) LIVING WITH LANDSLIDE not removing the risk, but adapting and improving the risk management Centro di monitoraggio frana di Ancona
Ancona An increase of the mean temperature at the end of the century between 3.4 C (SMHIRCA) and 3.7 C (RM5.1). A warming more pronounced in summer (between 3.9 C and 5.7 C) and less in spring (between 2.4 C and 2.9 C).
Larger uncertainty and irregular behaviour of precipitation projections ANCONA: the model predicts a REDUCTION of the annual cumulated precipitation during the last 10 years of the century, ranging between - 1.8% (SMHIRCA) and - 17.0% (RM5.1).

ESSENTIAL 1 - ORGANIZATION & COORDINATION The Local Adaptation Board is one of the main instruments of stakeholder engagement thought in the project. ANCONA The LABS was established in March 2010 to ensure a lasting participation of all local stakeholders as a place where all the actors involved in a particular sector have the possibility to discuss and decide a common strategy and common actions to tackle the local impacts of climate change 10 members per Board totally: The number of participants can vary according with city dimension, but in any case it won t be more than 10 people in order to assure an effective collaboration and team work between members. Focused Teams directly interested to the specific impacts and issue analysed (4 Ancona, 3 Patras, 2 Bullas)

THE ADAPTATION PLAN OF ANCONA (I) Four categories of actions Making my city resilient 1. POLICY Set up a coordination structure (1.1) Modify the current planning (1.2) Create a specific budget (1.3) 2. MANAGEMENT Organize and manage data collection (2.1) Updating the emergency Plan (2.2) Straightening the Governance including Private sector(2.3) Define an Acion Plan post-disaster (2.4) 3. TECHNOLOGY 4. BEHAVIOUR Realize infrastructure to drain underground water to canalize into an industrial pipeline for the Port Area (3.1) Extending the application of the Monitoring System to the entire Area of Ancona (3.2) Organize training initiatives for EWS technicians (4.1) Organize educational activities at schools (4.2) Establishing an Historical Landslide Museum (4.3)
The lack of economical and financial resources. Fund raising remains an important recurrent problem to be solved for guarantee a continuous investments in new technologies and ameliorative solutions. the weak involvement of local communities and Institutions. If not continually stimulated, the key-local actor was not able to work as integrated system within shared and concerted strategies. Difficult to Communicate the concept of ADAPTATION Not so much consolidated experiences, knowledge and skills on this field. Exchanging best practices, ideas and good experiences is the unique pathway to follow.
