Beneficial Re-use
Challenge Getting dredge material from barges to wetland sites Offloader Pumps, piping and barge system 12
Traditional USACE Maintenance Approach Low Priority Due to Low Commercial Tonnage Costs High Due to Environmental Goals No Change in Federal Funding Levels for Dredging on Horizon Last Successful in 2002 Regional/Federal Partnership Region Puts Skin in the Game Partnership Saves Federal Money, Favorable ROI Requires Regional Governance, Funding, & Management
USACE Encouraged Submittal Now on Hold Due to Current Executive Order 5-Party Coalition: City, SCWA, Marin County, San Rafael, Napa Flood Control District Achieves 5-year dredging cycle Requires regional coalition and regional dredging revenue; and long-term service contract with offloading contractor Requires Local Funding and Financial Commitments Premise: Coalition controls offloading operations to beneficial use site saving USACE money by assuring better bid prices. Saving used by USACE to routinely dredge three shallow channels of the San Pablo Bay Regional costs estimated at 0-67% of cost of doing it alone based on economic evaluation
Contract Wetland Restoration Site manager Provide guaranteed capacity Set Tipping fee Coalition of Agencies for Dredging the Shallow Draft Channels of San Pablo Bay Lead agreement formation Provide 0-50% of upfront offloader equipment costs Manage contract U.S. Army Corps Commit to 5-year interval to dredge shallow draft channels of San Pablo Bay Agree to use site and off-loading contractor 17
Traditional USACE Maintenance Approach Regional/Federal P3/4 Partnership USACE to Continue Engineering Process City to Ensure Shollenberger ready to receive sediment Identify beneficial re-use receiving site Get agreement in place USACE P3 involvement on-hold until Agency policy in place Coalition actions Solidify Coalition Partnership thru JPA or other suitable means Create Annual Revenue for Dredging Marina & Flood Project Dredging Hydrographic survey Sediment sampling/plan Begin Permitting Process Leverage with USACE dredging Identify Funding for Flood Control Project and Marina Measure AA Grant Application Develop details of P3 Proposal Identify Wetland Enhancement Project Partner Identify Contractor Partner for Offloading Quantify Costs & Contract Terms for Offloader Continue to work with USACE on P3/4 Proposal
