MEETING MINUTES CITY OF LINDSTRÖM PARK COMMISSION Monday, November 2, 2015 6:00 P.M. CALL TO ORDER/PLEDGE: The meeting was called to order by Chair Johnson at 6:00 p.m. CALL OF ROLL: Members Present: Rusty Johnson, Shari Bachman, Matt Rein, Pam Schultz, Ian Dudley, John Renaker, Austin Turman Also Present: City Administrator John Olinger, Public Works Staff Bill Straub, Council Liaison Joe Wishy, Brad and Noah Klatt CONSIDERATION OF AGENDA: Additions/Deletions: Motion by Rein, second by Bachman, to approve the Agenda as presented. Motion passed 7-0. CONSIDERATION OF MINUTES: BUSINESS: Motion by Bachman, second by Rein, to approve the minutes of the October 5, 2015 meeting as presented. Motion passed 7-0. 1. Allemansrätt Park Signage Commission Member Bachman stated the sign is on order. Anderson House The Fire Department has filed for the permit and is waiting for the approval. Commission Members would like to know when so that they can plan to attend. 1870 s House Administrator Olinger has found a contractor to provide a quote but can t do the work until spring. Bachman s Work Groups Bachman s work group finished clearing the trail on the CR20 Ridge. Eagle Scout Project Austin Turman completed the first of two campsites. He needs to complete the filling of the tent pad at the second campsite and install the fire grates at both sites. Friends of Allemansrätt No meeting until February. Great River Greening Bachman reported that Great River Greening was successful at obtaining grant money to eradicate invasive species in Allemansrätt Park. She stated her and Commissioner Dudley s testimonies were positive and hopefully aided in the committee s recommendation. Composting toilet-olinger provided his research about a composting toilet. The toilet uses a composting machine to process the waste, solar for lighting, filtered rain water for sanitation. The cost is approximately $34,000. The Commission gave consensus to keep working on this option. Mr. Klatt provided aerial photos of the Anderson Peninsula. 2. Tree Lighting Festival Renaker stated the event will be held this year on the 5 th of December from 4:30-6:30. Boy Scouts will do the fire and s mores Santa Lucia singers-bachman has called and left a message Hot dogs-bachman called DQ and will follow up Brats-Bachman called Deutschland and they will get back to her Buns-Bachman ordered brat buns this year Chips-Lindstrom Foods may not provide, Renaker stated Northwoods Roasterie would if Lindstrom Foods doesn t. Brass Ensemble-Turman will contact them Mrs. Claus-Renaker talked with Mrs. Claus and she is ready Fire Department-Renaker will call the Chief Steam Carpet-Straub will coordinate Cartoon Switch-Rein has it Carnival Games-Bachman stated Trinity is prepared Lights on trees-straub has it coordinated Hay rides-renaker has found a hay ride provider. The Carlson s have horses and will pull a hay wagon for rides. 10 x 10 tent-renaker will set up Hot chocolate-bachman Condiments-Bachman is purchasing Tongs, spoon, bread knife-schultz is providing Page 3 of 10
Pictures-Dudley will take pictures Signs of thanks for food donations-kathy will provide Straub said he will grill the brats and hot dogs this year Bachman stated she cannot attend Celebration of the Lakes-Rein moved to book the Chmielowski Polka Band for January 30 th from 6:00-9:00pm. Schultz seconded the motion. Motion carried 7-0 Bachman stated make sure we get Deutschland to provide brats and beer. 3. Marlene Smith Statue Dudley stated all is moving forward. Rick Carlson has written a letter requesting employees and business partners willing to donate to contribute to the statue. The family has committed to paying the balance. Kathy from the City submitted a grant through ECRDC for the statue. Dudley stated he would expect an installation next October. OTHER DISCUSSION: 1. LARA Rein Rein stated the Gillach family will construct and install an old fashioned score board at Pumphouse Park. LARA will install the yellow protective fence cover at the park. Commissioner Bachman Allemansrätt Park Handicapped Vehicle Access- Last week Bill Straub took Council Member Wishy into the park using our turf cart. Joe enjoyed the trip and requested the Commission consider allowing handicapped vehicles to access the trails. Signage-the sign was ordered. Anderson House-The Fire Department says, I have a training team assigned to the burn and am hoping to do it before Xmas. For the permit, I listed Dec 15 thru Jan 28th but plan on doing it with in the next few weeks. Eagle Scout Project Eagle Scout candidate and Commissioner Turman will give an update on his two campsites. Friends of Allemansrätt Update at meeting. Buckthorn- Prairie Restoration has been on the Norelius House parcel cutting away. 4x4 friends- The park entrance on Olinda has become a gathering place for high school students with 4x4 s after school lets out. They aren t doing anything bad or illegal that we can tell but it is upsetting the neighbors and visitors. The Police are monitoring the situation but can t do anything if the kids aren t doing anything wrong. ACTION TO BE CONSIDERED: To consider handicapped vehicles access Allemansrätt Park Page 5 of 10

City Administrator Park Standards Next summer we plan to hire four summer helpers. In order to provide them with direction on how we want our parks maintained and the level of service we expect, I want to create a park by park maintenance checklist. My goal is to ensure that the parks are cared for to the level we want and that we have the measures in place to point out what is not up to our standards. Please take each of your parks and begin to brainstorm with me what those activities are and what level of service they should attain. ACTION TO BE CONSIDERED: No action Page 7 of 10
Commissioner Renaker Kichisaga Park options The County is not going to do anything with Kichisaga Park. Does the Commission wish to consider creating a business plan and developing the park? Could we generate revenue by; charging for ballfield use, holding weddings at the Karl Oscar House, concession stand, install lights to extend use, rent slips at a marina, add a municipal campground? City Administrator Olinger Lions Park Disc Golf Anthony Haggerston, new resident on Sylvan abutting the park to the west donated and installed a disc golf target. Scott Purrington, Broadway Avenue, donated another three targets with the discs. Anthony will consider where to install the additional disc golf targets.
