The J1 Today and Tomorrow 3 Until Today The J1 is situated at the heart of La Joliette international terminal (ferries to Algeria) Vehicle boarding lines on the ground level International ferry terminal occupying a portion of First level Marine professional training institute on Second level Since Marseille 2013, and in a joint effort with the city of Marseille, areas on the Second level are host to cultural events which are open to the public Tomorrow The transformation will be made possible following the reorganization project targeting the international passengers terminal, which has already been initiated by the GPMM: Ferries traveling to Algeria will be directed to a new terminal at Cap Janet, in which international passengers will gather Transfer is expected to take place in 2020/2021, thanks to the access roads linking it to the city (State & Metropolis construction project) The new usages to be planned for the J1 and its surroundings should be compatible with the functions of the Corsica terminal and the high end cruise terminals located next to the site, and with the vessel circulation at the South entry of the port

Launching the Call for Projects 5 The port is issuing today the call for projects that governs the long-term transformation of the J1. The GPMM would like to thank all the members of the Supervisory Board, especially the territorial communities, for the support they have provided throughout the development of this project. Guiding Principles: A holistic renovation that contributes to the outreach of both the port and the city, and allows the building to host new revenue-generating activities An incentive for international groups to propose ambitious signature projects for this building that is emblematic of the Marseille and Mediterranean city-port interface Innovative projects of international scale that are compatible with the port activity of La Grande Joliette basin.
Objectives of the Call for Projects 6 Encourage investors to propose international-scale projects for this exceptional site Give birth to a prestigious, multifaceted and innovative landmark project, which aims to bring out the value of the J1 Hall, manage its surroundings and make a diversified use of the dock stations it overlooks Preserve the heritage and maritime values of the site and generate new revenues for the GPMM derived from public land use Encourage the opening of the J1 Hall towards the city by establishing dynamic links between urban and maritime usages (especially on the economic and touristic levels) Contribute to Marseille s outreach as the First port of France, by turning it into an economic and cultural showcase with strong ties to its maritime and port roots
Scope 7 The J1 3 Levels Possible usages of stations 82* and 84 Approx. 16,500sqm terraces with links to the boulevard * Possibility for the GPMM to use station no.82 in case of seasonal traffic surplus towards Corsica via the Corse-Joliette station (not included in the perimeter) Progressive deliveries and provisions to be made in parallel with transitory management measures adapted to the needs of the port 82 84 Optional Lot Dike du Large, South Valorization of an approx. 700m straight area on the south section of the dike * * Subject to compatibility with port activities (docking, boarding and dis-embarkment for daily ferry services and cruise ships, etc.)
Eligibility 8 The following requirements should be met: Be in line with the mission of the GPMM Be in line with and not contravene the port activity of the Grande Joliette basin or the commercial stopovers on the dock stations that are adjacent to the right-of-ways Bring out the emblematic maritime value of the site Refrain from proposing the following list of excluded activities and guarantee that they will not be carried out across all the J1 site (Hall, surroundings and body of water) Casino / gaming room / slot machines Nightclub, as meant by an establishment or a premise receiving people and airing loud music in a regular fashion All-office projects All-entertainment projects All-retail projects Projects dedicated to housing or premises to be used as such (noting that projects that include a hospitality component can be envisioned)
Eligibility 9 Comply with all or part of the following orientations: Develop a project offering multiple activities Create a distinctive architectural identity for Marseille s seafront and for the First port of France Allow public access to some of the developed areas in the J1 Hall and nurture the link between the city and the sea Promote cultural and educational activities, whether permanent or temporary Promote the visibility of the marine, port and logistics economy and its affiliated sectors, especially through the development of training Increase the attractiveness of the region
Calendrier Call for Proposals to be carried out in 2 phases: Submission of an initial offer, followed by the submission of a final offer (limited number of 3 or 4) by candidates that were pre-selected in the first phase. 10 Timeline: Submission of initial offers on November 15, 2017 A selection committee (for phase 1) and an international jury (for phase 2) will assist the executive bodies of the GPMM in the selection of the proposals and the designation of the laureate.
