Call To Order / Introductions Chair Gary Duncan called the meeting to order at 12:13 p.m. and asked everyone to introduce themselves. Approve Last Minutes Chair Duncan asked for a motion to approve the minutes as presented. Mr. Kerry Keith made a motion to approve the minutes that was passed by a unanimous vote of the members present. 3. Airport Updates / Roundtable Naples Municipal Airport - Mr. Kerry Keith reported that the extension of Taxiway A is underway. He added that they have rearranged some other projects to get most of the taxiway work completed by Christmas. Mr. Keith stated that the Runway 14/32 and associated ramp rehabilitation project is under design. He reported that they are in the process of adding approximately 50% more square footage to the existing facilities building. Mr. Keith stated that fuel sales are actually up this year despite a slower than usual start. He mentioned that a couple of airlines have expressed interest in beginning some intrastate service at the airport. Sarasota/Bradenton International Airport - Mr. Lionel Guilbert reported that they are beginning a project to replace airfield signage and PAPI s. They have completed the ticket wing renovations and are moving on to the baggage claim area. Mr. Guilbert reported that cameras are being installed in the baggage claim Continuing Florida Aviation System Planning Process page 1

area to improve security. He stated that passenger traffic is up about 9% this year and the long-term debt at the airport will be retired next year. Mr. Guilbert reported that approximately 75-80% T-hangars are occupied and fuel sales are consistent with 2012 numbers. Buchan Airport Mr. Gary Spraggins reported that the airport is very wet as a result of recent rainfall. They are hoping to dry out prior to the annual licensing inspection next month. Mr. Spraggins commented on the quality of the Airport Leadership Class and highly recommended it to those that may be considering attendance. Venice Municipal Airport Mr. Chris Rozansky reported that they are wrapping up some warranty issues with the Runway 04/22 project. An Environmental Assessment (EA) to shift Runway 13/31 is the major project and should begin in the new fiscal year. Mr. Rozansky updated the group on a proposal to designate the former Ringling Brothers building as a National Historical Landmark. The building was partially demolished by the airport earlier this year in an effort to remove hazardous materials. The Venice Circus Arts Foundation is encouraging the City Council to undertake a restoration of the venue. Vice-chair Quill and the other airport members cautioned that a historical landmark designation introduces a number of potential issues that the City should investigate prior to acceptance of any restoration funding. Page Field Chair Duncan that fuel sales and traffic are both up at Page Field so far this year. Southwest Florida International Airport Chair Duncan reported that the I-75 flyover is under construction and should be completed in 2014. He stated that the use of PFC funding has been approved for the design of the new ATC tower adjacent to the new ARFF station. He reported that a gas station is being constructed on airport property and overall traffic is up about 5% this year. Chair Duncan stated that the TSA Pre-check program is being rolled out across the country and will be coming to RSW in the near future. Implementation of this program will require some work to realign the security queues but will hopefully result in faster screening times going forward. Collier County Airports Mr. Keith reported that the Collier County Airport Authority recently received two FAA grants totaling nearly $8 million for work at the Marco Island and Immokalee Airports. Punta Gorda Airport Vice-chair Quill reported that Allegiant Air is now serving twenty (20) cities from the Punta Gorda Airport. The increase in flight activity has necessitated the expansion of existing TSA facilities and relocation of the rental cars to a remote parking area. 4. Regional Issues / Concerns TSA Exit Lane Manning Handover Proposal Chair Duncan reported that this issue is still on going. He noted that FAC is monitoring the issue politically as airports around the state evaluate options for compliance with the proposal. Mr. Guilbert reported that the TSA at Sarasota/Bradenton International Airport was set to lose a number of agent positions. As a result, the Airport Authority has agreed to man the exits during the day to mitigate a loss of agents that could increase security wait times for passengers. He reported that the airport still utilizes Continuing Florida Aviation System Planning Process page 2

approved technology to monitor the exits overnight. Vice-chair Quill reported that the TSA at the Punta Gorda airport has asked the airport management to have a contingency plan ready in case the proposal moves forward. Chair Duncan added that it s his understanding that the local Federal Security Director (FSD) at each airport is handling the approval of technology installations on a case-by-case basis. 5. FDOT Aviation and Spaceports o General Statewide Items Statewide Airport Runway & Taxiway Painting Contract Mr. Treudt reported that they are going to renew this contract. He thanked the airport members that provided comments and assisted with development of the contract scope. Mr. Treudt noted that the contract should be finalized in November and will include the specifications outlined in the latest FAA Advisory Circular. Airport Rates & Charges Analysis Mr. Treudt introduced Mr. Alex Kolpakav from the Center for Urban Transportation Research (CUTR) at USF. Mr. Kolpakav reported that approximately 60 airports have responded (44 full responses) to the survey and data analysis is now underway. The analysis should be complete in October and the final study results are expected to be presented at the next CFASPP Statewide Meeting in Tampa on November 13 th. Statewide Airfield Pavement Management Program Mr. Treudt reported that Phase 1 inspections are currently about 80% complete and should be finished in November. He added that Phase 2 inspections are expected to commence in early 2014. Mr. Treudt stated that pavement management training is expected to be offered again in 2014 noting that the dates have not yet been finalized. He invited those with questions on this program to contact Mr. Vu Trinh at the FDOT Aviation and Spaceports Office. Florida Aviation Professionals Academy Mr. Treudt updated the group on this effort noting that FDOT Aviation and Spaceports Office is seeking input from airports on professional development courses that would be useful to the aviation community. He invited the group to submit their ideas to Mr. Sergey Kireyev at the FDOT Aviation and Spaceports Office. o Aviation and Spaceports Office FASP Digital Airport Profiles Mr. Treudt provided the group some background on the origin of airport profiles noting that they provide local governments and other stakeholders with a snapshot of a facility s capabilities and role in the aviation system. Mr. Treudt then reviewed goals of this project noting that Phase 1 is underway and expected to be complete in December. This first phase will include work to develop and eventually implement new technology that will allow airport users to develop their own profile templates, auto-generate airport profiles and access profile information from mobile devices. Mr. Treudt asked the airports for their assistance in completing this project and recommended Continuing Florida Aviation System Planning Process page 3

that the committee appoint at least one member to the Project Task Team. Task team activities will be conducted by phone to minimize travel and save time. Project consultant, Mr. Harry Downing stated that the FDOT would like to make this a valuable tool for airports. GA Business Plan Project Mr. Treudt updated the group on this project which in being completed by Kimley-Horn and Associates. He stated that the project is now well underway noting that the 2 nd TAC meeting is expected to be held in the 4 th quarter of 2013. Current activities underway include on-going coordination with other government plans and policies and development of a Best Management Practices (BMP) outline for airport business plan development. Work on the project will continue into 2014 with a draft document expected to be complete in the spring. The final document is expected to be presented during CFASPP Round 2014-2 in June. Freight Mobility and Trade Plan Investment Element Update - Mr. Treudt updated the group on this project noting that the policy element was adopted back in June. He stated that work is now underway on the investment element of the plan and that is expected to continue until July 1, 2014. This project element will identify the criteria for state investment in freight, prioritize freight investments across multiple modes of transportation and ensure compliance with MAP-21. Airport Leadership Development Course Update Mr. Treudt stated that two (2) classes have now been completed and the response from attendees has been overwhelmingly positive. As a result, the classes will continue and the FDOT Aviation and Spaceports Office is working to confirm course dates for 2014. Once the dates are determined, a registration link will available on the FAC website. o FDOT District Announcements Mr. Treudt mentioned that Ms. Wendy Sands has joined the FDOT District 1 Aviation Staff in Bartow. 6. FAA Announcements Mr. Treudt mentioned that the FAA will be conducting a Sponsor/Consultant Workshop at the FDOT District 5 Orlando Urban Office on October 29 th. There will be an afternoon and morning session and interested participants are encouraged to register early, as space is limited. 7. MPO Comments - None. 8. Old Business FAA Sequestration Impacts (Other) Chair Duncan stated that the sequestration is still impacting operations but has taken a backseat to the current federal government shutdown. It was noted that the FAA Orlando ADO staff is still working despite the shutdown. Continuing Florida Aviation System Planning Process page 4

9. New Business Election of a new Chairperson Chair Duncan mentioned that he has been Chair of the Southwest Florida Region since 2009 and the time has come to select another person for the position. He opened the floor for nominations. Hearing none, Chair Duncan nominated Ms. Ellen Lindblad from the Lee County Port Authority for the position of Chairperson. That nomination was seconded by Vice-chair Quill and passed by a unanimous vote of the members present. FAC Aviation Professional Award Chair Duncan recognized Vice-chair Quill for being named the FAC Aviation Professional of the Year for 2013. Chapter 14-60 F.A.C. Rewrite Mr. Josh Philpott reported on this FDOT directed effort noting that he is a member of the Technical Advisory Committee (TAC). He stated that the team is working to make Chapter 14-60 more consistent with FAA guidelines where applicable. Mr. Philpott added that the new version of 14-60 is expected to be presented for legislative approval alongside Chapter 333 F.S. during the 2015 legislative session. 10. Time & Place of Next Meeting Mr. Treudt stated that the next scheduled meeting of the Southwest Florida Region Steering Committee is March 4, 2014. Chair Duncan and the committee determined that the next meeting would be hosted by the Venice Municipal Airport on that date beginning at 12:00 p.m. 11.
