DEMOCRATIC 15 MINUTES The Chairman had spoken to The farmer at Thatchers Farm and he has advised he will take the hedge down as low as he can when the times comes to cut the hedge on the corner adjacent to the White Barn. Cllr. Corkhill reported that two allotment holders had confirmed that they will be giving up their plot at St. Michaels Drive. Cllr. Corkhill advised that there is quite a bit of clearing to do. One lady was helping today to get her stuff off the plot. Cllr. Corkhill was awaiting confirmation that someone else was taking over another vacant plot. It was reported that the hedge is overgrown by the fence by the culvert at the bottom of Galleons Hill. You cannot see around the bend when you approach it. Chairman to check and report. It was reported that the cyclists of Essex are not taking any notice of the chevrons on the bend in the village. They are going around the bend at speed. 2. APOLOGIES:- Apologies for absence had been received from Cllr. M. Page & CCC Cllr. Mrs Nicolette Chambers. Cllr. B. Perry did not attend but no apologies were received. 3. MINUTES OF THE MEETING HELD ON 9 TH MAY 2018 The minutes of the Meeting held on 9 th May 2018 were taken as read and the Chairman was authorised to sign them. 4. COUNCILLORS DECLARATION OF INTERESTS ON ANY AGENDA ITEMS FOR THIS MEETING. Nothing to report. 5. MATTERS ARISING:- Nothing to report. 6. REPORT BY CHELMSFORD CITY CLLR. MRS NICOLETTE CHAMBERS. Nothing to report. 7. REPORT BY ESSEX COUNTY CLLR. JOHN ALDRIDGE. Cllr. Wallace reported that the mean average in the speed survey showed that vehicles were travelling greater than 30mph. Cllr. Wallace said a camera is needed on Vicarage Road for one day. Cllr. Aldridge suggested having Community Speed Watch in the village or contacting the Police. The Chairman was not happy for the community to be involved as they would get abuse. Cllr. Aldridge stated that cyclists are sometimes inconsiderate, and he felt they should have insurance cover if using the roads. The Chairman reported that the manhole in Stonehill Road had at last been repaired, after having been reported to Highways in April.

The Chairman reported that Willingale Road and Nathans Lane are due to be resurfaced but there is nothing wrong with the roads but St. Michaels Drive is in an appalling state and is not being resurfaced. Green Lane is also still not finished off and has not been re-white lined. Cllr. Aldridge advised that the traffic count at Galleons Hill does not show a speeding issue so nothing will be done by Highways. The average speed on A1060 traffic count was 50mph so again is not an issue. Cllr. Aldridge reported that there are some reviews under the Scrutiny Committee as to how Highways are dealing with matters and how much they charge. Highways is run by Ringway Jacobs. Cllr. Aldridge advised that he is no longer the Chairman of Essex County Council but has been put on the Corporate Scrutiny Committee, Development and Regulation Committee, Regional Flood Committee and Regional Flood Forum so he is busier than ever. The village gateway is still awaiting approval. Cllr. Wallace advised that the owners at Hill Farm Cottages have put in a request for a scheme to the Highways Panel which needed the support of Cllr. Aldridge, this he agreed too. Cllr. Aldridge advised that if the speed limit is reduced it needs Police approval as well. The reason the request had been made was to the safety of children getting on and off of the school bus. 8. Ash Tree Farm The Council is engaging in weekly site inspections to ensure that materials continue to be removed from the site. Court proceedings remain on going against the failure to plant the bund. The enforcement team have written to the Scaffolding Company and reminded them that they ensure the business operates within the constraints of the site planning permission. The Chalet, Radley Green Use of redundant farm building to provide 2 units of residential accommodation. Further information has been requested as part of the investigation. Broadgates Barn Enforcement notice to be issued in order to remedy the breach of planning control that has occurred relating to the storage of a caravan. 11. RECREATION FIELD/TODDLER PLAYAREA a)play Equipment Safety Inspection Minute 15. The inspection reports had been received from RoSPA. Chairman and Vice-Chairman had visited both of the play area sites. Chairman to contact Wicksteed about the swing as the report stated contact should be made with the manufacturer about a recall for this type of swing. Chairman had written to Wicksteed for their comments. The Chairman stated that overall there was nothing really to report only minor matters. There are several loose fittings and possible finger entrapments on the multiplay equipment on the play area at Stonehill Road. Chairman to write to Miracle Design and Play and ask for a quotation to do an inspection and repair the items. The RoSPA report states that the equipment is not compliant with the relevant standards. The Chairman had written and included a copy of the report to Miracle Design and Play for their comments. b) Any Other Nothing to report. 12. FOOTPATHS a)damaged Kissing Gate on F71 Minute 16. The original form he had completed has been superseded so he has had to start again. The Clerk has kindly been providing information to help Cllr. Bradbury complete the new form. 19. Goodwin advised that a signed checklist for the computer needs to be completed by all Councillors. Chairman to circulate document. Cllr. Goodwin advised that there needs to be a regular audit once a year to ensure compliance. Clerk to hold all forms once completed. Cllr. ATC SURVEYS CARRIED OUT BY ECC HIGHWAYS IN ROXWELL The Chairman advised that over 500 cars were recorded in Skreens Park Road, over 800 in Vicarage Road and about 300 in Stonehill Road. The mean average speed was 25.2 North and 24.8 South in Stonehill Road, 36.1 North & 35.5 South in Vicarage Road and 37.7 South and 38.8 North in Stonehill Road. It was agreed the Chairman should bring the speed to the notice of the Police and ask for a speed gun during school term time at Galleons Hill. 22. REQUEST TO LOCAL HIGHWAYS PANEL RE ATC SURVEY CLOSE BY HILL FARM COTTAGE ON A1060. Cllr. Wallace to proceed now that the Council had the support of Cllr. Aldridge. 23. WINTER SALT BAG SCHEME 2018. The Chairman reported that the village had not needed any salt bags for few years but when he went to use it last year the bags had disintegrated. Chairman to order more this year if David Webber can store. Chairman advised that it is distributed to the school, church and shop and they spread the salt themselves.
