PROMOTING PROGRESSIVE SOCIAL INFRASTRUCTURE PREPARING FOR THE HEALTHCARE NEEDS OF THE FUTURE Picture courtesy of Ministry of Health, Singapore OUTRAM Medical Campus Leveraging international and local healthcare expertise to deliver world-class facilities that enhance healthcare provisions in Singapore. Outram Medical Campus incorporates a hospital, community healthcare facilities and specialist treatment centres in addition to dedicated teaching and research units. Arcadis was appointed by the Singapore General Hospital to provide project management services and assist in the procurement of a leading design team to develop the detailed master plan for the campus. The first stage of the masterplan, including the Outram Community Hospital and 146,000sq m floor area will be implemented by Arcadis. 547 new patient beds at Outram Community Hospital 432,000sq m master plan site 12

ITE COLLEGE CENTRAL and ITE Headquarters Delivering leading education and recreation facilities to achieve a comprehensive learning experience. ITE College Central is positioned as A College of Creativity and Innovation and is co-located with ITE Headquarters. Arcadis provided full pre- and postcontract quantity surveying services for the School of Business & Services, School of Design & Media, ITE Headquarters, an aerospace hub, sports facilities and more. On-time start of the semester for over 10,000 students More than one thousand staff at improved facilities 192,820sq m total gross floor area ITE s journey reflects the Government s commitment to develop every student to his/her full potential. HOUSING Development Board Delivering affordable housing and additional properties for the Housing Development Board (HDB). The HDB of Singapore provides affordable government housing and is one of Singapore s largest residential developers. HDB has expanded their development to retail, social hubs and land reclamation. Tailored cost and commercial management have to be custom-made to meet specific asset needs due to a unique cost matrix. The procurement approach is strict and thorough and Arcadis cost and commercial management services facilitated with HDB spans across residential blocks, industrial properties, landscape, site preparation works and infrastructure works. 66 residential projects delivered with HDB 14

REDEFINING A WORLD CLASS AVIATION HUB Visual Courtesy of Changi Airport Group SINGAPORE CHANGI Airport Terminal 4 A fourth terminal to accommodate the continued growth in air traffic. Singapore s Changi Airport is recognized as one of the world s best airports. The new fourth terminal brings an additional 195,000sq m of floor area and another 21 aircraft parking stands. It creates an airport retail destination and sets a new standard in airport innovation. Building on over a decade-long relationship, Arcadis worked closely with Changi Airport Group to procure the multi-disciplinary design team and provide pre- and post-contract quantity surveying services for cost efficient delivery of the terminal. Increasing passenger capacity from 66 million passengers each year to 82 million Enhancing the passenger experience with gardens, playgrounds and movie theatres 350 shops and 120 food outlets 15

INCREASING CAPACITY AND ENHANCING THE PASSENGER EXPERIENCE SINGAPORE CHANGI Airport Terminals 1 and 2 Ensuring the successful upgrade of Terminals 1 and 2 to maintain a world class airport experience and create additional space. In 2012, Changi Airport Group officially unveiled the S$500 million upgrade of Terminal 1, Changi s oldest terminal. Arcadis provided full pre- and postcontract quantity surveying services to ensure the successful renovation and expansion of Terminal 1. In addition, full pre- and post-contract quantity surveying services were provided for the upgrading of architectural finishes, structural works and all related mechanical and electrical works to Terminal 2. 182,000sq m of floor space renovated 22,000sq m of new floor space Extended viewing gallery and gate holdrooms to enhance the passenger experience 16

DELIVERING MOBILITY ORIENTED DEVELOPMENT JEWEL Changi Airport Jewel Changi Airport is a new mixed-use complex featuring attractions, retail offerings, a hotel and facilities for airport operations. 70% floor area added at T1 s arrival and baggage claim halls Handling capacity in T1 increased to 24 million passengers each year Envisaged as a world-class lifestyle destination, Jewel will be developed in front of Terminal 1 (T1) at Changi Airport. It will greatly increase capacity of the terminal with new walkways to connect T1 and Jewel to the MRT station. Delivering City Value & Prosperity Through Mobility Oriented Development (MODe). Transit-hubs are no longer simply places where travellers arrive or depart, increasingly they are destinations in themselves for improved quality of life. As a result they can positively impact a wide surrounding area, both economically and socially. Arcadis MODe approach helps our clients plan for the future and access the unrealized potential in their existing transport developments from an economic, social and environmental perspective. MODe projects are fast becoming popular in the city of Singapore. Developers are not only concerned on capital cost, but also environmental impacts and assessments, connectivity to transport hubs, social spaces, and equity and security. When it comes to infrastructure works, Arcadis has been involved in several MODe projects; from ports, roads and tunnels to airports. With experience surrounding the Changi Airport for more than a decade which includes Changi Terminals 1, 2 and 4, The Jewel and the third runway, mobility in the city of Singapore has been improved for millions of residents and visitors. 18

REALISING A Smart and Resilient City Singapore has recently signed the 100 Resilient Cities Charter, hired a Chief Resilience Officer and is also moving in the direction of a smart city. Singapore is looking at improving the quality of life for the people living in Singapore through smart living, the use of information and communications technology and forward planning on social and hard infrastructure programs. Through Government initiatives, round table talks, think tanks and projects that relate or contribute to the resiliency of the city and to the Smart Nation initiative, Arcadis is leading the discussion around resiliency to improve quality of life for Singapore s 5.4 million people; be it in healthcare, social infrastructure, aviation ports or even smart buildings. 19

OUR TAMPINES Hub Delivering a socially-integrated hub in the heart of the Tampines. The Tampines town hub hosts more than 30 entities with a wide range from medical, educational, sports, recreational, offices and eateries. With diverse stakeholders and project complexities, Arcadis is the program and project manager and is also responsible for addressing risks and concerns from 15,000 residential stakeholders on social, political, economic and environmental interests to create a hub beneficial for all. Additionally, the hub is located closely to a transportation depot, allowing for maximum mobility of the residents. 2,300sq m Eco-Rooftop Community Garden 745sq m Family Medical Clinic and Community Health Centre 14,000sq m Library First of its type in Singapore where people can live, work and play in this sociallyintegrated hub 20

ZERO Energy Building A test platform for the integration of green building design and technologies in existing buildings. The Zero Energy Building at the BCA Academy is the first zero energy building in South-East Asia to be retrofitted from an existing building. It is completely self-sufficient in meeting its electricity needs and demonstrates how sustainable design and green building technologies can be successfully applied to existing buildings. Arcadis provided full pre- and post- contract quantity surveying services for this S$11 million three-story building retrofit, housing offices, classrooms and a resource centre. GARDENS BY THE BAY Bay South Garden Transforming 54 hectares of reclaimed land to create the new national icon and one of Singapore s leading attractions. Gardens by the Bay is an integral part of the Singapore government s strategy to transform Singapore from a Garden City to a City in a Garden. The stated aim is to enhance the greenery and flora in the city. This mega project has three significant features; the Conservatory Complex featuring the Flower Dome and Cloud Forest; the Supertree Grove showcasing iconic tree-like vertical gardens and the Main Gardens comprised of ten themed gardens from around the world. Arcadis provided quantity surveying, procurement management strategy and cost management services for all aspects of the project with a focus on life cycle cost to ensure cost efficiency. ENHANCING BIODIVERSITY AND PUBLIC AMENITY MANDAI Development The proposed development involves integration with existing surroundings, inclusion for affordability, accessibility, and environmental and commercial sustainability elements. Located in the heart of Singapore and in the water catchment area, the Mandai Development project consists of multiple assets including a Bird Park bounded by roads acting as natural buffers; indoor attractions centred on conservation, education and outreach; an Eco Resort and retail. It is unique with a transport link from the nearest Mass Rapid Transit Station traversing water bodies and existing roads to the proposed project site. As the cost managers and quantity surveyors on the project, Arcadis is working to ensure integration with existing sites and ensure biodiversity and environmental sensitivity. It will bring in thousands of tourists and become and even more robust and enjoyable destination for residents. 24

FOSTERING COMMERCIAL DEVELOPMENT FOR A LEADING CITY MARINA BAY Financial Centre Marina Bay Financial Centre is positioned as Asia s Best Business Address, a purpose-built financial centre designed to ensure Singapore s place as the financial capital of South-East Asia. This multiple award winning development is located on a 3.55 hectare site in Singapore s new downtown district. Arcadis delivered full pre and post contract quantity surveying services to ensure the successful delivery of a world-class urban waterfront development.
