Channel City Flyers Welcome Packet Introduction Welcome to the Channel City Flyers! Channel City Flyers is a non-profit, cooperative flying club founded by a group of passionate pilots and flight instructors. We believe in a strong general aviation community that is safe, inclusive, and makes flying easy and fun. We believe in the general aviation community and the magic that happens in the air. We believe in erasing the boundaries that push aviation out of reach. The purpose of this packet is to familiarize new members with the club, it s aircraft, and membership procedures. Included are a copy of our governing by-laws, rules of operation, and a list of club officers whom you may contact. New members are encouraged to keep this packet for reference. The Channel City Flyers was established in 2016 and is based at Santa Barbara Airport (KSBA). All aircraft are professionally maintained and serviced. The purpose of the club is to promote proficiency, safety, and recreation and to provide a lower cost of flying. We believe you will find the club a fantastic opportunity to enjoy flying at the lowest cost possible, consistent with excellent maintenance. General membership meetings will be held monthly and include a review of club business, current financial status, aircraft maintenance and operation status, welcome of new members, and safety information. Visitors are welcome at all meetings Membership Structure and Costs OPERATIONAL RULES Channel City Flyers is a cooperative member-owned organization. The expenses of owning and operating the aircraft are shared among the membership. The costs of aircraft ownership can be grouped into three main categories: First is the purchase of the aircraft. Second are expenses involved in operating the aircraft (fuel, oil, engine wear etc.). Third are expenses that happen whether the aircraft flies or not (insurance, tie-down, administration) The fees are structured to address these three categories of ownership costs:
The $1000 fee to join the club represents each member s share of ownership in the aircraft. The $70 per hour used to pay direct operating costs (This includes fuel). This is based on the Hobbs time meter and are charged to the nearest tenth of an hour. These rates are reviewed twice annually and adjusted to reflect variable expenses. The $100 per month is used to pay the fixed costs. Members are provided group liability and accident insurance through membership in the club. Current Cost Structure Initial buy in $ 1000 Membership Fee* $900 refundable upon leaving $ 100 First Month Dues Monthly $ 100 Monthly Dues C-150 $ 65/hour Flight Time C-150 10 Hour Block $ 600 $5 Discount per hour Aircraft Checkout All club members are required by our insurance carrier to demonstrate levels of proficiency consistent with their currently held ratings through initial flight reviews when joining the club, once a year and at any time the management of the club has reason to believe it is necessary. Aircraft Maintenance Safety is the top priority of Channel City Flyers. Our aircraft are professionally maintained with a licensed maintenance facility.
A preflight inspection shall be performed before each flight. Any defects found in the aircraft s structure or accessories shall be reported to the Maintenance Officer and no flight shall be made if such defect may endanger the safe or legal operation of the aircraft. For unscheduled maintenance needs please use the following list until someone has been verbally notified: Maintenance Officer, President, Vice President. Before contacting any maintenance facility for labor on a club aircraft or purchasing any parts for a club aircraft, in an emergency, on a cross country flight, or otherwise, a member will first contact the Maintenance Officer or the President for consultation and authorization. Reservations All flying time is to be scheduled in advance of the proposed flight. It is the responsibility of the member scheduling the reservation to cancel as soon as possible if unable to keep the reservation. Offenders of this rule may be fined by the club commensurate with impact to the club. No member can keep the club aircraft beyond the time scheduled, for any reason other than weather or mechanical reasons. Be aware of the reservations before and after your reservation. The person who has reserved the aircraft is responsible for the aircraft until its return to KSBA. When any delay occurs on a flight that will chase a delay in the return of the aircraft, and will impact another member s schedule, then a phone call to the impacted member should be initiated. The member is responsible for all personal return expenses in the event an aircraft is unable to return home. Members are required to write destination airport identifiers and other important planning information when scheduling an aircraft for a flight. Restrictions of Aircraft Use Flight plans are to be emailed to channelcityflyers@gmail.com for all cross-country flights exceeding 100 nautical miles or for an overnight trip. It is the responsibility of any
member taking a club aircraft overnight to have it secured and tied down at that member s expense. No person, except an active member of the club, a licensed flight instructor approved by the club, an FAA inspector or examiner, or qualified person making necessary test flights, shall be permitted by any member of the club to fly any club aircraft. All flights are to be made within the limits of the FAA certificate of the person piloting the club aircraft. No member shall use any club aircraft for hire nor shall they rent or lend the club aircraft to any other person. All pilots receiving dual instruction in club aircraft must use only qualified and currently rated flight instructors designated by the club. In the event that an aircraft is damaged, the member shall notify an officer of the club as quickly as practical. The member will also provide a written account of the accident to the board within ten days of the damage, or as soon as able. If any part of an aircraft, other than the tires, makes any contact with any object, the aircraft must not be flown until a member of the board has given their permission, or the aircraft has been inspected by an aviation mechanic.. Members will have their current medical certificate, current government issued identification with photograph, and current pilot certificate on their person or readily accessible in the airplane during each flight. Members will also have documentation to prove their are legal to make a flight in a traditional written log or an electronic log. Each member will be required to make at least one check ride in a club aircraft per year with a club flight instructor. Failure to complete the annual check ride will result in the member being grounded and unable to schedule a flight until the check ride has been successfully completed. Each member must complete a check ride with a club flight instructor in a club aircraft prior to operating that club aircraft as PIC. Any member scheduling an aircraft for a period of time exceeding 5 days must obtain prior approval from the board. A minimum number of billing hours per day may be a condition of the approval. Operating Minimums Unless accompanied by a club flight instructor, the following weather minimums will apply to each member: Student Pilots Pattern Operations Ceiling: 2000 AGL Visibility: 5 SM Local Flights (within 25 NM) Ceiling: 3000 AGL Visibility: 7 SM Cross Country Flights
Requires instructor s authorization Non-Instrument Rated Pilots Day Ceiling: 1500 AGL Visibility: 5 SM Night Ceiling: 2000 AGL Visibility: 7 SM Instrument Rated pilots and instructors operating under instrument flight rules Takeoff No takeoff shall be initiated unless the ceiling and visibility are at or above minimums applicable for the instrument approach in use at the departing airport or the closest airport having an instrument approach if the departing airport has no instrument approach procedure. General Safety No club aircraft shall be flown with less than one hour of fuel remaining based on normal cruise power settings. The board, at its discretion, may restrict any member s operating privileges with regard to a particular flight, a particular aircraft, particular operating conditions, or any other matter which the board, in its sole discretion, believes appropriate and in the interest in the safety of the club s members, the public, and the club s property. In exercising this discretion, the board my consider any factors or information which it deems appropriate, including, without limitation, a particular trip, its route and destination, the geographic features of the route and destination, the current weather and forecast weather, the pilot s personal experience, licensure and ratings, and any other factors which the board deems appropriate in consideration of the exercise of its discretion. Enforcement The above regulations and rules shall be enforced by the entire membership. All complaints shall be filed with the President who shall call a meeting of the board at which time action will be taken. Any violation of the Federal Aviation Regulations shall constitute cause for immediate grounding, and any member so grounded shall remain as such until further action is taken by the board. Changes and Amendments Changes or amendments to these Operational Rules may be effected only by the majority vote of the board at a regular or special meeting. Any changes or amendments to these Operational
