This cancels AIC No.20/1983 and shall take effect from 1 st January, 1991. (M.R. SIVARAMAN) DIRECTOR GENERAL OF CIVIL AVIATION TECHNICAL EXAMINATIONS FOR FLIGHT CREW (Pilot s, Flight Engineer s & Navigator s) LICENCES/RATINGS 1. In accordance with Schedule-II of the Aircraft Rules, 1937 the applicants for issue/extension of Flight crew (Pilot s, Flight Engineer s and Navigator s) Licences/Ratings will be required to pass the examinations in the following subjects : 1. Student Pilot s Licence (Aeroplanes/Helicopters/Gliders/Balloons/ Microlight aircraft): Air Navigation,, and Aircraft & Engine (Aeroplanes/Helicopters/Microlight Aircraft) o & Or Aircraft & Instruments (Gliders/Balloons) 1. RULES GOVERNING CONDUCT OF EXAMINATIONS 2.1 Rules NOTE : The Performance in respect of aircraft & Engines shall be applicable to aircraft having an all-up-weight exceeding 5700 Kgs., twin engined aircraft and Public Transport Airport. 2.1.1 Admittance to the examinations shall be subject to submission of the prescribed application form by the candidates alongwith requisite fees. 2.1.2 Candidates may appear in all or any one or more subjects during any one examination held for issue/renewal of a licence/rating. 2.1.3 A candidate who has failed in a subject of the technical examination shall be permitted to re-appear in that particular subject within a period of six weeks from the date of the last examination. This period shall, however, stand reduced to two weeks in case of Student Pilot s Licence Oral Examination. 2.1.4 Candidates shall bring their writing material (ink, pen etc.), drawing and calculating instruments such as nvigational computers, protractors, dividers, compasses, electronic calculators etc. and nautical tables (Noric s, Burton s Inman s etc.).
2.1.5 Candidates using the electronic calculators for mathematical calculations shall indicate each step and the results of each calculation in their answer sheets. They are, however, not allowed to interchange or pass the calculator to each other during the examination. 2.1.6 Candidates shall be supplied with answer-books, graph paper, meteorological charts, astrosight working forms and navigational log sheets wherever required. All working shall be shown in the answer-books supplied for the purpose. The use of loose papers, other than those supplied, shall not be permitted in the examination-hall. 2.1.7 Air almanac (AP 1602) and Sight Reduction Tables for air navigation (AP 3270) shall be made available to the candidates during the written examination wherever required. 2.1.8 Candidates shall report the examination centres atleast 15 minutes prior to the commencement of the examination. No candidates shall be allowed to enter the examination hall after the expiry of 30 minutes from the commencement of the examination during which period no candidate shall be permitted to leave the examination-hall either. Extension of time shall not be permissible to the candidates arriving late. 2.1.9 No candidate shall be allowed to leave the examination hall without prior permission of the Supervisor/Invigilator and without handing over the questionpapers/answer-sheets to the Supervisor/Invigilator. 2.1.10 Candidates misbehaving or found using unfair means in the examinationhall shall be liable to be expelled from the examination-hall. They shall, further, be liable for disqualification in all the subjects and debarred permanently or temporarily from taking examinations in accordance with the provisions of the aircraft Rules, 1937. 2.1.11 Candidates shall invariably bring their Admission Certificates during the examination and shall produce the same to the Supervisor/Invigilator for verification whenever required. 2.1.12 Candidates shall invariably make use of ink-pen or ball-pen for answering questions, making calculations and entries in log-sheets etc. except on maps and charts. Use of pencil for such purposes will invite disqualification. 2.1.13 The results declared by the Directorate shall be final and requests for re-evaluation or re-assessment shall in no circumstances be entertained. The decision of the Director to withhold any result or disqualify or debar any candidate shall be final and binding. 2.2 Availability of Application Forms
2.2.1. The prescribed application forms for the flightcrew examinations may be obtained from the F.C.E. Section, Directorate of Training & Licencing, Office of the Director of Civil Aviation, East Block II, R.K. Puram, New Delhi- 110066. 2.2.2 The prescribed application forms for Technical (A&E) Examination may be obtained from CEO Section, Directorate of Airworthiness (Exams), Office of the Director of Civil Aviation, East Block III, R.K. Puram, New Delhi - 110 066. 2.3 Submission of Applications 2.3.1 Applications on prescribed forms shall be forwarded to the Director of Civil Aviation, East Blocks II & III, R.K. Puram, New Delhi - 110 066 so as to reach this Office by the 15 th of the month preceding the month of examination. Applications received later than the prescribed date shall be rejected which may, however, be considered for the next examination. 2.3.2 Applications shall be accompanied by a crossed Demand Draft/Pay Order drawn on any scheduled bank situated at New Delhi in favour of CENTRAL PAY ACCOUNTS OFFICER, DGCA (HEADQUARTERS) for an amount prescribed for the specified examination as indicated in Appendix C. Recognised organisations may submit their applications alongwith a letter of authority for the debit of the fee from the advance deposit accounts if so maintained. 2.3.3 Candidates should carefully select their Centre of Examination. Once the Admission Certificate is issued no change of Centre shall be permitted. 2.3.4 Applications for examination in Technical (Aircraft & Engine) alongwith the prescribed fee payable in the manner as contained in para 2.3.2 shall be forwarded separately to the Central Examination organisation (CEO), Office of the Director of Civil Aviation and should in no case be enclosed alongwith the form for other general subjects. 2. ORAL EXAMINATIONS 1. Oral Examinations wherever envisaged shall be conducted by a board constituted by the Director except for Student Pilot s Licence Examination (Aeroplanes/Gliders/Microling Aircraft). 2. Oral Examination for SCPL/ALTP shall be conducted by a board consisting of two members - one each from DGCA and Air-India/Indian Airlines/Vayudoot.
