1. Introductions and Welcome ACTION 2. Apologies As above 3. Notes of last meeting were confirmed and signed. There was no declaration of interest 4. Matters arising from last meeting a)updates i. Equipment services. Alan Hartley and Peter Hopkins submitted reports of the Vision event held on 7 July. N.b. Correction of date of new store opening at Knaresbrough from August 2011 to January 2012. It was noted by the Board that a lot of work has been put into making this a responsive service and that the comments voiced at the visioning event were well received and actioned. Claire Hobbs (Harrogate and Craven Reference Group) will attend the future meetings for equipment services as the representative of the PSI Board. ii. Deaf Awareness training. Training session will be held on Friday 9 September. iii. Fire alarms for Deaf People. A press release was written following the last PSI Board meeting and had appeared in a couple of newspapers and radio. Unfortunately the original article that emphasised the role of the PSI Board to ensure equal access to appropriate alarms was deleted from the final press publications. iv. Leeds Rail station emergency procedure. Brenda Haw has now received a letter from Network Rail outlining the station evacuation procedure. She explained that the procedure provided to her was not the process that took place as no visual clues were provided for information. Colin Hunter will be contacted to check on this. Action Colin Hunter to follow up with Network Rail CH b) information NYSP website. NYSP website officer is working on the revised format and will be contacting Reference Group volunteers when the work is ready for consultation. PSI Board Chair report Housing a meeting at Richmond District Council about bungalows for people with a Page 2 of 5
disability who are under 60 years. Innovation fund allocations have now been agreed and will be published Carer forum next meeting date will be circulated to provide a representative. Health and Wellbeing Partnership Board draft proposals. Janet Kirk agreed to draft a response and circulate for Reference groups comment. Update reports from area Reference Groups RipPSI. It was noted that at the July meeting it was proposed to undertake an evaluation of the new provider of bus services for Ripon, York and Harrogate. The PSI Board will be interested to receive this information and to discuss with NYCC transport manager. Action. Contact RipPSI for information and share with NYCC transport representative. c) Ratification PSI Constitution. It was not possible to ratify this document due to the high number of apologies. It was suggested that a Code of Conduct be included for the next revision at AGM 2012. PSI Logo. The footer is to be changed to black print on yellow. The meeting agreed that a letter of thanks to be sent to Joe Lennon of Selby Reference Group. Action. Draft a letter of thanks to Joe. 5. Civil parking enforcement and provision of disabled parking bays - consultation Tom Bryant, NYCC Regional transport officer, described the consultation (until 5 September) on the proposed changes for enforcement of on-street parking. Civil parking operates in Harrogate and Scarborough boroughs (by local authorities and not police) and this process is being considered for implementation by the end of 2012 in the remaining areas in North Yorkshire Craven, Hambleton, Richmondshire, Ryedale and Selby. It is also proposed that residential disabled parking bays should be made enforceable through a Traffic Regulation Order (TRO) rather than the current system of advisory bays that are not enforceable. The members of the Board reported several issues and Tom took note of these. Any additional comments will be forwarded. It was proposed that some publicity could be developed on the consultation with the PSI Board. Photograph was taken for publicity with consent of members. Page 3 of 5
Action. Press release on Civil parking consultation 6. Equal Lives Action plan Carol Johnson asked that the objectives for the current 2011 2012 priorities be reported back to the Board for the December meeting by Reference Groups and partner agencies. The remaining four areas need the working group to be ready for 2012 2013 and it was proposed that the same format be adopted for the outstanding work. Action. Carol to contact Reference Groups for volunteers for the Refreshing the EL action plan working group and arrange four meetings. 7. Ambulance issues. Tim Heneghan, NYYPCT Commissioning Manager and Hester Howell, Head of Quality and Patient Experience, and Nutan Mistry YAS, attended the meeting to address some concerns that have been identified with Patient transport services Escort transport Interpreter transport Wording of patient information Training of the newly established booking service staff Transport of patient own wheelchair in ambulance National ambulance design standards for new vehicles Use of taxis for patient transport on day communications - notification of late pickup and aborted journeys There is a new Patient Charter being developed for YAS and will include contact details for comments on the service. This is to be presented to their next AGM and Hester will provide a copy for comment. New mechanisms are also being developed to hear patient voices and a representative from the PSI Board would be very welcome. Alan Hartley will consider whether he has time to give to this work. Tim explained that the PCT now have monthly meetings with the providers of acute services to give the opportunity to raise any concerns. It was agreed that the discussion had been very useful and that another feedback session be arranged for 2012. The Reference Groups agreed that they would provide brief diary report on any experience of the service before the next attendance. volunteer training and will contact Hester about how they can help. 10. Sustainable Communities Strategy consultation Diane Parsons has now attended two Reference Group meetings to present the consultation. The consultation is available at the following link www.nysp.org.uk/scs with a very easy consultation questionnaire which would only take a few minutes to complete. 5.
