WROCKWARDINE PARISH COUNCIL Minutes of the Parish Council Meeting held on Wednesday 12 th October 2016 at Wrockwardine Parish Hall at 7.30 p.m. Present: Chairman: S. Rawlings. Cllrs: Elaine Anderson, P. Bevis, I. Farrington, Mrs. Jo Savage and Mrs. Sheila Turner. Mr. M. Goldstraw Clerk 16/75 Chairman s Opening Remarks The Chairman welcomed everyone to the Meeting and thanked Cllr. Nadine Evans for Chairing the last meeting. 16/76 Apologies for Absence Apologies were received and accepted from Cllrs. Mrs Elaine Ballantyne, K. Ballantyne, Nadine Evans and T. Kiernan. Courtesy apologies were received from Borough Councillor Jacqui Seymour. 16/77 Declarations of Interest and Dispensation Requests There were no declarations. 16/78 Public Session No matters were raised. 16/79 Minutes The Minutes of the Meeting held on 14th September 2016 were confirmed and signed, by the Vice Chairman, as a true record. 16/80 RoSPA Play Ground Report Wrockwardine Playing Field The Chairman gave a report on the meeting with the maintenance contractor where the required repairs were discussed; the contractor will provide an estimate of the costs. Approval of the expenditure was delegated to the Clerk in consultation with the Chairman. 16/81 Planning Matters a) Applications: The following applications were considered: TWC/2016/0876 Wrockwardine Farm Land, Wrockwardine. Application for 1
hedgerow removal notice Removal of 140 metres of hedgerow. There were no comments. TWC/2016/0877 Cluddley Farm Land, Cluddley. Application for hedgerow removal notice - Removal of 200 metres of hedgerow. There were no comments. TWC/2016/0879 27 Broomfield Road, Admaston. Erection of a two storey side extension and single storey rear extension. There were no comments. TWC/2016/0848 St Peters Church, Wrockwardine. Alterations to the inner boundary step wall near to the secondary gate to form recess for the installation of a gas box and installation of two flues within the roof of the vestry slope. There were no comments. TWC/2016/0849 The Old Vicarage, Wrockwardine. Felling of one Cherry tree, crown reduction by 30% to one Sycamore tree, crown reduction by 20% to one Sycamore tree and removal of stem to one Conifer tree. There were no comments. TWC/2016/0915 2 Broomfield Barn, Allscott. Installation of a wall and gates and erection of a single storey side extension (Retrospective). There were no comments. Permissions: The following permission was noted: TWC/2016/0792 48 Elmsdale Crescent, Admaston. Removal of lower limb on south west side, removal of lower branches overhanging the highway and cut back the apical dominant growth on larger lower branch to 1no. Corsican Pine tree (T1) and cut back branches around telephone wire to 1no. Corsican Pine tree (T2). TWC/2016/0715 TWC/2016/0714 Wrockwardine Hall, Station Road, Wrockwardine. Erection of free standing solar panels (Retrospective) (Full Planning Application). Wrockwardine Hall, Station Road, Wrockwardine. Erection of free standing solar panels (Retrospective) (Listed Building Application). 16/82 Parish Matters a) Playground Improvements Pemberton Road The Clerk reported on the successful completion of the installation of the new play equipment. Cllr. Ms Elaine Anderson gave public feedback reporting that the equipment had been appreciated. The Clerk informed the meeting that he had written to the Council s insurers informing them of the additional equipment and that were in the process of speaking to the 2
underwriters to ascertain whether or not there would be an additional fee (the additional equipment had taken the Council over its insured amount). In the interim, because it had informed the insurers, the Council remained fully covered. b) Replacement Street Sign Walcot The Clerk reported that permission had been obtained from the Borough Council to replace the street signs and that the appropriate signs had been ordered. Cllr. Miss Seymour was once again thanked for the 500 grant received during August and for chasing the matter with the Borough Council. c) Lane from Wrockwardine to Overley The Meeting received a request from residents of the lane from Wrockwardine to Overley to assist in obtaining an official name for the lane. Members of the Council were under the impression that the lane, although not marked with a name plate, was already named as Leaton Lane. Members agreed to discuss the matter with residents and then report back to the Council so that a formal request could be put to the Borough Council. 16/83 F&GP Committee The Clerk reported that he had been unable to secure a venue for the 22nd September. It was agreed that a meeting should be held on the 20th October to consider the budget process. 16/84 Accounts for Payment The following additional payment was noted and approved: npower Lighting Direct Debit 596.03 VAT 119.21 Total 715.24 Receipts & Payments - It was RESOLVED - that these be approved and paid as tabled. Statements 30 to 33 Unity Trust were tabled along with the reconciliations and were approved. 16/85 Traffic Matters a) Traffic Calming Admaston The Clerk reported that the Borough Council had not yet reported on the promised traffic count (members were not aware that a count had yet been carried out). The Clerk agreed to discuss with the borough an appropriate date for a Traffic Liaison meeting. b) Community Speed Watch Scheme There was nothing to report. It was accepted that this matter would not be progressed unless and until the Borough council had completed a traffic/speed survey. c) Notice of Temporary Prohibition of Traffic (Bluebell Lane) Members were notified of a temporary prohibition of traffic for Bluebell lane and the associated diversion effective on 19th October for an estimated seven days (BT Superfast Broadband). 3

Notification of the imposition of double yellow lines at Wellington Road and Pemberton Road Admaston. Noted. Pride in your Community. Notification of surface work on Aston Lane (junction with B5061). Precept. 16/87 Press Statement There was no press statement. 16/88 Chairman s Closing Remarks The Chairman spoke of the budget process and asked members to any matters of expenditure involving possible future projects to the attention of the F&GP Committee or to Council. The Meeting was informed of the recent death of former Councillor Derek Powell. The Chairman stated that he would be attending the funeral. Members remembered the service Mr. Powell had given to the Parish and conveyed their condolences to his family.
