FOREMOST EMERGENCY ADVISORY COMMITTEE MEETING: 173/18 Moved that the Foremost Emergency Advisory Committee Meeting date be set for Monday, December 17, 2018 at 6:30 pm Carried. L. FOREMOST ECONOMIC DEVELOPMENT ADVISORY COMMITTEE MEETING: 174/18 Moved that the Foremost Economic Development Advisory Committee Meeting date be set for Monday, December 17, 2018 at 6:45 pm Carried. 175/18 M. MUNICIPAL OFFICE: Municipal Government Act Section 204- A council must name a place as its municipal office. Moved approval of the following: 301 Main Street, Foremost, Alberta as Municipal office for the Village of Foremost Carried. 176/18 N. ORIENTATION TRAINING: Municipal Government Act Section 201.1 (1) (2) (3) Moved that the Village of Foremost, in accordance with the regulations, offer orientation training to each councillor, to be held within 90 days after the councillor takes the oath of office Carried.

PAGE THREE Councillor Klatt declared a pecuniary interest in the Farm Land Lease bid and abstained from all voting and discussion. Councillor Klatt left Council Chambers at 8:22 pm. 177/18 O. FARM LAND LEASE: Moved that the bid from Klatt 7 Farms Ltd., Foremost, Alberta in the amount of $80.00 per acre (plus GST) be accepted for the Farm Land Lease 17-6-11-W4M, 94.75 acres more or less, three year lease 2019-2021 carried. SHORTGRASS LIBRARY SYSTEM: Moved that the approval of the following appointment: Dale Webster Village of Foremost Shortgrass Library System Board member until the next Organizational Meeting of the Village of Foremost Carried. Q. ALBERTA TREASURY BRANCH: Moved approval of Alberta Treasury Branch Special Arrangements Terms of Offering three years following the date of acceptance of the proposal; proposal date October 26, 2018 Carried. R. HIGHWAY 3 TWINNING DEVELOPMENT ASSOCIATION: Moved approval of membership with the Highway 3 Twinning Development Association 2019 Membership fee for Village of Foremost $250.00 Carried. S. FAMILY VIOLENCE PREVENTION MONTH: Moved approval of Proclamation Month of November 2018 to be Family Violence Prevention Month in the Village of Foremost Carried. T. ALBERTA ECONOMIC DEVELOPMENT AND TRADE: Foremost UAS Test Range: Community and Regional Economic Support (CARES) Program 183/18 Moved approval of confirmation of cash funds contribution in the amount of $37,500.00 to proposed Community and Regional Economic Supports (CARES) Program Project entitled Develop, Validate, and Test Market Foremost UAS Test Range 3 rd Party Accreditation Carried. Moved approval for funding application, as follows: Alberta Government Community and Regional Economic Support Program (CARES) Foremost Unmanned Air Systems Range Develop, Validate, and Test Market FUTUR Operational Accreditation Government of Alberta $37,500.00 Village of Foremost Cash 37,500.00 Total $75,000.00 Carried. 184/18 UxS Consulting Limited - Contractor Service Agreement: Moved approval of the Contractor Service Agreement between UxS Consulting Limited and the Village of Foremost, for the period December 1, 2018 to February 28, 2019, to develop and validate a BVLOS Flight Test Matrix as a foundational element of the Operational Accreditation, and the Mayor and the Municipal Administrator of the Village of Foremost be hereby authorized to sign and execute the said agreement for and on behalf of the Village of Foremost and the Municipal Administrator is hereby authorized to affix thereto the corporate seal of the Village of Foremost carried

Moved: Be it resolved that the Council of the Village of Foremost directs staff to apply for the asset management cohort program opportunity from the RMA, AUMA and IAMS. Be it therefore resolved the Village of Foremost commits staff and other personnel to participating in the asset management cohort program to advance our asset management program. Be it further resolved that the Village of Foremost commits financial support from its budget toward the costs of this initiative for staff travel and accommodation Carried. W. BY-LAW NO. 682: A by-law of the Village of Foremost in the Province of Alberta to enter into an agreement with the County of Forty Mile No. 8 and the Town of Bow Island for the Provisions of an Inter-Municipal Subdivision and Development Appeal Board was read a first time Carried. Requirement for Municipal Sustainability Initiative (MSI) to be used as the provincial contribution Moved to withdraw Canada Infrastructure Plan-Expression of Interest for the Foremost Spray Park Grant Request - $100,000, as approved May 21, 2018 under Village of Foremost Resolution No. 78/18 carried Community Facility Enhancement Program- Foremost Sage Club: May have an answer on funding by early December, 2018 d) Alberta Health Services Lab Services within Village of Foremost: Information regarding lab hours within Village of Foremost. Mayor Buis and Kelly Calhoun, Municipal Administrator to inquire with Alberta Health Services representatives regarding lab services and hours status within the Village of Foremost.

ALBERTA HEALTH SERVICES: Bow Island Health Centre 11 05 18 Bow Island Community Communication Community Engagement AHS named one of Canada s Top 100 Employers for 2019 Letter from Verna Yiu, President and Chief Executive Officer, in response to Village s letter of October 15, 2018. The letter states that there have been no reduction in staffing in long term care at the Bow Island Health Centre although there have been some shift changes for clinical staff. Alberta Health Services is fully committed to providing the highest quality care to the patients, residents and families they serve. 3. ALBERTA JUSTICE AND SOLICITOR GENERAL: Copy of letter sent to Drew Barnes, MLA Cypress-Medicine Hat, regarding Fish and Wildlife Enforcement Branch office in Foremost, Alberta. 4. ALBERTA MUNICIPAL AFFAIRS: Municipal Sustainability Initiative operating spending plan submitted by Village of Foremost has been accepted Bill 23: An Act to Renew Local Democracy in Alberta Important Information and Fact Sheet Village of Foremost has been selected to participate in a Municipal Accountability Program (MAP) review in 2019 5.
