A002. Definitions and Abbreviations HQ Control: 10/17/08 HQ Revision: 040 Unless otherwise defined in these training specifications, all words, phrases, definitions, and abbreviations have identical meanings to those used in Title 14 Code of Federal Regulations (CFR) and Title 49 United States Code, Subtitle VII, as amended. Additionally, the definitions listed below are applicable to operations conducted in accordance with these training specifications. Term or Terms Checking operations Class I Airport Model Class II Airport Model Class III Airport Model Flight Simulators Flight Training Devices Foreign Certificate Holder National Simulator Program Manager (NSPM) Definition Those operations associated with the initial and recurring evaluations (e.g., flight reviews, proficiency checks, etc.) of an airman s or other individual s qualifications. A real world or fictional airport (or landing area for helicopters), meeting the requirements of Table A3B or C3B of 14 CFR part 60 Attachment 3 to Appendix A or C. Class I models are the minimum evaluated by the NSPM for initial certification, and listed in the Statement of Qualification (SOQ). A real world or fictional airport (or landing area for helicopters) in excess of those used for simulator qualification. The certificate holder is responsible for determining that these models meet the requirements of Table A3C or C3C of 14 CFR part 60 Attachment 3 to Appendix A or C. A special class used for specific purposes. Models may be incomplete or inaccurate when viewed without restriction, but when appropriate limits are applied, may not be recognized as such by the crewmember being trained, tested, or checked. Class III models do not require NSPM certification; however, TPAA acceptance for training, testing and/or checking is required and the airport models must be listed with required limitations and provisions in paragraphs D002, D003, and/or D004 of these training specifications. Levels of airplane flight simulators and their definitions are covered in detail in the current edition of AC 120-40, Airplane Flight Simulator Qualification or AC 120-63, Helicopter Simulator Qualification. Levels of airplane flight training devices (FTD) and their definitions are covered in detail in the current edition of AC 120-45, Airplane Flight Training Device Qualification. FTD is not synonymous with flight training equipment as defined in 14 CFR Section 142.3 (Section 61.1 (b)(7)). A foreign certificate holder is a training center located outside the United States (see definition of United States in 14 CFR Part 1) that has been certified in accordance with 14 CFR Part 142. Designators for foreign training centers and satellites end with a W. Term or Terms One Year Remote Training Site Satellite Training Center Sponsor Testing operations Training Program Approval Authority (TPAA) Training Specifications Definition One year is defined to be 12 consecutive calendar months ending the last day of the 12th month. A remote training site is one that is temporary in nature and is distinguished by the fact that it may utilize facilities, such as simulators or classrooms, which are not under the operational control of the certificate holding training center (principal training center). The management staffing and training curricula and courseware must remain under the control of the principal training center. Satellite training centers are considered to be permanent in nature and they function under the operational control of the training center certificate holder (principal training center). Although physically separated, ultimate responsibility for satellite operations rests with the principal training center. The principal training center retains operational control of the flight simulators, training facilities, curricula, and courseware at the satellite training center. Satellite training centers are authorized in the training specifications of the certificate holding training center. A certificate holder who seeks or maintains FSTD qualification and is responsible for the prescribed actions as prescribed in 14 CFR part 60 and the Qualification Performance Standard (QPS) for the appropriate FSTD and qualification level. Those operations associated with performing practical tests in accordance with the Practical Test Standards that apply towards airman certification. A person authorized by the Administrator to approve the aircraft flight training program in which a flight simulator training device (FSTD) will be used. The TPAA for a 14 CFR part 142 Training Center is the Training Center Program Manager (TCPM). A document issued to a training center certificate holder by the Administrator that prescribes that center's training, checking, and testing authorizations and limitations, and specifies training program requirements. B001. Core Curriculums HQ Control: 04/26/2018 HQ Revision: 03a a. D003. Level C Flight Simulator Maintenance Requirements HQ Control: 10/17/2008 HQ Revision: 030 a. The Level C flight simulators listed in paragraph A015 of these training specifications are approved for use in the training program provided the following conditions are met: (1) The flight simulator remains programmed with the same computer software that was used during the initial qualification or other software that has been approved by the National Simulator Program Manager (NSPM). (2) The flight simulator is maintained to ensure that retention of the performance, function, or other characteristics present during initial qualification. (3) The flight simulator is evaluated on a recurrent basis by the NSPM in accordance with a schedule to be determined by the NSPM. b. The certificate holder is required to provide the instructor/evaluator operating a Level C flight simulator listed in paragraph A015 with a means of determining the airport model classification for airports approved for training, testing, and/or checking activities. The method used is at the option of the certificate holder; however, it must be available for review by the Training Program Approval Authority (TPAA). c.
