Attachment 1 R15-108 BACKGROUND REPORT The Trailblazer Sign System is Phase II of the County s Economic Development and Tourism related Wayfinding System. Since Board approval of R-09-401 (Attachment 2) in 2009, the signs have been through the design, engineering, and Virginia Department of Transportation (VDOT) approval process. The Phase I Gateway signs were fabricated and installed in 2012 at major highways leading into the County. Staff is now prepared to execute on Phase II - Trailblazer signage. Changes in VDOT s sign design requirements have resulted in various changes to the County s sign text font, layout on the sign panels, the structural design of the signs, and the signs locations which has delayed this project. However, on December 3, 2014, the County received VDOT s final approval for the design of 60 signs, and the location of 40 Wayfinding Trailblazer signs. Due to ongoing transportation projects in the County, staff deferred engineering for the location of 20 signs. If approved, the plan will be to fabricate and install the 40 Trailblazer signs before the end of 2015. Staff briefed the Community and Economic Development Committee in March on all 40 sign locations. Board Members concerns included the directional signage at Ferry Farm, the lack of mileage information from points of interest, and the lack of directional signage to public parks. Staff addressed the concerns, and the Committee endorsed moving this matter to the full Board of consideration. Staff received three bids for fabrication and installation of the 40 Trailblazer signs. The bids ranged from $160,000 to $360,472. Staff recommends approval of proposed Resolution R15-108, which authorizes the County Administrator to execute a contract with William P. Gelberg, Inc., dba Gelberg Signs, for $160,000; and to budget and appropriate funds already set aside, in the Tourism Fund, to execute the next phase of the Wayfinding Trailblazer Sign Program.

R15-108 PROPOSED BOARD OF SUPERVISORS COUNTY OF STAFFORD STAFFORD, VIRGINIA RESOLUTION At a regular meeting of the Stafford County Board of Supervisors (the Board) held in the Board Chambers, George L. GELBERG, INC., DBA GELBERG SIGNS, FOR THE WAYFINDING PROGRAM PHASE II TRAILBLAZER SIGNAGE FABRICATION AND INSTALLATION PROJECT; AND TO BUDGET AND APPROPRIATE FUNDS WHEREAS, the Board desires to begin the fabrication and installation of 40 Wayfinding Trailblazer signs, as Phase II of the County s economic development and tourism signage program; and WHEREAS, the design and engineering of the signs were completed and approved by the Virginia Department of Transportation (VDOT); and WHEREAS, the fabrication and installation of 40 Wayfinding Trailblazer signs was offered for public bid; and WHEREAS, three bids were submitted and reviewed by staff, with the lowest responsive and responsible bid being provided by William P. Gelberg, Inc., dba Gelberg Signs, in the amount of $160,000; and WHEREAS, funds are available in the Tourism Fund for the fabrication and installation of 40 Trailblazer signs;

R15-108 Page 2 NOW, THEREFORE, BE IT RESOLVED by the Stafford County Board of Supervisors on this the 5 th day of May, 2015, that the County Administrator be and he hereby is authorized to budget and appropriate funds in the amount of One Hundred Sixty Thousand Dollars ($160,000) from the Tourism Fund for the fabrication and installation of 39 Wayfinding Trailblazer signs. BE IT FURTHER RESOLVED that the County Administrator be and he hereby is authorized to execute a contract with William P. Gelberg, Inc., dba Gelberg Signs, in an amount not to exceed One Hundred Sixty Thousand Dollars ($160,000) for the fabrication and installation of 40 Wayfinding Trailblazer signs, unless modified by a duly-authorized contract amendment; and AJR:toc
