OFFICE OF THE PLANNING COMMISSION City Hall Holland, Michigan Planning Commission Report Report 4 To: Mayor DeBoer and Members of the Holland City Council Date: May 25, 2016 Subject: 11th Street Rezoning - Hope College Strategy: III: Neighborhoods Summary On April 20, 2016, City Council postponed the proposed ordinance amendment to rezone 250, 254, 260, 264, 268, 270, 272, 280, 288, 294, 298, 302,and 312 East 11th Street, and 268 Fairbanks Avenue from the R-TRN Traditional Residential Neighborhood District to the Ed Education District. Hope College requests that 18 properties that they own on the south side of 11th Street between Lincoln and Fairbanks Avenue that are currently zoned R-TRN Traditional Residential Neighborhood District be rezoned to the ED Education District. Hope College requests these rezonings so they can provide new student housing, along with associated parking areas, that will support athletic events in that area of the campus. Hope College noted in their application that: The college desires to expand housing options for our residential students. We will require several units to house an anticipated shift of students from currently leased properties to Hope-owned properties. The only location with sufficient land area to accommodate this expansion is along 11th Street east of the current Cook Village complex with one additional unit possible along 12th Street immediately adjacent to an existing Hope College housing unit." The Planning Commission held the required public hearing on March 8, 2016 and received comments from two neighborhood residents. While both noted their support for the rezonings, one did express some concern regarding the potential scale and size of any subsequent buildings and one took the opportunity to advocate for City Council to approve a new "town square," possibly in a City park. Planning Commissioners noted that any subsequent building plans would require a site plan review so screening and buffering issues will be addressed during that review process.

The Planning Commission then reviewed the Planning staff report and noted that the draft Master Plan being worked on by the Commission designates all of these subject properties for Hope College use and should therefore be rezoned as requested. Representatives of Hope College will attend the Study Session and be able to answer questions about their long-term timeframe and landscaping and other buffers planned. Recommendation If Council expressed support on May 25, 2016 for the direction we are taking with this effort, staff will be presenting the ordinance change for first reading in June 2016 as recommended by the Planning Commission.
