The information below represents an overview of the staffing profile in WHO in the African Region as at 1 June 2006; it covers the overal staffing situation by category and grade, gender, geographical representation, nationality, and duty station. APPOINTMENT CATEGORIES 2. At 1 June 2006, WHO in the African Region had 952 staff members on fixed-term appointments. The fixed-term category, hereafter referred to as long-term appointments, comprises staff members holding contracts of one to five years (fixed-term appointments) or career/service appointments. Of the 952 staff members on long-term appointments, 289 (30.4%) were professional staff members, 194 (20.4%) were national professional officers and 469 (49.2%) were general service staff members (Table 1a). 3. Moreover, at 1 June 2006, WHO in the African Region had 1749 staff members on temporary appointments (11 months or less). Of these 1749 temporary staff members, 238 (13.6%) were professional staff members, 191 (11%) were national professional officers and 1320 (75.4%) were general service staff members (Table 1b). 4. Thus, at 1 June 2006, WHO in the African Region had a total of 2701 staff members on both long-term appointments and temporary appointments. Of these 2701 staff members, 527 (19.6%) were in the professional category, 385 (14.2%) in the national professional officer (NPO) category and 1789 (66.2%) in the general services (GS) category (Table 1c). CATEGORY, GRADE AND GENDER DISTRIBUTION 5. The distribution of staff members by category, grade and gender is shown in Table 2. It can be seen that, of the 289 professional staff members on long-term appointments, 209 (72.3%) were men and 80 (27.7%) were women. Of the 238 professional staff members with temporary appointments, 197 (82.8%) were men and 41 (17.2%) were women. 6. The highest concentration of professional staff members on long-term appointments was at P.5 level, 98 (34%); whereas the highest concentration of professional staff members with temporary appointments was at P.4 level, 200 (84%). 7. Among the 385 national professional officers, 194 (50.3%) were on long-term appointments and 191 (49.7%) held temporary appointments. Of the 194 NPOs on long-term appointments, 132 (68%) were men and 62 (32%) were women. Of the 191 NPOs holding temporary appointments, 146 (76.4%) were men and 45 (23.6%) were women. 8. Of the 1789 general service staff members, 469 (26.2%) were on fixed-term appointments and 1320 (73.8%) held temporary appointments. Of the 469 GS staff members on fixed-term appointments, 279 (59%) were men and 190 (41%) were women. Of the 1320 GS staff members holding temporary appointments, 898 (68%) were men and 422 (32%) were women (Table 2).

Table 3a presents the professional staff members in the long-term category working in the WHO African Region by their nationality, grade and gender. At 1 June 2006, the highest represented nationality in the African Region was the United States of America with 15 long-term professional staff members followed by Cameroon and Uganda with 12 staff members each. The following countries outside the African Region had representation: Australia (1), Belgium (4), Canada (3), Denmark (1), Germany (1), France (2), Honduras (1), India (1), Italy (3), Libya (1), Morocco (1), Myanmar (1), Portugal (3), Sweden (1), United Kingdom (2), USA (15). 10. Table 3b presents the geographical distribution of long-term professional staff members from the countries of the African Region. It is worth noting that 15 countries (Burkina Faso, Cameroon, Republic of Congo, Côte d Ivoire, Ethiopia, Ghana, Kenya, Malawi, Mali, Nigeria, Rwanda, Senegal, Uganda, Zambia and Zimbabwe) were over-represented (C category). Also, 19 countries (Algeria, Angola, Benin, Botswana, Burundi, Central African Republic, Chad, Democratic Republic of Congo, Gambia, Guinea, Madagascar, Mauritania, Mauritius, Mozambique, Niger, Sierra Leone, South Africa, Togo and Tanzania) were within their range but above the mid-point (B2 category). Eight (8) countries (Cape Verde, Equatorial Guinea, Eritrea, Gabon, Guinea-Bissau, Liberia, Namibia, and Sao Tome and Principe) were within their range but below the mid-point (B1 category). Four (4) countries, namely, Comoros, Lesotho, Seychelles and Swaziland, had no longterm professional representation (A category). 11. Table 3c presents the professional staff members with temporary appointments (STP) working in the WHO African Region by nationality, grade and gender. At 1 June 2006, the most represented nationalities were Burkina Faso, Ethiopia and Zimbabwe with 16 STP staff members each, followed by Kenya with 14 STPs. The following countries outside the Region had STPs in the Regional Office: Bangladesh (1), Bolivia (1), Brazil (2), Canada (5), Colombia (1), Cuba (1), Denmark (1), France (3), Italy (2), Netherlands (1), Pakistan (2), Somalia (1), Spain (1), Sudan (1), Ukraine (1), Yemen (1). 12. Table 4 presents the distribution of long-term and temporary staff members working for WHO in the African Regional Office by duty station.
