8 Statement : Half of the goods arriving in France by sea are uploaded in a foreign port. The French Port Reform aims at increasing the competitivity of the French seaports for the benefit of the French economy and of its foreign market. Port Reform Law (04.07.2008) : 3 main axes : Missions are focussed on public authority and regulation duties, and fonctions of developing the port area. Missions concerning hinterland approach are strengthened ; Port handling operations are rationalised (on the example of the European ports) with integrated operators : staff and handling cranes are transfered to port operators ; Port management is modernised with a Supervisory Board, a Directory and a Development Council (associate the various local actors concerned by the functioning of the port). Grenelle 1 Law (03.08.2009) : The improvement of the competitivity of the French seaports in the international competition and of their multimodal approach will enable the growth of freight transport and logistic activities that create jobs and are environnement friendly. The aim is to double the market share of «non road» freight for the approach from and to the port within 2015. 8
