Combined Bulletins Airport Bulletins www.coltinternational.com (281)280-2100 (214)760-7022 LFMN NCE NICE COTE D`AZUR Bulletin Type Start End General Customs Jan 14 2014 Jan 15 2014 We would like to advise on the following revised updated requirements put into place by French Immigration for crew member access details: Where crew members could enter and leave Nice without passport control; systematic controls will now take place when arriving and departing LFMN (from/to NON Schengen countries). Passport controls for passengers entering and departing LFMN will remain as always (from/to NON Schengen countries). A complete manifest for passengers will now be required for all departures to Schengen countries to be filed by the Immigration Autorities. Please be advised that VISA requirements for crew are still in place as per the Chicago Convention, we would nevertheless advise on contacting your local embassy. Whenever possible, and of ease of access we would highly recommend that GENDECs including both pax and crew details be issued by mail prior to flight operations, (crew details should include crew card or pilot license number). As of 15 January, a new immigration manifest is applied to all handlers at Nice airport, this decision coming from EU immigration authorities. (The format is located in the documents tab) The manifest will be filled in by Swissport staff of course, as the previous format, they will need full crew details (including crew card/license number). TO BE CLEAR: ALL FLIGHTS EXCEPT SCHENGEN ARRIVALS WILL NEED FULL CREW AND PASSENGER DETAILS. The passenger and crew details can be sent to Swissport prior to the flight, it will make embarking/disembarking procedures faster.

www.coltinternational.com (281)280-2100 (214)760-7022 Airport Slots May 8 2014 Nice airport is coordinated and PPR numbers must be requested to us and put into BOX 18 of your filed flight plan. The PPR numbers are associated with airport slots, and the tolerance of these airport slots must be respected. The authorized window of these slots are 0 / +10 min. Time Slot Request Instructions: SEE AIC FRANCE A 14/04 DOCUMENT FOR FULL DETAILS Aircraft operators intending to operate a flight outbound from or inbound for a French coordinated airport shall obtain a time slot allocated by COHOR before filing their flight plan. Scheduled flights pertain to series of time slots allocated by COHOR for the scheduling season. A time slot request is mad directly to COHOR or via the ground handling agent, in particular for general aviation flights and business aviation flights. You are reminded that the aircraft operator is solely responsible for: -ensuring that time slots for the coordinated airports concerned by the flight plan it files are obtained in advance. -ensuring that the data provided in the flight plan filed and the data provided to the coordinator to obtain the airport time slots that will be used by the flight is consistent. -specifying in its flight plan the particular status of the flight allowing any time slot exemption to be justified as provided for in EU regulation 95/93, amended, and previously informing the coordinator of this. Any changes in the information previously provided to the coordinator to obtain a time slot must be validated by COHOR. In order to make the comparison process a reliable, the flight plan filed shall included all the references required to identify the corresponding time slot allocated by COHOR. Fuel May 8 2014 Obligation for any non-scheduled flight on a coordinated airport, to specify in its flight plan the authorization number given by the coordinator: This instruction does not apply to scheduled flights pertaining to time slot series. In order to simplify this check for non-scheduled flights(i.e. For those which do not have a time slot series), it is mandatory to complete box 18 of the flight plan with authorization number given by COHOR when allocating the corresponding airport time slot. Box 18 of the flight plan shall be filled in for any flight inbound for or outbound from a coordinated airport and which has been allocated a COHOR individual time slot. The filing format is as follows: RMK/ASL<authorization number> The Authorization number is that given by coordinator when allocation the time slot. It is composed of 14 alphanumeric characters, the first 4 of which are the ICAO code of the airport for which the airport time slot has been delivered. EXAMPLE: RMK/ASLLFMNSEA3456789 If the flight is between two coordinated airports, the authorization numbers delivered by coordinator for each airport shall be filled in, in box 18 as per the formal below: RMK/ASLLFMNSEA3456789 RMK/ASLLFLLUFO1234567. Nice, France Bulletin Type Start End No Bulletins Country Bulletins France Bulletin Type Start End CAA/Governme nt Closure Feb 25 2013 Safety Notice DGAC N 2013/01: This safety notice is widely circulated document issued by DGAC. It is not a compulsory document. Its goal is to draw the attention of specific are transport operators on an identified risk. This safety notice is to be found on: <http://www.developpement-durable.gouv.fr/infosecurite-dgac.html> For the attention of: Airports - Ground Handling companies - Airlines Subject: Anti-collision lights switched on during ground handling operations Reducing the risks for ground handling staff in the case of unexpected engine ignition Context: We have been made aware of several cases of anti-collision lights being switched on - action meant to warn of pending pushback or engine ignition - while ground handling staff were still around the aircraft or in the aircraft safety zone. In some cases ground handling staff even reported actual ignition of the engines. These handling incidents expose ground staff to physical threats, such as blasted-related risks. One of these incidents led to an agent being seriously injured. More frequently, such incidents cause handling issues for the airlines leading to a flight delays or cancellations. Ground Handling Manuals clearly state that crews must obtain the permission of ground handling staff before taking such an action. This can be the results of either crew forgetting to communicate or ground handling staff failing to thoroughly check that the aircraft surroundings have been properly cleared before giving his consent. DGAC therefore recommends: -that the ground agents in charge of communicating with the crew make sure the aircraft surroundings are actually cleared before they give the all-clear signal for engine start or pushback, and that they subsequently advise ground staff that the signal was made. -that the crews make sure of ground staff s agreement, in compliance with t he airlines procedures, and that they keep an eye - as much as the cockpit configuration allows them to collision lights being switched on. Should beacons be switched on prior to agreement with ground staff, DGAC recommends all ground staff to clear the aircraft area immediately and to warn the crew using the proper signals. DGAC recommends that ground handling companies circulate this procedure and make sure it is enforced in their organization. We request that DGAC and airlines are notified of such incidents occurring. As with Italy, a questionnaire must be completed in advance. Documentation requirements include lists of aircraft equipment, inspections and insurance limitations, as well as specific details on flight data recorders. If all documentation is in order, it takes at least five working days for an application for a French charter landing permit to be processed. However, it s at the French CAA s discretion to process permits with less lead time.
