2. Background (a) Kirkintilloch - Twechar - Banton (service 84, 84A, 84B) SPT vehicle Service 84, 84A, 84B is operated on behalf of SPT by McColl s Coaches, providing an hourly, daytime, Monday to Saturday service between Kirkintilloch and Twechar as service 84, an hourly, evening, Monday to Saturday and all day Sunday service between Kirkintilloch and Twechar via Waterside as service 84A, and a late evening Monday to Saturday service between Kirkintilloch and Banton via Twechar and Waterside as service 84B within contract W017D1. The planned closure of Catherine Street and Cowgate, Kirkintilloch, to facilitate further phases of the Kirkintilloch Town Centre Streetscape Project, require that the timetable and route of service 84, 84A, and 84B is altered from 29 June 2016, for an estimated period of 8 months. SPT will alter the timetable and route of service 84, 84A, 84B within contract W017D1, with effect from 29 June 2016, for an estimated period of 8 months. No additional costs apply. (b) Kirkintilloch - Milngavie (service 47, 47A) SPT vehicle Service 47, 47A, is operated on behalf of SPT by McGill s Buses, providing an hourly, Monday to Saturday daytime service between Milngavie and Kirkintilloch via Torrance within contract W064A. The planned closure of Catherine Street and Cowgate, Kirkintilloch, to facilitate further phases of the Kirkintilloch Town Centre Streetscape Project, require that the timetable and route of service 47, 47A are altered from 29 June 2016, for an estimated period of 8 months. SPT will alter the timetable and route of service 47, 47A, within contract W064A, with effect from 29 June 2016, for an estimated period of 8 months. No additional costs apply. (c) Kilsyth - Glasgow (service 27) Service 27 is operated on behalf of SPT by McColl s Coaches, providing an early morning Monday to Friday return journey, between Kilsyth and Glasgow via Kirkintilloch and Bishopbriggs within contract 2835J. The planned closure of Catherine Street and Cowgate, Kirkintilloch, to facilitate further phases of the Kirkintilloch Town Centre Streetscape Project, require that the route of service 27 is altered from 29 June 2016, for an estimated period of 8 months. SPT will alter the route of service 27 within contract 2835J, with effect from 29 June 2016, for an estimated period of 8 months. No additional costs apply. (d) Paisley - Clydebank (service 757) Service 757 is operated on behalf of SPT by McGill s Buses, providing an hourly, Monday to Saturday evening, Saturday morning and all day Sunday service between Paisley and Clydebank via Glasgow Airport and Inchinnan, within contract LS045A. Following a request from McGill s Buses, SPT agreed to minor timetable alterations to subsidised service 757 to coincide with commercial service changes from 20 June 2016. This required alterations to the current contract under which service 757 is delivered and also the renewed contract from commencement on 17 July 2016, the award of which was reported to this committee on 22 January 2016. SPT altered the timetable of service 757 within the current contract LS045A, with effect from 20 June 2016, and within contract LS045C with effect from 17July 2016. No additional costs will apply. (e) Lanark - Lesmahagow (service 258) Lanark - Douglas - Glespin (service 259) Services 258 and 259 are operated on behalf of SPT by Whitelaw s Coaches, providing a Monday to Saturday daytime service between Lanark and Lesmahagow as service 258 and a Monday to Saturday daytime service between Lanark and Glespin via Douglas as service 259, within contract 4100B. The temporary closure of Ponfeigh Bailey Bridge, near Douglas Water required that the route of service 259 was altered to operate via Kirkfieldbank Road and A70, between Lanark Bus Station and Rigside from 29 April 2016 for an estimated period of 3 weeks. South Lanarkshire Council has since informed SPT that further, more significant works are required to the bridge, subsequently resulting in a continuous closure for up to 18 months. During the period of disruption, SPT will provide residents of Douglas Water with a Demand Responsive Transport solution. SPT altered the route of service 259 within contract 4100B, with effect from 29 April 2016. No additional costs will apply. FLR5/OP01R278-v4 (12:02) Page 3 of 7

(f) Lanark - Lesmahagow (service 8) Lanark - Lesmahagow - Douglas - Glespin (service 8A) Lanark - Douglas - Glespin (service 9) Services 8, 8A, 9, are operated on behalf of SPT by Stuart s Coaches, providing a Monday to Saturday evening and Sunday service between Lanark and Glespin via Douglas as service 9, and a Sunday service between Lanark and Lesmahagow as service 8, and also early morning and late evening Sunday journeys between Lanark and Glespin via Lesmahagow and Douglas as service 8A, within Lanark DRT contract 9557G1. The temporary closure of Ponfeigh Bailey Bridge, near Douglas Water required that the route of service 8A and service 9 were altered to operate via Kirkfieldbank Road and A70, between Lanark Bus Station and Rigside from 29 April 2016 for an estimated period of 3 weeks. South Lanarkshire Council has since informed SPT that further, more significant works are required to the bridge, subsequently resulting in a continuous closure for up to 18 months. (g) Bishopbriggs local (service 142) Service 142 is operated on behalf of SPT by Glasgow Citybus, providing a Monday to Friday daytime service between St Mary s Road and Bishopbriggs Cross within contract LS007D. Glasgow Citybus provide the commercial element of this service between Bishopbriggs Cross, Mavis Valley, Westerhill and Auchinairn. The planned closure of Westerhill Road, Bishopbriggs to facilitate the construction of a new road (Bishopbriggs Relief Route 4) requires that the timetable and route of the commercial element of service 142 is altered from 24 June 2016, for an estimated period of 9 months. The effect of the extended diversion route results in a reduction in the number of journeys between St Marys Road and Bishopbriggs Cross. This required that SPT alter the current contract under which service 142 is delivered and the renewed contract from commencement on 17 July 2016, the award of which was reported to this committee on 6 November 2015. SPT altered the timetable of service 142 within current contract LS007D, with effect from 24 June 2016, and within contract LS007E, with effect from 17July 2016. No additional costs will apply. (h) Irvine Town Centre - Irvine Montgomerie Park (service 29) Kilwinning Local (service 320) Service 29 and service 320 are operated on behalf of SPT by Shuttle Buses, the former providing a Monday to Saturday, hourly, daytime service between Irvine Town Centre and Montgomerie Park, and the latter providing a Monday to Saturday, hourly, daytime service connecting Kilwinning, David Gage Street, Hawthorn Court and Pollock Crescent to the town centre, within contract W050C. Following Western Buses decision to withdraw its commercial service 27, which operates a Monday to Saturday, hourly, daytime service between Kilwinning, Whitehirst Park and Irvine, Town Centre, with effect from 17 July 2016, SPT s analysis of the bus network in the area suggests that residual service levels during the day in Whitehirst Park and in Corsehill during early morning periods will be insufficient in terms of SPT s Guideline Criteria and will require intervention to address the issues. After unsuccessful attempts by SPT to stimulate commercial interest in a replacement service, tenders were sought through SPT s local bus tendering framework. It is proposed to accept an optional tender submitted by Shuttle Buses which involves a variation to existing contract W050C. This entails extending the route of service 29, to include Whitehirst Park, Corsehill and Irvine via Montgomerie Park (Monday to Saturday, hourly, daytime). In order to incorporate the maximum number of journeys on service 29, the timetable of existing service 27, which provides early, am and an hourly evening service between Whitehirst Park and Irvine, will be subject to minor timetable alterations. The additional level of provision on service 29 will be offset by the withdrawal of subsidised service 320, which will be replaced with a reduced commercial service of the same number operating 3 return journeys, Monday to Friday, between Hawthorn Court and Kilwinning Town Centre. Services on David Gage Street and Pollock Crescent, Kilwinning will remain, served by existing Shuttle Buses commercial service 38 on an hourly frequency. These changes will become effective from 17 July 2016. To reflect the revisions to contract W050C, the cost of contract W050C will rise to 115,419 per annum, an increase of 10,493 and no inflationary adjustment will be applied to the contract in 2016. Contract W050C, due to terminate 15 July 2017, will be extended until 13 July 2019, at which point the overall Kilwinning area network will be reviewed. As part of the proposal, Shuttle Buses has committed to maintain commercial services 38 and 320 at the level detailed above, until 13 July 2019. SPT will amend contract W050C to remove service 320, alter the timetable of service 27 and alter the route and timetable of service 29, with effect from 17 July 2016, at an additional cost of 10,493 per annum. Committee action The Committee is recommended to agree the following: (a) alteration to the timetable and route of service 84/84A/84B, within contract W017D1, with effect from 29 June 2016, no additional costs apply; (b) alteration to the timetable and route of service 47/47A, within contract W064A, with effect from 29 June 2016, no additional costs apply; (c) alteration to the route of service 27, within contract 2835J, with effect from 29 June 2016, no additional costs apply; (d) alteration to the timetable of service 757, within contract LS045A with effect from 20 June 2016, and alteration to the timetable of service 757, within contract LS045C, with effect from 17 July 2016, no additional costs apply; (e) alteration to the route of service 259, within contract 4100B, with effect from 29 April 2016, no additional costs apply; (f) alteration to the route of service 8A and service 9, within contract 9557G1, with effect from 29 April 2016, no additional costs apply; (g) alteration to the timetable of service 142, within contract LS007D, with effect from 24 June 2016, alteration to the timetable of service 142, within contract LS007E, with effect from 17 July 2016, no additional costs apply; and (h) removal of service 320, alteration to the timetable of service 27 and the alteration to the route and timetable of service 29, within contract W050C, with effect from 17 July 2016, at an additional cost of 10,493 per annum. Contract W050C will be extended until 13 July 2019. 4. Consequences Policy consequences: Legal consequences: Financial consequences: In line with Regional Transport Strategy. All amendments are permitted within the terms and conditions of the contract. The proposed amendments detailed in the committee paper will result in additional costs of 6,296 to SPT in 2016/17.
