All delegations must be gender balanced. for non-europeans: up to 2 participants for each non-european Regional Committee Deadline: for Europeans: for non-europeans: Friday 28 April 2017 (23:59 CET) Friday 14 April 2017 (23:59 CET) Outline During our 2nd Political Economy Working Group Seminar we are going to evaluate the work that has happened so far, engage in discussions on various economic issues and draft a first campaign. Our work so far has happened decentralized and mostly online. We want to use this opportunity to bring everybody, who participated in the process and everybody, who is interested in the political economy, together. Theme At the center of our seminar in Riga are the multiplier workshops on Friday. In five full day workshops on topics, including Tax evasion, International Labor movements, Socialist Utopia, Financial regulations, trade and development economics we will discuss these issues and our positions in depth and provide you with the necessary literature and methodical tools to reproduce the workshop in your local organization. want to facilitate knowledge about the political economy in all our member organizations and engage as many people into the work of our group on these important issues. On Saturday, there will be two panel discussions, one including the Mayor of Riga, Nils Usakovs on Socially responsible cities between we are heading to the streets with Restart Latvia. On the last day, we will develop and outline an international campaign and our next steps as a working group. Participant profile The event aims to gather grassroot activist interested to gain or share knowledge on the topic and continue working and developing the proposals and policies within YES and IUSY framework. EU Countries: The number of participants is not limited for the period of the registration, however please note that due to high interest no more that 4 participants will likely to be selected. All delegations must be gender balanced. Non European Countries: Two delegates for each Regional Committee (Asia-Pacific, Africa, America and Mediterranean) are available. Please note that the selection will be made after the deadline for registration (28thApril 2017). The selection will take into account gender as well as geographical balance. Participants must be able to attend the entire programme of the Working group. All participants must be aged under 35 years old, with no exceptions. How to apply / for every participants To make sure that everyone has equal chance and the discussions becomes fruitful, we would need to have an application process where participants would need to provide us the following information: 1. Why you are interested in attending the event? 2. How you intend to continue working with the topic when returning back to your national/regional Organisation? Non-Europeans participants must apply by Friday, April 14th. Europeans participants must apply by Friday, April 28th. All the participants must apply via online form The final confirmation will be sent to all participants within a week after deadline for registration. Participation fee The participation fee will cover accommodation, meals, refreshments and programme for the duration of the event. Any additional nights accommodation must be arranged and paid for by participants. Payment of the participation fee is compulsory for all participants, also those who do not require accommodation. 4/9

For Europeans In accordance with the YES general financial rules and regulations adopted by the ECOSY Bureau in July 2011 and amended by the YES Bureau in March 2016, the participation fee for the seminar will be vary from a minimum of 30 to a maximum of 100 (please refer to the table at the end of the document). The participation for Europeans should be paid in cash upon arrival and in Euro at the Venue. No other arrangements or negotiations on payments will be possible. Please note that the increase in participation fee with respect to previous practice is intended to cover the full travel reimbursement introduced under the new general financial rules and regulations. For non Europeans The participation fee is 50 for person. It will be possibile to pay the participation fee before the beginning of the activities with a bank transfer or in cash at the Venue. In any case please note that the participation fee must be paid in Euro. Please be aware that IUSY cannot take responsibility for any bank fees. Travel Arrivals and Departures Day of arrival for the IUSY/YES 2nd Working group on Political economy is the 18th May before 17:00 and day of departure is the 21st of May after 12:00. Please make your travel arrangements accordingly and do not forget that neither IUSY nor YES will be able to cover accommodation or any other additional expenses for participants who need to stay additional nights in Riga, Latvia. Participants are expected to book their travel according to the time frame of the entire seminar. Participants who decide not to do so will not receive travel reimbursement. How to get to the hotel Details on how to get to the hotel will be provided a week before the event. The closest airport to the venue is the Riga international airport (RIX). 5/9

Travel reimbursement Travel reimbursement for Europeans and non Europeans will follow different rules. Please refer to the proper section below. For Europeans In accordance with the general financial rules and regulations, all participants will receive a 100% travel reimbursement (travel from their airport of departure to Riga International Airport), up to the maximum prices detailed at the end of this document. In addition, transfer costs for the cheapest available form of public transport from the place of residence to the airport or train station of departure and from Riga to the venue will be reimbursed (in accordance with the amended general financial rules and regulations). Reimbursements will be given as deductions from the organisation membership fee for 2017. No cash reimbursements will be given; in order to be entitled to travel reimbursement participants have to attend at least 80% of the activity and have to present their tickets stating name, route and price, and, where applicable, invoice of the tickets and boarding passes. Please be aware that in accordance with the general financial rules and regulations travel reimbursements will only be given to gender-balanced delegations. In case of air or road travel a contribution towards carbon offsetting will be deducted from the travel reimbursement: an estimate of the amount concerned will be provided upon request by the YES Secretariat. Finally, please note that for certain short distances no travel reimbursement for air travel will be given: please see the table below or contact the YES Secretariat. Please forward your flight confirmation or equivalent document to office@youngsocialists.eu by Friday 28th of April 2017. The confirmation should clearly state the means of travel used, the route taken, the timetable and the price of the tickets. Please bring a copy of all tickets and invoices, as well as your boarding passes, to the venue. Please take into account that travel reimbursement forms can only be signed when the tickets invoice has been sent or presented to the YES Secretariat. Please be aware that the applicable provisions of the YES general financial rules and regulations will be applied in full in case of no-show or cancellation, i.e. the full participation fee will become due upon registration or submission of a request to register after the deadline. Please note that the route and the airline columns are meant to help the participants understand how the maximum reimbursement price has been calculated; therefore route and airline suggestions have to be considered as guidelines. Participants are not forced to follow the route the Secretariat suggested. For non Europeans The maximum available amount of travel reimbursement will be set after the decision on the participants is done, after deadline. Only economy tickets will be reimbursed. All travel reimbursements will be made in Euro by bank transfer after the meeting. No travel reimbursement will be available in cash on the event without prior agreement at least one week in advance of the seminar. Please note that IUSY can only reimburse cost of travels proven by original documents. Therefore, do not forget to keep and hand into the IUSY Secretariat all of the following documents at the meeting: Flights: 1. Booking confirmation, itinerary and ticket (emailed in advance to iusy@iusy.org) 2. Original boarding passes for all flight segments (given to the Secretariat on arrival) 3. Local travel tickets, where relevant (given to the Secretariat on arrival) 4. Your bank account details (please make sure you bring them with you) Train/coach: 1. Booking confirmation, itinerary and ticket (emailed in advance to iusy@iusy.org) 2. Original, stamped tickets for all journey segments (given to the Secretariat on arrival) 3. Local travel tickets, where relevant (given to the Secretariat on arrival) 4. Your bank account details (please make sure you bring them with you) Car: 1. Origin address and route map (emailed in advance to iusy@iusy.org) 2. At least one gas/fuel receipt (given to the Secretariat on arrival) 3. Your bank account details (please make sure you bring them with you) Visas The IUSY Secretariat will support visa applications for the event. If you require a visa, please send a copy of your passport to iusy@iusy.org as soon as possible, so the secretariat can draft a visa invitation letter for you. Accommodation and meeting venue Participants will be accommodated in multiple rooms. The hotel and meeting venues will be sent to all participants nearer the time, at latest two weeks in advance of the event.
