Message from Ambassador Kameda MAIL D MAGAZINE MAKES ONE YEAR ear readers, I am pleased to welcome the first anniversary of this mail magazine "Voice of Japan from Kampala". I hope that you will like a new front page depicting Japanese monkeys and a Ugandan mountain gorilla. I am also so delighted to receive many voices of gratitude for the opening of Source of the Nile bridge commissioned by His Excellency, the President on 17th of this month. Events in October SEPTEMBER28-OCTOBER5: MAYOR OF TATESHINA TOWN VISITED UGANDA Mayor of Tateshina Town, Masato Yonemura, with 7 members visited Kampala and Kapchorwa. Mr. Yonemura and Hon. Charles Bakkabulindi, Minister of State for Sports signed MOU on Host Town Project for the Tokyo Olympics/Paralympics 2020. Delegations also paid a courtesy call on H.E. Yoweri Kaguta Museveni, President of the Republic of Uganda and on Hon. Janet Museveni, Minister of Education and Sports. OCTOBER 4: THE GROUNDBREAKING CEREMONY IN GULU Mr. Lawrence Katekyeza Kiiza, former Director Economic Affairs, Ministry of Finance, Planning and Economic Development of Uganda, was awarded commendation by H.E. Mr. Taro Kono, Minister for Foreign Affairs of Japan, for his outstanding contributions to strengthening economic ties between Japan and Uganda. The certificate of the Commendation was delivered to Mr. Kiiza by Ambassador Kameda on the occasion of the Grand Opening of YAMASEN Restaurant (see page 6). The groundbreaking ceremony for the Project for Improvement of Gulu Municipal Council Roads in Northern Uganda took place in Gulu in the presence of Minister of Works and Transport, Minister of State for Works and Japanese Ambassador Kameda. The grant aid covers the rehabilitation of 6.4 km roads at the center of Gulu municipality, road side drainage and improvement of traffic junctions. This project will improve the road conditions and contribute to reduction of road accidents. OCTOBER 5: FOREIGN MINISTERS COMMENDATION FOR FY 2018 TO MR. LAWRENCE KATEKYEZA KIIZA 2

OCTOBER 16-18: STATE MINISTER SATO VISITED UGANDA State Minister for Foreign Affairs, Masahisa Sato, paid a courtesy call on H.E. President Yoweri Kaguta Museveni, President of the Republic of Uganda. During his visit, He also met with Hon. Henry Oryem Okello, Minister of State for International Affairs and attended the Commissioning Ceremony marking the completion of Source of the Nile Bridge in Jinja. OCTOBER 20: 4TH UGANDA-JAPAN FESTIVAL HELD IN MUYENGA 4 th Uganda-Japan Festival was held in Tank Hill Park, co-organized by Committee of Uganda-Japan Festival and the Embassy of Japan. More than 550 people enjoyed various Japanese cultural experiences, such as Yosakoi Soran Japanese festival dance, Karate & Judo, Ikebana, Yukata Dressing, Origami, Cosplay, Calligraphy, Fun activity for kids, authentic Japanese Snacks and Sake- Japanese rice wine etc. Thank you everyone for visiting the festival! OCTOBER 24: CONSTRUCTION OF A SCIENCE LABORATORY BLOCK IN KANUNGU DISTRICT The leadership and communities of Kanungu District in Western Uganda joined Mr. Mizumoto Horii, Deputy Head of Mission, to commission a new science laboratory block with furniture and science equipment worth 98,810 USD, which was constructed for the students of Bishop Comboni College Kambuga. Since the College had only one small science laboratory, many students had to take science lessons in a standing position. The completed project will benefit more than 550 students and will improve their learning environment. Coming up in November NOVEMBER 7: NGO PROJECT GROUND BREAKING CEREMONY The ground breaking ceremony for Capacity Building of 4 Multi-purpose Cooperatives in Northern Wakiso District for the Second Phase is scheduled to take place on 7 th November in Lwemwedde town, Wakiso District. Ambassador Kameda signed the grant contract with Hunger Free World, a Japanese NGO, on 31 st Oct and is going to release the memorial plaque on the ground breaking ceremony. The grant amounting to approx. 431 thousand USD will be provided for the second year of the project. 3

Jica s newsroom CELEBRATIONS TO MARK 50 YEARS OF COOPERATION BETWEEN JICA AND NAKAWA VTI On 10 th October, 2018, Japan International Cooperation Agency (JICA) and Nakawa Vocational Training Institute (NVTI) celebrated 50 years of their collaboration. The function was held at NVTI and was officiated over by the First lady and Minister of Education and Sports, Hon. Janet K. Museveni. The ceremony was also graced by Japanese Ambassador to Uganda H.E. Kazuaki Kameda and the Chief Representative of JICA Uganda Office, Mr. Yutaka Fukase. A number of dignitaries were in attendance including former principals of NVTI, principals from other technical institutions, alumni, representatives from private sector, development partners, central government officials especially from the Ministry of Education and Sports. The collaboration started in 1968, when the Government of Uganda requested the Government of Japan to support technical and vocational training sector. A number of projects have been implemented at NVTI through JICA, which include building of infrastructure, provision of equipment and dispatch of experts to train instructors of NVTI. During the 50 years, over 5,500 students have graduated from and over 120 instructors and managers are trained at NVTI every year. The theme for the event was, Skills Development for Life Long Learning and Sustainable Economy. On the same day the vocational diploma courses in electricity and automobile was officially launched by the First Lady and Minister of Education and Sports. SIGNING OF THE GRANT AGREEMENT FOR THE DEVELOPMENT OF IRRIGATION SYSTEM IN ATARI BASIN AREA On 6 th November, 2018, JICA and the Government of Uganda will sign a Grant Aid agreement for the development of Atari River Basin Irrigation scheme. The project to be implemented in partnership with the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) seeks to ensure the provision of a stable supply of irrigation water to the target communities to increase production and enhance productivity of rice. The approx. USD 25M project, to be implemented over a 3-year period from 2019, covers 680ha spreading across two districts; Bulambuli and Kween, and is expected to directly benefit 532 households. To ensure good management of the irrigation facility, JICA will work with MAAIF to build capacity of local communities in operation and maintenance of the scheme. Orii Maber! An nia Harada Keita OJT Uganda This is a typical way of self-introduction in Acholi language. I am Harada Keita. From 17 th to 28 th September, I was assigned to NUFLIP (Northern Uganda Farmers Livelihood Improvement Project). One of the things I learnt is the difficulty in producing vegetables based on farmer s lifestyles and weather conditions in Acholi Sub-region. Despite the rainy season, there was almost no rain when I visited. In order to maintain the field, farmers have to spend several hours carrying water on their heads from water sources to the field. From this experience, I learnt the importance of understanding the feelings of local people not based on our (Japanese) lifestyle but on local lifestyle. I also got an Acholi name, called Ogena which means Trust in English. I m very glad to have received such a name. Apwoyo Matek! (Thank you very much!) Uganda OJT Keita Harada 4

Jica s newsroom SOURCE OF THE NILE BRIDGE COMMISSIONING CEREMONY On 17 th October, the commissioning ceremony of Source of the Nile Bridge was successfully held in Jinja. The massively attended and colorful event was presided over by the President of Uganda, H.E Yoweri Museveni and was graced by many senior and high level dignitaries from the central government, the Parliament, local governments, religious and civil society. The participants from Japanese side included the delegation from Japan led by Hon. Masahisa Sato; the State Minister for Foreign Affairs besides the Ambassador of Japan to Uganda, the Chief Representative of JICA and representatives from the contractors and consultants. Through this token of friendship between Japan and Uganda, JICA hopes that this bridge will promote further interaction among people and increase business and trade opportunities which in turn will bring more prosperity to this beautiful country and East African region at large. Having started the construction in April 2014, it took four years and an additional six months to complete the project. Financed by JICA and the Government of Uganda, construction was executed by the ZENITAKA CORPORATION and HYUNDAI Engineering and Construction Co. Ltd under supervision from Oriental Consultants Co. Ltd, Eight-Japan Engineering Consultants Inc. and PyungHwa Engineering Consultants Ltd on behalf of Uganda National Roads Authority. FAREWELL: Miki Ichikawa (JICA PFA) Project Formulation Advisor It was a great opportunity for me to work on peacebuilding and refugee crisis response regionally based in Kampala. A refugee related issue is multi-sectoral and complex, but I believe this issue cannot be left unaddressed. My working period was too short to see the intervention materialize in Uganda, but I expect efforts made during my working period to bear fruit soon. WELCOME: EIGHT NEW JICA VOLUNTEERS On 10 th October 2018, eight new volunteers (including 1 Senior Volunteer) arrived in Uganda from Japan. After one month in-country training in Kampala, they are going to be dispatched to different districts; Mayuge, Luweero, Mbarara, Kiboga, Kaberamaido and Namutumba. 5

JAPANESE BUSINESS SCENE in UGANDA YAMASEN Japanese Restaurant by COTS COTS LIMITED Company profile #12 On 5 th October, YAMASEN Japanese Restaurant held its Grand Opening Ceremony and officially opened its door. The restaurant is in a commercial complex named Tank Hill Park, on Tank Hill Road in Muyenga, Kampala. At the ceremony, the guest of honor Professor Ephraim Kamuntu, Minister of Tourism, and Ambassador Kameda gave speeches and celebrated the opening. In his speech, Ambassador Kameda introduced one of the great supporters of the business, Mr. Lawrence Katekyeza Kiiza, the former Director Economic Affairs of MoFPED. Mr. Kiiza was recently commended by the Minister for Foreign Affairs of Japan for his contribution to Japan-Uganda economic relations. One of the managing directors, Fumiko Miyashita emphasized the function of the restaurant and the entire premises as a hub for commercial activities as well as tourism (in the relationship between Uganda and Japan). The invited guests both from public and private sectors enjoyed the food, made from Ugandan-produced ingredients cooked in Japanese style, served with sake, Japanese rice wine. The restaurant is now open for lunch and dinner except Tuesdays. Upon your visit, you can also enjoy the various shops in Tank Hill Park.
