Methodology Using data provided to ATS by the City of Palm Coast, ATS has performed a preliminary analysis on 5 intersections with 13 approaches being identified. The results of this analysis will assist the city in identifying approaches where incidents of red light running are of concern. This study is to be used as an identifier of those approaches that may subsequently qualify for the installation of an Automated Intersection Safety System which will be used as a tool to help reduce the number of incidences occurring at the perspective approaches. In each evaluation ATS looks at the following items: ATS Implementation and Construction: Preliminary constructability evaluations are conducted by ATS implementation staff to identify any impediments to installation based on standard construction practices. Considerations include; Impediments to installation of video Detection / Image capture equipment Possible ADA requirements Possible Utility Issues ATS Engineering: Preliminary engineering evaluations are conducted by engineering staff to provide design parameters and to identify any impediments to image quality. Consideration includes; Exact placement of image capture equipment Identification of any need for specialized equipment Evaluation of o Communications drop locations o Power / service location o Condition of existing infrastructure o Street conditions o Traffic flows o Ambient conditions Once the Video incident Monitoring Study (VIMS) to help measure the number of incidents occurring during peak volume traffic times is completed, an evaluation will be conducted for construction and engineering feasibility for those approaches that qualify. Filming occurred at each of the intersections during the AM peak hours and PM peak hours. number of Incidents occurring during a 24 hour period. It is important to note that this study is or can be adversely influenced by ambient conditions and should be used in conjunction with the City s accident and citable offense data. A comprehensive engineering and construction feasibility study will be completed once the City approves the recommendations below.
