Structure Introduction Integration or Competition? Evolution of Birdstrike Information Management Looking foward? Conclusions Integration or Competition? Investigation focused on prevention (1965) 1971 Cenipa have been coordinating a nonhierarchal system called SIPAER 2005 ANAC was created and took some of the responsibilities from Comaer Gap Analysis 5

Integration or Competition? Lack of clarity Lack of information sharing Lack of shared rules Poor SSP Structure Introduction Integration or Competition? Evolution of Birdstrike Information Management Looking foward Conclusions 11

Evolution of Birdstrike Information Management 2001 National Committee (CCPAB) No systemic management Local & temporary initiatives Poor data gathering After SSP/SMS introduction ALoS/ALARP Documentation bird safety library Cost-benefit analysis R = P x S Evolution of Birdstrike Information Management Source: ICAO 2009 12

Evolution of Birdstrike Information Management 2009-10 Chairmanship of CCPAB Confusing for all national aviation industry Aviation is a complex & tighly coupled system, the knock-on-effects of interventions radiate like ripples in a pool Sources: Reason & Hobbs 2003, Reason 2008 Evolution of Birdstrike Information Management 2011 Defence Ministry ANAC + Comaer = PBGRA Basic definitions Bird/animal strike, near-miss and sightings Prioritized airport to manage bird strike risk BAF unskilled teams collecting attractants information (within 9K) SIGRA started operating ANAC gives no indication that users should report bird/animal events through SIGRA Safety promotion Education & Training 13

Looking foward ANAC is approving a new bird/animal strike risk management regulation but unfortunately there was no request for input from Cenipa, airports or aircraft operators. Effective implementation of SSP/SMS philosophy ALoS/ALARP Safety performance & indicators Accountability Looking foward SIGRA is available online for reporting and searching for reported events as well as for recording direct costs from aircraft operators (safety & maintenance) Bird/animal Strike Risk Assessment Matrix Integrate feather & DNA identification into prevention & investigation processes 19

Conclusions Clear conflict of competencies Lack of information sharing Postponing SSP/SMS framework implementation in Brazilian Aviation Industry Bird/animal strike management also requests: Integrated risk assessment Feather & DNA analysis routinely used for prevention & investigation National Committee working on systemic approach Update in the Investigation Manual (MCA 3-6) Muito Obrigado!
