Ryan Paddn, President, Surrey Lacrsse Ryan Paddn, President, Surrey Lacrsse, presented cncerns with Surrey facilities t the Cmmittee. The fllwing cmments were made: The Surrey Lacrsse rganizatin was established in 1973 and prvides bx lacrsse and field lacrsse prgrams fr kids 4 t 17 years ld. There are currently 265 players registered fr the 2016 lacrsse seasn. The Executive f Surrey Lacrsse has a gal t eventually reach 500 players. There are 18 teams in 6 Divisins that utilize 30 hurs a week f dry flr time in April and May. Apart frm the regular seasn, Surrey Lacrsse rganizes the Tyke Turnament" fr 7 t 8 years lds in June. In 2013, 8 teams participated and currently there are 10 teams. This year the rganizatin had t turn away 11 teams due t space restrictins. Cncerns were listed as fllws: Lack f dry flr facilities during spring and summer mnths Lss f strage facilities New facilities being built withut lacrsse in mind The delegatin requested that during the planning stages fr new facilities that Surrey Lacrsse be cnsidered fr cnsultatin. Surrey Lacrsse wuld like t be invlved t prvide feedback such as: under the ice, installatin f a surface that can be used fr lacrsse t be cnsidered, ensuring ceiling heights are high enugh and cnsideratin f ther factrs such as climate cntrl and the availability f a sht clck The delegatin nted that during a turnament cnsisting f 10 teams, apprximately 150-200 families are in attendance. Surrey Lacrsse wuld like the same pprtunity as ther rganizatins t hst multiple turnaments including prvincial turnaments, but d nt have the facilities. The Cmmittee questined if the cncerns arund facilities were fr the regular league games r turnaments and the delegatin advised that the league beings in April t June and playffs are held in July. Facilities are required fr bth. The Cmmittee inquired hw ne becmes invlved with lacrsse and the delegatin advised that lacrsse players are passinate abut the sprt and spread the infrmatin typically by wrd f muth. Staff nted that the City, thrugh the Ten Year Plan, will be ding sme utreach wrk t identify what the needs are fr icy and dry flr use and t help determine hw t accmmdate thse needs. The delegatin nted that the limited access fr bx use is due t the weather and the cnditin f the utdr bxes (such as Langley). Asphalt is gd fr practice but nt games. C. STAFF PRESENTATION 1. Cncept Plan fr Tw Parks in Fleetwd Twn Centre Dug Merry, Planning Analyst, Parks Research, Planning & Design, prvided a presentatin n the Cncept Plan fr Tw Parks in Fleetwd Twn Centre. The fllwing cmments were made: The City has been wrking n cmpleting the acquisitin f tw existing parks that have been arund fr sme time. The riparian area cnsists f lts f invasive species. Cyte Springs Park is a small natural area tucked away in the neighburhd. A small watercurse runs thrugh it that is classified as B which means the watercurse prvides nutrients fr fish dwn stream. Tw pen huses were held fr the planning f Cyte Springs Park and Walnut Park. Requests frm residents in attendance at bth meetings included: dg ff leash bike park link between 82 Avenue and 80 Avenue t access bth sides f the park playgrund imprve creek and clearing ut invasive species imprve trails pen during regular park hurs Upn adptin f the plans, the first phase f Walnut Park will include: a new cnnectin acrss the water curse cnnecting 82 Avenue and 80 Avenue and a new playgrund arund 82 Avenue. Feedback frm residents identified the cnnectins as the mst imprtant task t be cmpleted; therefre the cnnectin wrk will cmmence in Summer, 2016. The secnd phase f develpment will include the playgrund and creatin f trails. Staff determined that an ff leash and bike park are nt apprpriate fr either park due t the watercurses and the verall size f bth parks. Planning fr Fleetwd Athletic Park will begin next year and ff leash r bike parks may be integrated int thse plans. Funding fr the upgrades and changes t the parks will be cvered by amenity fees cllected since bth park parks are part f the Fleetwd Twn Centre Plan. Fr Cyte Springs Park, due t the develpment that will ccur nrth f 81 Avenue, new cnnectins t the street will be implemented alng with imprvements t the nearby riparian area. The cst f the riparian imprvements will be made thrugh develpment requirements. The plan intends t keep the area natural fr residents t enjy. D. OUTSTANDING BUSINESS E. NEW BUSINESS 1. Staff advised that it wasn t funded in the 5-Year plan. Newtn is a pririty and staff is wrking with the Realty Services Divisin t identify a site lcatin fr Newtn. The Cmmittee inquired abut the re-lcatin f the Nrth Surrey arena and plans fr the swimming pl and fitness. Staff nted that the lifespan f existing facilities nce the arena cmes dwn will depend n the viability f hw thse facilities are ding and when future develpment will be cming in that area. Cmments were as fllws: The Cmmittee nted there are cncerns that need t be addressed with respect t the htels in Surrey. In particular, tw specific events in Surrey were nted where htel rms were capped and alternate accmmdatin was fund as far away as Vancuver and Abbtsfrd. There are a number f factrs including the cst f rms, demand and htels nt blcking rms at lwer rates. The Cmmittee viewed the vide Adaptive Sprts. Staff nted that the vide was prduced fr the website t cmmunicate what Surrey is ding in regards t Adaptive Sprts in City prgrams. The Cmmittee inquired whether staff access prvincial and federal funding fr capital csts with regards t Adaptive Sprts. Staff advised that staff apply fr related gvernment grants and funding pprtunities frm nn-prfit rganizatins/fundatins. Mved by M. Bth Secnded by c. Calendar f Events The calendar f upcming Parks, Recreatin and Culture and Cmmunity Events was acknwledged. 2. Verbal Update L. Cavan, General Manager, Parks, Recreatin and Culture, prvided the fllwing update: Suth Surrey Athletic Park Phase 1 Hub Redevelpment is prgressing with a prjected cmpletin date f May 15 th (ne mnth ahead f schedule). Hlland Park Stage Park Expansin The cntract has been finalized fr cnstructin, anticipated t start n April 25 th. A hard surface will be added in the park t help with bringing in large equipment and setting up stages. T ensure the space is multi-functinal, the surface will incrprate half-curt basketball. The prject is n track t be cmpleted by the last week f May, which will prvide sufficient curing time f the cncrete befre lading fr the first majr event in early July. Hazelgrve Park Site develpment cntinues n track fr the June 25 th grand pening event. Additinal NCP funding was generated in 2015, which enabled the parkur r yuth playgrund area develpment t prceed in the scpe f wrk fr the June pening. Claytn Park - Cnstructin started n April 18 th fr the installatin f the synthetic lawn bwling green. The prjected cmpletin is by mid-june. Newtn Athletic Park The waterpark, walking track, sand vlleyball curts, and passive area amenities are nearing cmpletin. It is anticipated that the area will be cmplete and pened fr public use by the third week f May (weather permitting). Surrey Bend Reginal Park The grand pening fr Surrey Bend Reginal Park was held n Saturday, April 16 th. a great event with many residents discvering the park fr the first time. Surrey Bend is jintly wned by Surrey and Metr Vancuver. Metr Vancuver will be perating the park as its newest reginal park. Areas have been develped fr picnicking, a children's playgrund and nature interpretatin. Overall the park is 348 hectares (860 acres) with many kilmeters f trails and access t the Fraser River. It s a great new reginal park destinatin fr Surrey residents. Kabm at Upper Blivar Park The City has been frtunate t again receive a Kabm grant fr a new playgrund at Upper Blivar Park in Nrth Surrey. With the assistance f Bnnie Burnside and the Nrth Surrey Lins, grant apprval has just been received. A fast tracked prcess is underway and, with the help f ver 200 vlunteers, the new playgrund will be installed June 11 th. Darts Hill Garden Park Over 500 peple have visited Darts Hill Garden Park during the past three "Saturdays Strlls", with an upcming Open Huse n April 23 rd. In May, the Darts Hill Garden Sciety is partnering with Envirnment Extravaganza and the Drs Open events. The garden is pen every Saturday in April, May and June. Party fr Planet On Saturday, April 23 rd (10:00 am 6:00 pm), Surrey celebrates Earth Day at City Hall Plaza. The lineup includes musical perfrmances ranging frm indie rck perfrmers t children's musical acts, kids activities including ec-crafts, a bicycling clinic, animal and science demnstratin shws and ur perennially ppular tree and plant sale! Envirnmental Extravaganza The 19 th Annual Envirnmental Extravaganza runs frm April 16 - June 8; between Earth Day and Wrld Oceans Day. This series f free envirnmental prgrams and events is fun and infrmative fr the whle family, including varying activities fr everyne. Western Natinal Water Pl Champinships The Guildfrd Aquatic Centre will be hsting the 19 and Under Western Natinal Water Pl Champinships April 22-24. This is a key natinal event in the Water Pl Canada calendar and is ne f fur Water Pl Natinal stream events being hsted in Surrey in 2016. Vasakhi Parade The Sahib Dasmesh Darbar Gurdwara Sciety will be hlding their annual Vaisakhi Parade n Saturday, April 23 rd (9:00 a.m. 5:30 p.m.). Mre than 350,000 peple are expected t attend this celebratin. Summer Daycare - Registratin begins n April 25 th and this year we are reducing barriers by ffering a payment plan and als pilting a new camp fr Pre-Teens Leadership Camp thrughut the summer. The purpse f the leadership camp is t address the gap f quality prgramming fr the pre-teen age bracket by ffering them an intrductin t leadership training, persnal and life skill develpment and t build awareness f civic respnsibility and cmmunity invlvement.
