DEP ARTMENT OF THE ARMY CORPS OF ENGINEERS, ROCK ISLAND DISTRICT PO BOX 2004 CLOCK TOWER BUILDING ROCK ISLAND, ILLINOIS 61204-2004 REPLY TO ATTENTION OF May 11, 2011 Planning, Programs, and Project Management Division SEE DISTRIBUTION LIST The U.S. Army Corps of Engineers, Rock Island District (District) is proposing an experimental project through the Lake Koshkonong Planning Assistance to States Authority (Project) designed to help protect the Mud Lake Wetland Complex (MLWC). The Project is located in Lake Koshkonong on the northeast side of Stinkers Bay in Jefferson County, Wisconsin (Enclosure 1). The MLWC is a high quality wetland in danger of becoming part of Lake Koshkonong due to the erosion of the small spit of land that currently divides the two bodies. The experimental Project consists of a shallow broad dredge cut (approximately 200 x 200 x 2 ) in Stinkers Bay near the North Shore Boat Launch, construction of a stone breakwater approximately 330 long, and placement of the dredged material behind the breakwater up to the shore line. The intent is to reinforce the narrow spit of land separating Lake Koshkonong and the MLWC, therefore protecting the MLWC (Enclosure 2). The breakwater will be located off shore between ½ mile and 1 mile south of the dredge cut (Enclosure 2). If the breakwater is constructed in the northern portion of the area, terrestrial access would be via North Shore Road to Lamp Road (staging) then across private property or, if work occurs in the winter, on ice. If the breakwater is in the southern portion, terrestrial access will have to be determined, or if the work occurs in winter, on ice. The exact location of the breakwater has yet to be determined because a record search revealed previously recorded archaeological sites in the vicinity of Lake Koshkonong. These sites could be impacted by the access roads and placement of dredge material on the shore line. Therefore, the District proposes an Area of Potential Effect (APE) as defined by the area shown on Enclosure 2 and proposes a Phase I Intensive Archeological Survey (Phase I) within the terrestrial portions of the APE.
