CABINET COVER SHEET 1. TITLE: OVERSEAS TRAVEL: INDIA APPOINTMENT OF ACTING MINISTERS 2. MINISTER: Hon Mike Rann MP Premier of South Australia 3. PURPOSE: For Cabinet to approve the Premier's travel to the India, in order to pursue new and emerging business and economic development opportunities. 4. RESOURCES REQUIRED FOR IMPLEMENTATION: Costs associated with the trip. will be met from within existing budget allocations. Funds are available within the existing budget. 5. IDENTIFY THE RELEVANT GOVERNMENT POLICY AND/OR STATE STRATEGIC PLAN TARGET:. The trip supports the government's policy of enhancing investment and trade in India through increased emphasis on education, business and trade opportunities. The Premier will promote South Australia as a place to study, live and work. Meetings will be held with Indian education leaders, business leaders and activities conducted to promote investment and migration to South Australia. 6. CONSULTATION: Consultation has occurred with re~presentatives from the following agencies - Department of Trade and Economic Development and the Department of the Premier and Cabinet. 7. FAMILYIMPACT STATEMENT: N/A 8. URGENCY: Urgent for Cabinet on 9 October 2006. 9. RECOMMENDATIONS: 1.. Approve the Premier's visit to India to promote business investment, education, tourism and trade opporltunities. 2. That Cabinet recommend that Her Excellency the Governor in Executive Council appoint the Hon Kevin Foley MP, Deputy Premier, Treasurer, Minister for Industry and Trade and Minister for. Federal/State Relations to be also Acting Premier, Acting Minister for Economic Development, Acting Minister for Social Inclusion and Acting Minister for Sustainability ;and Climate Change for the period Saturday, 28 October 2006 to Sunday, 5 November 2006 inclusive. Background 2.1 The trip. supports the State's Strategic Policies of Growing Prosperity and Expanding Opportunity by promoting investment in education and skills; increased population,. increased ~xports; partnership betweeri government business and community, a business climate that encourages investment. The. Government is committed to maximising the advantage to South Australia to the market of India and supporting further development of business, education, trade and investment opportunities. 2.2 The Government also has a commitment to promote Education, Tourism and Trade and Investment. Discussion 3.1 The purpose of the travel is to develop new and emerging opportunities particularly in the education, business and trade sectors in India. 3.2 The Premier will be accompanied by Ms Ethne Lange, Advisor and Mr Lachlan Parker, Media Adviser. 3.3 Costs associated with the trip will be met from within existing budget allocations. Funds are available within the existing budget. 4. Recommendations 4.1 That Cabinet approve the Hon Mike Rann MP, Premier visiting India to promote education, business, trade and investment opportunities for the period 28 October 2006 to 5 November 2006 inclusive. 4.2 That Cabinet recommend Her Excellency the Governor in Executive Council appoints: The Hon Kevin Foley MP, Deputy Premier, Treasurer, Minister for Industry and Trade, Minister for Federal/State Relations to be appointed as Acting Premier, Acting Minister for Economic Development, Acting Minister for Social Inclusion, Acting Minister fo r Sustainability and Climate Change for the period 28 October 2006 to 5 November 2006 inclusive, during the absence of the Hon Mike Rann MP.
