15 th Meeting of the SEARAST Record of Discussions of the 15 th Meeting of the South East Asia Regional Aviation Safety Team (SEARAST) 10 May 2013 Bangkok, Thailand 1 Present The 15 th Meeting of the South East Asia Regional Aviation Safety Team (SEARAST) was attended by representatives from the Civil Aviation Authorities, and Airlines of the participating Member Administrations of the COSCAP South East Asia including representatives from CASA Australia and ACI. There were a total of 31 participants (see Annex I). 2 Venue The Meeting was held at 10:30 on 10 May 2013 at the Asia Pacific ICAO Regional Office, Bangkok Thailand after completion of the 3 rd Asia Pacific Regional Aviation Safety Team (APRAST/3) which was conducted during the period of 7 to 10 May 2013. 3 Proceedings of the Meeting 3.1 The CTA COSCAP-SEA facilitated the meeting, and it progressed in accordance with the Agenda with slight adjustments to the order. A copy of the Agenda (Programme) is included in Annex II. 4. Conclusions and Actions 4.1 Review of the 3 rd APRAST Meeting 4.1.1 Members supported the format and conduct of the 3 rd APRAST Meeting. 4.1.2 Members supported the need for a SEARAST Meeting following the APRAST Meeting. A meeting of the SEARAST immediately following APRAST provides an opportunity for Members to identify any safety concerns which they believe were not addressed by the APRAST, and to discuss any needed actions specific to COSCAP-SEA related to the implementation of APRAST safety enhancement initiatives. 4.1.3 Members did not identify any matters arising from the 3 rd APRAST that they wished to discuss. 15 th Meeting of the SEARAST 4.2 Review of Conclusions / Actions of the 14 th SEARAST Meeting 4.1.1 The recommendations of the 14 th SEARAST to the COSCAP-SEA Steering Committee Meeting were reviewed. The Steering Committee approved the recommendations. (Record at COSCAP-SEA website http://www.coscap-sea.com/seminar.asp?cid=1&sid=194&tid=326 ) 4.1.2 Two actions remain open: SEARAST-14-7: COSCAP-SEA to obtain and share with Members the latest information from ICAO regarding EFB standards and guidance, as well as information available from national aviation authorities. UPDATE: Pending identification of new ICAO material. Advisory Circular issued by Canada available at http://www.tc.gc.ca/eng/civilaviation/opssvs/managementservices-referencecentre-acs- 700-700-020-1348.htm SEARAST-14-8: COSCAP-SEA to pursue the presentation of a seminar focussed on the carriage by passengers of personal devices such as smart phones and tablet computers, and the risk of inflight fire. UPDATE: This will be addressed during a Cabin Safety Seminar, being planned for late November 2013. Confirmation of the programme, date and venue to be completed. 4.3 Review of SEARAST Implementation Status 4.3.1 The 14 th Steering Committee was provided a copy of the latest SEARAST Implementation Status report and directed: 4.3.2 Immediately prior to the 15 th SEARAST, Members were provided with an implementation status report (reference email: 23 April 2013, SEARAST Implementation Status Update - 15th SEARAST Meeting 10 May 2013) 4.3.3 The CTA stated that it is important to track the implementation status the SEARAST safety enhancement actions, all of which have been approved by the Steering Committee. The CTA is responsible to report on the implementation status to the COSCAP-SEA Steering Committee. 4.3.4 The CTA undertook to provide a copy of the consolidated list of SEARAST and APRAST safety enhancements with the record of the 15 th SEARAST. Members undertook to provide an implementation status update. 4.3.5 The Implementation Status will be reviewed at the next meeting of the COSCAP-SEA Steering Committee. file:\\ Records of Discussions 15th SEARAST 2013-05-10 vfa 2

15 th Meeting of the SEARAST Actions: SEARAST-15-1: The CTA will provide a consolidated list of SEARAST and APRAST safety enhancements to Members for review. SEARAST-15-2: Following review of the list of SEARAST and APRAST safety enhancements Members will provide an implementation status update. SEARSAT-15-3: The CTA will report to the COSCAP-SEA Steering Committee on the implementation status of safety enhancements. 5 Sub-Regional Aviation Safety Issues 5.1 Unauthorized use of personal efficiency devices (PEDs) on the flight deck by flight crew. Discussion identified safety concern regarding the unauthorized use of PEDs such as mobile phones and tablet computers by flight crew while on the flight deck. The SEARAST expressed a desire for further information regarding the matter. The CTA undertook to research and report to Members. Actions: SEARAST-15-4: COSCAP-SEA to obtain and share with Members information regarding the safety issue of unauthorized use of personal efficiency devices (PEDs) on the flight deck by flight crew. SEARAST-15-5: Members will consider the information and thereafter consider what action, if any, will be recommended by the SEARAST. 6 Other Business 6.1 There being no further business, the meeting was concluded at 12:00 hrs. 7 Date and Venue of the 16 th SEARAST Meeting The 16 th SEARAST Meeting will be held in conjunction with the 4 th APRAST Meeting tentatively scheduled in early January 2014 at the ICAO Asia Pacific Regional Office, Bangkok, Thailand. file:\\ Records of Discussions 15th SEARAST 2013-05-10 vfa 3
