Estimated ff-blck time (EOBT) The estimated time at which the aircraft will cmmence mvement assciated with departure. GAT flights (General air traffic) All flights cnducted in accrdance with the rules and prcedures f ICAO. Internatinal air service An air service crssing a state brder. An aircraft perated in internatinal charter services shall be cnsidered t be perating internatinal air services als when flying cllecting flights between dmestic airprts. Landing An aircraft landing r tuch-and-g landing (TGL) Landing time The time recrded by air traffic cntrl r flight infrmatin services r entered in the aircraft flight lg, at which the aircraft lands n the runway. Maximum certificated take-ff weight (MTOW) The maximum allwed and registered take-ff weight f the aircraft, which must be reprted in a nise certificate. If the aircraft has a variable maximum take-ff weight r several registered maximum take-ff weights, nly the highest registered MTOW will be cnsidered. Off-blck time (AOBT) The time at which the aircraft cmmences mvement assciated with departure. Passenger categries DOM A passenger wh leaves frm a Finnish airprt and ends his/her flight jurney at a Finnish airprt. The flight must nt be a return flight fr a tw-way jurney. DOM-DOM A transfer passenger wh arrives n a scheduled flight frm a Finnish airprt and cntinues t anther Finnish airprt. DOM-INT A transfer passenger wh arrives n a scheduled flight frm a Finnish airprt and cntinues t a freign airprt. INT-DOM A transfer passenger wh arrives n a scheduled flight frm a freign airprt and cntinues t a Finnish airprt. 1. Service prvider Finavia Crpratin (hereinafter referred t as Finavia) prvides services that facilitate smth air traffic and internatinal cnnectins t and frm Finland. We maintain and develp a netwrk f 21 Finnish airprts. Uncmprmised safety and custmer rientatin are the cre f ur peratins. We aim fr efficient peratins that als help save csts. We wrk accrding t the principle f minimum envirnmental lad. Our respnsible everyday peratins are crystallized in ur service prmise Fr Smth Travelling. Finavia airprts: Helsinki Airprt Kemi-Trni Pri Enntekiö Kittilä Savnlinna Halli Kkkla-Pietarsaari Rvaniemi Ival Kupi Tampere-Pirkkala Jensuu Kuusam Turku Jyväskylä Maarianhamina Utti Kajaani Oulu Vaasa 2. Terms f service: applicatin and validity The terms f service shall be interpreted in accrdance with the Finnish legislatin currently in frce. These terms f service are applied t airprt services ffered by the service prvider, Finavia, at Finnish airprts, unless therwise agreed in writing between the custmer and Finavia. The terms f service and amendments theret are published n Finavia s website. The charges listed in the terms f service shall enter int frce as f 1.1.2019. Finavia reserves the right t amend these terms f service. This dcument is a translatin frm Finnish int English. Where the terms mentined in this dcument are in cnflict with the dcument in Finnish, the terms f the Finnish dcument shall prevail. 3. Where the terms mentined in this dcument are in cnflict with the infrmatin and cnditins cntained in the AIP r with airprt regulatins, the terms f this dcument shall prevail. 4. Airprt peratins 4.1. Level f service Service levels fr airprts are published in the Aernautical Infrmatin Publicatin (AIP Finland), www.ais.fi and in NOTAM bulletins. The level f service varies accrding t the airprt. Finavia s capability t prvide services t cmmercial civil aviatin is restricted at Halli and Utti airprts. Finavia reserves the right t change the level f service. 4.2. Airprt perating hurs Airprt perating hurs and service hurs fr security cntrl are published in the aernautical infrmatin system (see Aernautical Infrmatin Publicatin, AIP Finland, www.ais.fi/ais/eaip/en/, Part 3 Aerdrmes AD) as fllws: The pening hurs f the passenger terminals are mainly determined by the service hurs fr security cntrl, and may be different frm airprt perating hurs, which means the service hurs fr ATS. Any changes t perating hurs are annunced by NOTAM bulletins. Where services are required utside the airprt perating hurs ntified by Finavia, they must be agreed upn separately. T make such an agreement, the air carrier r ther aircraft peratr shall cntact the airprt. If the airprt is pened r airprt perating hurs extended n request, the requesting peratr shall pay an extra charge fr airprt pening r extended hurs f peratin in additin t the rdinary air traffic charges, plus any additinal csts fr security cntrl. Hwever, Finavia reserves the right t refrain frm pening the airprt r extending its perating hurs. The pilt-in-cmmand must ensure that brder cntrl authrities are present fr nn-schengen flights, and custms authrities fr nn-eu flights. 4.3. Slt crdinatin at Helsinki Airprt Helsinki Airprt is a crdinated airprt under the terms f Cuncil Regulatin (EEC) N 545/2009 (Slt Regulatin). Fr take-ff r landing, the custmer shall have a slt allcated by the crdinatr, except fr flights by state aircraft, emergency landings and humanitarian flights. Further infrmatin n slt crdinatin can be fund n the website www.airprtcrdinatin.cm. A flight plan filed by the custmer can be rejected, if it intends t land n r depart frm a crdinated airprt withut a slt allcated by the crdinatr. 4.4. Schedules crdinatin at ther airprts The air carrier shall submit the schedules infrmatin in accrdance with paragraph 6.2. t Finavia at least 30 days befre the estimated ff-blck time. If the schedules infrmatin r any changes are submitted later, Finavia reserves the right t restrict the services available at the airprts. Finavia has the right t restrict air traffic where necessary with regard t the airprt capacity available. Licenses and insurance required The prvisin and use f Finavia s airprt services requires that the aircraft and its peratr have all valid insurances, licenses, and apprvals required by laws, regulatins r aviatin authrities fr that type f flight peratins. The aviatin regulatry authrity in Finland is the Finnish Transprt and Cmmunicatins Agency (Traficm), further infrmatin www.traficm.fi. 6

Fr the use f an aircraft withut third party liability insurance, r an aircraft insured fr a smaller amunt than required by law, Finavia has the right t cllect the airprt charges tenfld. 4.6. Right t prevent aircraft departure fr flight safety reasns The airprt manager, any persn emplyed by the airprt peratr, r anyne having duties in air navigatin services r in a maintenance rganisatin r grund handling rganisatin have the right t prevent an aircraft frm departing: 1. when there is reasn t believe that the aircraft at the time f its departure is nt airwrthy r prperly manned. 2. when there is reasn t believe that the prvisins f the Aviatin Act r any regulatins issued by virtue f it and gverning the flight have therwise nt been cmplied with. 3. when the use f the aircraft fr aviatin is therwise prhibited n the basis f the Aviatin Act and the deficiencies referred t abve may seriusly endanger flight safety. 5. Envirnment Finavia ffers airprt services under the terms f envirnmental permits granted fr the peratins. Finavia requires air carriers and ther aircraft peratrs as well as their supprting bdies t cmply with the rders and prvisins issued by Finavia s as t reduce the adverse impacts f airprt peratin services n the envirnment. In additin, air carriers and ther parties perating at the airprt must actively seek t reduce envirnmental impacts in their wn peratins. 5.1. Permitted aircraft nise emissins The prvisin and use f Finavia s airprt services requires that the aircraft meets at least the nise standards in accrdance with Annex 16 t the Cnventin n Internatinal Civil Aviatin (ICAO Annex 16), Vlume I, Part II, Chapter 3. On an exceptinal basis, hwever, services can be prvided at airprts ther than Helsinki Airprt als t thse aircraft nt meeting the standards, prvided that the Finnish Transprt and Cmmunicatins Agency has granted an exemptin fr the flight. 5.2. Reducing nise and air emissins in flight peratins Aircraft nise and atmspheric emissins can be reduced e.g. by using cntinuus descent apprach (CDA) prcedures and by simultaneusly ptimising engine pwer, cnfiguratin and speed. Air carriers shall als familiarise themselves with airprt-specific prvisins, which have been published e.g. in AIP Finland paragraph 2.21, Nise abatement prcedures. 5.3. Reducing envirnmental impacts at airprts At the airprt, aircraft nise and atmspheric emissins can be reduced e.g. by taxiing with ne engine ff and by always using grund pwer instead f the Auxiliary Pwer Unit (APU). Finavia issues airprt-specific prvisins n the use f grund pwer. Finavia gives prvisins n grund handling fr each airprt separately, als aiming t reduce envirnmental impacts. Air carriers shall cmply with Finavia s prvisins e.g. with regard t deicing. 6. Infrmatin t be prvided t Finavia The custmer shall supply the infrmatin required in the AIP and in paragraphs 6.1. 6.4. belw t Finavia. This infrmatin will be used as a basis fr charging and fr the planning and develpment f peratins. 7

6.1. Basic details f the custmer Befre perating, the fllwing basic details abut the custmer must be submitted t Finavia at the address airtrafficinvices@finavia.fi: cpy f the nise certificate, indicating the aircraft nise values and the highest maximum certificated takeff weight (MTOW) cntact details fr invicing and peratins are submitted by using frm https://www.finavia.fi/en/airline_cntact_details, the details t be submitted by using the frm include: name f the payer pstal address email address business ID f the payer persn respnsible fr perative and cmmercial / financial issues. The custmer is respnsible fr crrectness f the infrmatin prvided. If the custmer fails t submit this infrmatin in due time r if the infrmatin is inadequate, Finavia will use publicly available infrmatin as a basis fr invicing. 6.2. Advance infrmatin fr the aernautical seasn At least 30 days befre the peratins start, the fllwing infrmatin fr the aernautical seasn shall be sent by email t the address ssim@finavia.fi: SSIM file cntaining the schedules infrmatin fr flights at Finavia airprts, r cmpleted schedules infrmatin table, which is submitted upn request by email frm address ssim@finavia.fi. In case f a turn-arund flight (rtatin), cmbined flight numbers fr the arriving and departing flight as necessary t determine aircraft parking. Relatin between flight number and call sign (e.g. LH3110 = DLH7PL r AY741 = FIN741X). When cmmencing a series f flights with a new aircraft type at Helsinki Airprt, aircraft dimensins must be ntified fr stand allcatin purpses. 6.4. Actual passenger and freight infrmatin Passenger and carg infrmatin must be submitted t Finavia fr statistics and invicing purpses using IATA Type B messages as fllws: LDM: number f departing and arriving passengers (DOM, INT) and amunt f carg PTM: number f transfer passengers (DOM-INT, INT-INT, INT-DOM, DOM-DOM). Psitining flights are t be ntified in the flight plan r t pax@finavia.fi. Fr any enquiries abut the infrmatin, please send e-mail t the address pax@finavia.fi. In single cases passenger infrmatin may be submitted in frm agreed in advance. The infrmatin shall hwever be submitted within the time frames f invicing: details cncerning 1 st -15 th day f the mnth by the 16 th day and details cncerning 16 th -31 st day by the first day f the fllwing mnth. Inquiries related t these details are t be sent t pax@finavia.fi. Any technical prblems and anmalies in messaging must be reprted t Finavia withut delay using the address IM- ServiceDesk@finavia.fi, after which an alternative prcedure can be agreed. Finavia reserves the right t request airline cmpanies t submit infrmatin n ttal passenger numbers afterwards, and t make calculatins t review the number f departing passengers. 6.5. Sanctins fr failing t prvide infrmatin If an air carrier r any ther aircraft peratr fails t prvide the infrmatin listed abve as required in these terms f service r within the times specified, Finavia may restrict the services available r refuse t prvide any services. The persn/rganisatin submitting the infrmatin is respnsible fr ensuring that the infrmatin used fr determining the charges is crrect. If the custmer fails t prvide the crrect infrmatin in due time, Finavia will nt reimburse r revise fr any inviced charges based n incrrect r inadequate infrmatin. 6.5.1. Passenger infrmatin The custmer is respnsible fr sending the required messages. The invicing f lcal departing passengers (INT, DOM) is based n the number f passengers reprted in LDM messages. If n LDM message has been received, the number f departing passengers fr invicing will be calculated using the number f passenger seats specific t each aircraft type (ICAO). The invicing f transfer passengers (DOM-DOM, DOM-INT, INT-DOM, INT-INT) is based n the number f transfer passengers reprted in PTM messages f arriving flights. If PTM messages are partly r entirely missing, invicing will be based n the number f departing passengers. 6.5.2. Aircraft nise infrmatin Where aircraft nise infrmatin has nt been submitted, the highest take-ff nise values specific t each aircraft type will be used fr calculating the nise charge. 6.5.3. Infrmatin n aircraft maximum certificated take-ff weight Where aircraft maximum take-ff weight has nt been reprted by using a nise certificate, the maximum certificated take-ff weight specific t each aircraft type will be used as a basis fr invicing. 6.5.4. Future schedule infrmatin Where future schedule infrmatin has nt been submitted in required SSIM- and SSM/ASM-frmats, Finavia charges a manual handling service fee f 100 eurs per flight. 11

7. Air traffic charges 7.1. Airprt services and charges The principles applicable t the setting and mdificatin f airprt charges at all airprts managed by Finavia are gverned by the Act n the Airprt Netwrk and Airprt Charges, 11.3.2011/210. This natinal legislatin implements the Directive 2009/12/EC f the Eurpean Parliament and f the Cuncil n airprt charges. 7.1.1. Landing charge A landing charge is cllected fr each aircraft landing at an airprt during its hurs f peratin. The landing charge is based n the aircraft maximum take-ff weight (MTOW), runded up t the nearest 100 kg. Fr the calculatin f landing charges, MTOW tns runded t ne decimal are used. Autrtatin practicing perfrmed by a helicpter r any ther lng lasting practicing perfrmed by helicpter in the traffic area is cunted as ne landing despite f the times the aircraft tuches runway r taxiway. Parking charges A parking charge is cllected fr an aircraft parked fr ver 2 hurs in the mvement area f the airprt. Parking time starts frm the arrival t the first stand, and ends when leaving the last stand. Parking times are prvided by the parking management system at Helsinki Airprt, while actual landing and departure times are used at reginal airprts with a +/-5min buffer. Parking at free stands is deducted frm the verall parking time. Night time (2200-0600 LMT) parking at chargeable stands is als deducted frm the verall parking time when parked fr less than 24h. A 8min buffer is applied t belw 2h parking times t cmpensate the twing time. 7.1.2.1. Parking charges at Helsinki Airprt (i) Parking fr up t 24 hurs: Fr parking fr mre than tw and up t five hurs, the parking charge is 1.31 EUR fr each 1000 kg r part theref f the aircraft MTOW. The minimum charge is, hwever, 5.22 EUR. Fr parking fr mre than five and up t ten hurs, the parking charge is 2.61 EUR fr each 1000 kg r part theref f the aircraft MTOW. The minimum charge is, hwever, 10.44 EUR. Fr parking fr mre than ten and up t 24 hurs, the parking charge is 3.92 EUR fr each 1000 kg r part theref f the aircraft MTOW. Charge fr lng-term strage f aircraft Each airprt may make its wn agreements with regard t aircraft lng-term parking charges, applying ther prices than 15

Electricity infrastructure charge at Helsinki Airprt An electricity infrastructure charge is cllected at Helsinki Airprt fr aircraft having used a parking stand where an electricity surce is prvided by the airprt. The charge will be cllected even in case the parking wuld be free f charge. The electricity infrastructure charge is based n the maximum take-ff weight (MTOW) f the aircraft, runded up t nearest 1000 kg. The unit price is 0.25 EUR per tn. Hwever, the minimum charge is 4.00 EUR. 7.1.3.2. Electricity charges at ther airprts At airprts ther than Helsinki Airprt, the electricity infrastructure charge is included in the parking fee. The electricity infrastructure charge nly cvers the general electricity used fr grund pwer units. Electricity charges nt included in the electricity infrastructure charge at ther airprts: At Oulu and Rvaniemi airprts, cnverted 400 Hz aircraft pwer is available at gate stands and a fee f EUR 20.00 is charged fr each time when the pwer is used. At Turku Airprt, 28 VDC aircraft pwer is available and a fee f 11.50 EUR is charged fr each time when the pwer is used. 7.1.4. Passenger charge A passenger charge is cllected fr each passenger departing frm a Finavia airprt. The amunt f passenger charge depends n passenger categry. Hwever, the separate lw-cst terminals at Turku and Tampere-Pirkkala Airprts are exceptins t this rule. Mre infrmatin frm airlinerelatins@finavia.fi. Finavia is respnsible fr CUSS/CUPPS/SBD systems basic infrastructure and the general updates fr the systems. Airlines are respnsible and cver csts fr airline specific IT integratins and ther cmpany specific system changes (e.g. DCS cnnectins, airline specific rules). The passenger service charge des nt include: services t passengers requiring assistance (PRM), fr which a separate fee is charged (paragraph 7.1.4.2. Assistance service charge (PRM fee)). 7.1.4.2. Assistance service charge (PRM fee) An assistance service charge is cllected fr each passenger departing frm a Finavia airprt. The fee is based n the EC Regulatin (N 1107/2006) cncerning the rights f disabled persns and persns with reduced mbility when travelling by air. Assistance service charge per departing passenger 0.28 EUR Assistance service charge is nt cllected fr passengers fr whm n passenger charge is cllected (paragraph 7.1.4. Passenger charge). An air carrier and the airprt may, between themselves, agree that the airprt prvides assistance f a higher standard than that required by EC Regulatin 1107/2006 t the passengers transprted by that air carrier. Fr such service, the airprt cllects an additinal, cst-related charge frm the air carrier. 17

7.1.5. Security charge A security charge is cllected fr each passenger departing frm a Finavia airprt. Security charge per departing passenger 4.88 EUR The security charge cvers the services required by EC Security Regulatin (N 300/2008). This is a general descriptin f the services fr infrmatin purpses nly. Passenger security screenings: screening f passengers screening f cabin baggage and hld baggage cntrl f baggage and right f access e.g. at the gate security screening infrastructure (e.g. screening premises, x-ray equipment, and liquid analysers and explsive detectin systems) csts fr guarding the premises inside the terminal and within the airprt security fence, as required by the authrities. Staff security screenings: screening f the staff f Finavia and ther cmpanies perating at the airprt screening f cmpany transprts related infrastructure. Access cntrl: csts resulting frm access cntrl and access cntrl systems airprt fences arund the security restricted area camera surveillance system. Services nt cvered by the passenger charge: guarding f aircraft premises which are in the cmpanies wn use in accrdance with specifically agreed cnditins and enable access t security restricted areas use f Premium security lines at Helsinki Airprt. Fr the use f Premium security lines, the air carrier must make a separate cmmercial agreement with Finavia. Security charge is nt cllected fr: DOM-INT transfer passengers in internatinal traffic r DOM-DOM transfer passengers in dmestic traffic. INT-INT and INT-DOM transfer passengers in internatinal traffic cming frm airprts that meet the security screening criteria specified in EC Regulatin 300/2008. passengers fr which n passenger charge is cllected (paragraph 7.1.4. Passenger charge), excluding the separate lw-cst terminals at Turku and Tampere-Pirkkala airprts. If the airprt is pened r airprt perating hurs extended n request, Finavia has the right t cllect any additinal csts fr security screening frm each peratin fr which the service was used. 7.1.6. Nise charge Nise charge is cllected frm jet aircraft departures and landings at Helsinki Airprt between 2300 0600 LMT. The charge is calculated frm nise levels indicated in the aircraft nise certificate n the basis f take-ff nise measurements in accrdance with ICAO Annex 16 Vlume I, Part II r a nise certificate granted based n take-ff nise measured in accrdance with FAR Part 36. Aircraft which are unable t shw certificated nise levels in accrdance with the abve mentined dcuments will be charged at the highest take-ff nise rate f a similar ICAO aircraft type in accrdance with the flight plan. Nte: Nise charges fr landing aircraft are als calculated based n take-ff nise levels. 18

Charges f less than EUR 10.00 will nt be cllected. The maximum nise charge is limited t EUR 3000.00. Exemptins frm landing charge Landing charge is nt cllected frm: 1. search and rescue flights authrised by the apprpriate cmpetent bdy 2. aircraft returning t the airprt f departure fr technical reasns r due t adverse weather cnditins 3. aircraft registered as: a) sailplanes r pwered sailplanes b) ht air ballns c) vintage aircraft. 4. paragliders r hang gliders. NOTE: Glider peratins at aerdrmes defined in sectin 2(16) f the Finnish Aviatin Act r within their cntrl znes require a permit frm the aerdrme manager r his/her representative. If the nature r scpe f flight peratins changes frm that riginally permitted, the terms must be agreed separately befre the peratins are cmmenced. 4 5. aircraft hlding a valid seasn card fr the airprt in questin. Exemptins 3, 4, and 5 d nt apply at Helsinki Airprt. Nte: Fr the exemptin f a vintage aircraft frm charges, the aircraft peratr must submit a specific ntificatin t Finavia using the address airtrafficinvices@finavia.fi. 7.2.3. Extended perating hurs Extended perating hurs shall always be specifically agreed with the airprt. If airprt perating hurs are extended n request t prvide air navigatin, airprt maintenance and rescue services fr a landing r departing aircraft, an hurly charge fr the extended hurs f peratin is cllected fr each aircraft fr which the service was used. 4 Aviatin Regulatin, PART 2. If the flight is able t land r take ff within 15 minutes f airprt clsing time, n extra charge is cllected. If extended perating hurs were requested, the charge must be paid irrespective f whether the services were actually used r nt. The charge fr extended perating hurs is EUR 620.00 fr the first hur, unless therwise agreed with the airprt fr a special reasn. If the airprt is held pen n request fr several hurs, a charge f EUR 1030.00 will be cllected fr every beginning hur thereafter. In additin, the nrmal air traffic charges will als be cllected. 7.2.4. Extra pening Extra pening shall always be specifically agreed with the airprt. If the airprt is pened n request t prvide air navigatin, airprt maintenance and rescue services fr a landing r departing aircraft, an hurly charge fr extra pening is cllected fr each aircraft fr which the service was used. If extra pening was requested, the charge must be paid irrespective f whether the requested services were actually used r nt. The charge fr an extra pening is EUR 1550.00 fr the first hur, unless therwise agreed with the airprt fr a special reasn. If the airprt is held pen n request fr several hurs, a charge f EUR 1030.00 will be cllected fr every beginning hur thereafter. In additin, the nrmal air traffic charges will als be cllected. 7.3. Discunts fr new rutes T prmte new cnnectins, Finavia ffers discunts n landing and passenger charges fr new rutes. Discunts are granted t scheduled services prvided that there are at least tw landings per week by aircraft with mre than 30 seats. The discunts can nly be granted if the infrmatin required in paragraph 6 has been prvided within the specified time limit. New rute discunts d nt apply t public service bligatin (PSO) rutes. The discunts are nt applicable during night time (23:00 06:00 LT) fr nise reasns, r during peak hurs at Helsinki Airprt (14:30 17:00 LT), in accrdance with the actual time f flight. Discunts will nt be granted fr traffic utside the airprt perating hurs either. Discunts fr new rutes are granted fr a maximum perid f three years, r five years fr lng-distance flights. A flight is cnsidered lng-distance if it is perated with a wide-bdy aircraft t anther cntinent. A new rute means a cnnectin between tw cities with n previus scheduled services. De-icing handling fee De-icing peratrs are required t pay a separate de-icing handling fee, which is based n the amunt f glycl (as delivered frm factry) used in litres. The charge is EUR 0.77 per litre f glycl fluid used. Finavia invices the peratrs mnthly based n the amunts reprted. This applies nly t thse airprts where Finavia has arranged the recvery f glycl (Helsinki, Kupi, Oulu, Jyväskylä, Ival and Tampere-Pirkkala Airprt). Every de-icing peratr is required t give a mnthly reprt n the amunt f de-icing fluid used during each mnth with de-icing peratins. The reprt must, n a daily basis, include the types f glycl used, the amunts in litres and the number f treatments in each de-icing area, as well as per aircraft type in each de-icing area. Cnsumptin f the fluids are t be reprted in factry-delivered litres, regardless f the glycl-cntent (type I is 80 % and type IV is 50 %). In additin, the peratrs must retain the infrmatin n individual treatments fr the purpse f any assessment f envirnmental impacts. Fr Helsinki Airprt, the reprting f glycl amunts used is described in the airprt de-icing regulatin, which is published every year. The peratrs shall use the area definitins cntained in the de-icing regulatins in their reprting. The peratrs shall, n request, be able t shw reliable, audited recrds n the use f de-icing glycl. Statistical data n the use shall be retained fr 6 calendar years in accrdance with the accunting legislatin. The infrmatin n deicing fluid used shall be sent each mnth, by the 5th day f the fllwing calendar mnth, t Finavia fr invicing and envirnmental reprting purpses. Emergency preparedness charge In accrdance with Finnish Aviatin Regulatin AIR M1-12, aircraft refueling may under certain cnditins (e.g. in a hangar, with certain types f fuel, engines running) nly be cmmenced if a rescue vehicle is n site. The pilt-incmmand shall call the rescue vehicle via ATC. Finavia will invice the peratr fr this emergency preparedness at EUR 160.00 per hur r part theref. 8.3. Oil recvery charge Finavia will charge any expenses caused by il spills and chemical spills due t aircraft verfilling r technical malfunctins frm the entity respnsible fr the damage r its insurer. The il recvery charge is EUR 176.00 per hur r part theref. 21

8.4. Run-up area charge at Helsinki Airprt The run-up area charge at Helsinki Airprt is EUR 100.00 per hur r part theref. The charge is cllected accrding t the time reserved, even if the ttal time was nt used. 8.5. Aircraft twing service at Kittilä Airprt During the peak seasn at Kittilä Airprt, sme aircraft must be twed t remte parking stands by Finavia s staff. A fee f EUR 250.00 is charged fr this service each time. This charge is inviced by Airpr. 8.6 Premium security lines at Helsinki Airprt Premium security lines at Helsinki Airprt cst EUR 2.20 per passenger, in additin t nrmal security charge. Fr the use f Premium lines, the air carrier must make a separate cmmercial agreement with Finavia. Finavia reserves the right t change the unit charge during the year. 8.7 Other charges at Helsinki Airprt The airprt is entitled t charge the air carrier fr any reasnable extra csts incurred as a result f the air carrier s negligent r nn-cmpliant activities. Examples f such charges include extra runds made by passenger buses, dispsing f litter frm aircraft, incmplete r errneus schedule r traffic messages, unnecessary reservatin f PRM transprts and persnnel r mving incrrectly parked grund vehicles. 9. Payment f charges and value added tax The aircraft wner, pssessr and peratr are jintly respnsible fr paying the csts f services prvided t them by the airprt peratr r service prvider fr the time f their right f wnership, pssessin r use, and during the perid fr which they are listed in the aircraft register as wners, pssessrs r peratrs. The airprt peratr may, by refusing t prvide services r by any restraining facilities r structures, prevent the aircraft frm departing until the charges due fr payment have been paid r a security given. Finavia may refuse t prvide services, if service charges have nt been paid. 9.1. Methds f payment The air carrier shall agree n the methd f payment with Finavia befre the estimated ff-blck time by cntacting payments@finavia.fi. Unless therwise agreed with Finavia, the charges will fall due fr payment immediately after the service has been prvided, and shall be paid t Finavia befre the ff-blck time n an airprt perated by Finavia. In general, Finavia requires advance payment r a bank guarantee f all air carriers wh have nt been Finavia s invice custmers fr the last 12 mnths r wh have had any earlier disruptins f payment. The advance payment r bank guarantee must be delivered t Finavia befre the peratins are started. T ensure the payment f charges, Finavia may als therwise decide t require an advance payment r acceptable bank guarantee. 9.1.1. Payment n invice Air traffic charges can be paid afterwards by invice nly if agreed in advance with Finavia. The invices will be sent t the address prvided by the air carrier r ther aircraft peratr befre the peratins are started. The sum must be paid t Finavia s bank accunt by the due date, which is 14 days frm the date f the invice. 22

If the services r flights are, at the air carrier s r aircraft peratr s request, divided n tw r mre invices (e.g. different address, different payer etc.), a supplemental invicing charge f EUR 150.00 is added. Any remarks n invices must be made within 6 mnths f the date f the invice. 9.1.2. Advance payment The advance payment must cver all air traffic charges fr the series f flights. Please ntice that prepayment is nly an estimatin f the future charges. In case the advance payment des nt cver all charges, an additinal payment is required. Overpayments will be credited t the peratr after the series f flights has ended. The invices are sent t the peratr fr bk-keeping. Finavia pays n interest n advance payments. 9.1.3. Bank guarantee The bank guarantee must cver all air traffic charges fr the series f flights. If the duratin fr the series f flights is mre than three mnths, the guarantee must cver air traffic charges fr at least three mnths. Mrever, the bank guarantee must be valid fr at least three mnths after the series f flights ends. If the series f flights cntinues fr an undetermined time, the bank guarantee cvering the charges fr three mnths must be valid fr at least ne year frm the beginning f the flight series. Finavia may, at its wn discretin, als require that the guarantee must be valid fr an undetermined time. Finavia s specific acceptance fr the bank guarantee must always be btained befre the flight r series f flight begins. The bank guarantee 5 must be an irrevcable, i.e. first demand guarantee, and the issuing bank must have an Investment Grade credit rating (Mdy s / S&P / Fitch rating) and an fficial crrespndent bank lcated in Finland. Finavia reserves the right t accept r reject the guarantee ffered. When Finavia has received an acceptable bank guarantee, air traffic charges can be cllected afterwards by invice. 9.2. Interest n late payment In case f delayed payment, a penal interest is charged fr the time f delay. In ther than cnsumer relatins, the rate f interest is tw percentage units higher than the current interest rate specified in the Interest Act. 9.3. Value added tax Value added tax fr the state will be added t the charges as specified the Value Added Tax Act. In accrdance with the main rule in the Value Added Tax Act, air traffic charges and ther payments fr services supplied t aircraft are subject t tax. The supply f services t satisfy the direct needs f an aircraft r f its carg fr an entrepreneur wh perates fr reward mainly n internatinal rutes is exempt frm tax. The air carrier bears the burden f prf fr shwing that the airline mainly perates cmmercial air services n internatinal rutes. 5 A guarantee that is t be paid immediately n demand, and the bank cannt refuse frm paying after receiving a crrectly frmulated demand. When this kind f guarantee is used, the bank is bliged t pay the guaranteed amunt at the request f the beneficiary, withut determining whether the persn/rganisatin guaranteed has cmmitted a cntractual breach r missin. 23
