DRAFT MINUTES OF A SCHEDULED MEETING OF THE STORMWATER MANAGEMENT COMMISSION VILLAGE OF NORTHBROOK COOK COUNTY, ILLINOIS NOVEMBER 16, 2017 The meeting was called to order at 6:30 P.M. in the 2nd Conference Room at the Public Works Center. Members present; Chairman Thomas Burke Adele Sturgis Peter Rosner Craig Hetue Leonard Rago Members absent; Eugene Chodash Pedro Cevallos Greg Hoeft Bill Pappas Other staff present: Matt Farmer and recorder Colleen Brunner. 1) Minutes: On a motion made and seconded, the minutes from the September 21, 2017 meeting were approved with the following change; additional member absent- Pedro Cevallos. 2) Hear From the Audience: None. 3) Old Business: a.) MSMP Project 31 Property Update i. MSMP Project 31- Matt Farmer had contact with the owner s representative concerning the future sale of a property that could possibly be used as a detention location. An appraisal has been conducted and the design has been moved up to 2018. 4) New Business: a) Verbal Update of Current Stormwater Management Projects. i. Dundee/Skokie Blvd. (Project # 9) This is an IDOT property that had been poorly maintained. The channel cleaning is almost completed and this will reduce flooding at the intersection. The Village will most likely maintain the property. The project came in on budget. ii. Keystone/Chartres (Project #10) The project is almost complete, just a few minor items and landscaping. The Park District was happy with the results. iii. Sunset Lane (Project #17) The project is complete with the exception of mailboxes and fence restoration.

Woodlawn Rd (Project 22) and Dehne (Project 25) Survey work is being done on this project for construction in 2018. b) Lake County 2017 Homeowners Flood Proofing Expo and Workshop Matt Farmer attended the expo and stated there were 30-40 private vendors from contractors, insurance companies, and government groups there to provide valuable information. He has a floodplain resource book available for any of the members to borrow. Member Sturgis questioned whether Northbrook and Glenview could join together to provide a similar expo. Matt felt the Libertyville Expo was well done and recommended that Northbrook residents could attend this event. He will follow up to see if it will be held in the future. c) Verbal Update on October 14, 2017 storm Overall Northbrook faired the storm pretty well. 3 ½ of rain fell over the weekend with 1 ½ in 1 ½ hrs. Public works had 34 calls for street flooding, mostly due to leaves clogging the drains. It was considered a 10 year flood. d) Stormwater Commissioner Vacancy Member Chodash is no longer residing in Northbrook, so the Village is looking for a 9 th member. President Frum will look to fill the vacancy. 6) Next Meeting date is January 18, 2018. Members discussed and think the meeting is probably not needed. Next meeting will be in March. 7) Additional Comments Member Sturgis asked about the 27 properties that were removed from the Techny Drain. The county had questions concerning them. Matt will follow up with the county. Members commented on the Shermer Rd. Underpass (Project #15). The railroad is proposing a third rail in the future. The current stormwater project has been cancelled but when the bridge was rebuilt, new drains and ditches were installed and there has been no flooding. Project #6- Church St. - there is no plan to build on the vacant lot by the current owner who lives next door. It is a very narrow lot, which would be difficult to sell later if an easement was obtained and a stormwater pipe installed.
