Incident Update Date/Time of Incident: Location of incident: Area Description: Name and Type of Ship: 27 Apr 2010 at 1726 hrs (local time) 1 12.38 N, 104 45.92' E 11 nm east of Pulau Bintan, Indonesia Atlantic 3 / tug boat Atlantic 5 / barge Details of Incident Background 1. The ReCAAP Information Sharing Centre (ISC) issued an Incident Alert on 30 April 2010 following a report that the shipping company lost contact with tugboat, Atlantic 3 while towing barge Atlantic 5 at about 1726 hrs on 27 April 2010. The maritime authorities in the region and all ReCAAP Focal Points were immediately alerted to the missing vessels. Refer to Incident Alert 11/2010 (attached in Annex). On 3 May 2010, the nine crew of Atlantic 3 comprising six Indonesians, two Malaysians and one Myanmar national were found in a life raft adrift off Vietnam. They were rescued by the Vietnamese authorities who responded to the distress signal sent out from the life raft s position indicating beacon. The crew was reported to be in a state of fatigue but overall well. They arrived in Vietnam on 8 May 2010. Refer to Incident Update dated 7 May 2010 (attached in Annex). Latest Development 2. On 19 May 2010, the Philippine Coast Guard (PCG) which is also the ReCAAP Focal Point (Philippines) reported to the ReCAAP ISC that two vessels matching the description of tug boat Atlantic 3 and barge Atlantic 5 had entered Sarangani Bay, Sarangani Province in the morning (refer to map). The personnel of the Coast Guard Station General Santos boarded and inspected the vessels at about 1200 hrs and confirmed the vessels to be Atlantic 3 and Atlantic 5. 2

3. The authorities arrested the personnel cutting away the welded names of the tug boat and barge using gas torches. Initial investigations revealed that the tug boat had been renamed Marlyn 8. The vessels are currently taken into custody by the Philippine Coast Guard and investigation is ongoing. This is the second incident of recovery of a missing tug boat by the Philippine Coast Guard. The first incident involved tug boat Asta which was recovered by the Philippine Coast Guard at Loreto, Dinagat Province (southern Philippines) on 25 Feb 2010. More details of the incident involving Atlantic 3 and Atlantic 5 will be reported in the ReCAAP ISC report for May 2010. 4

Latest Development 2. On 3 May 2010, the Vietnamese Navy rescued nine crew of Atlantic 3 comprising six Indonesians, two Malaysians and one Myanmar national in a life raft found off Vietnam. The crew was detected by the Vietnamese Navy who responded to the distress signal sent out from the life raft s position indicating beacon. The crew was reported to be in a state of fatigue, but overall well, and heading towards Vietnam. Initial investigation indicates that the crew had been abandoned in a life raft near Spratly Islands, and Atlantic 3 was assessed heading easterly. Please see map below. The ReCAAP ISC had alerted the ReCAAP Focal Points in the region, particularly the ReCAAP Focal Point (Philippines) and ReCAAP Focal Point (Brunei) to lookout for the missing vessels. 6

Annex Incident Report: 11/2010 Date/Time of Incident: Location of incident: Area Description: 27 Apr 2010 at 1726 hrs (local time) 1 12.38 N, 104 45.92' E 11 nm east of Pulau Bintan, Indonesia Name and Type of Ship: Atlantic 3 / Tug boat (IMO number 9476628) Details of Incident On 27 April 2010 at about 1130 hrs (local time), a Malaysian-registered tug boat, Atlantic 3 towing barge Atlantic 5 departed Tanjung Ayam, Johor, Malaysia for Kintap, South Kalimantan, Indonesia after replenishment of fresh water. At about 1726 hrs (local time) on 27 April 2010, the shipping company lost contact with Atlantic 3. The last known position of the tug boat and barge was at position 1 12.38 N, 104 45.92' E, approximately 11 nm east of Pulau Bintan, Indonesia. Refer to map below. Johor Last assessed position of Atlantic 3 and Atlantic 5 Singapore Tanjung Ayam Batam Bintan Approximate Location The vessels were scheduled to transit through Pulau Bintan, Indonesia between midnight of 27 April 2010 and the morning of 28 April 2010. The shipping company reported the incident to the Singapore s Port Operations and Control Centre (POCC) 8

and the ReCAAP ISC on 29 April 2010. The Singapore s POCC who is also the ReCAAP Focal Point (Singapore) initiated a broadcast on NAVTEX about the missing tug boat and barge, and asked vessels to report sighting of Atlantic 3 and Atlantic 5 to POCC and MRCC Putra Jaya. The ReCAAP ISC had also alerted the maritime authorities in the region, including the Malaysian and Indonesian authorities and the Philippine Coast Guard about the missing vessels. The first incident involved the hijacking of an Indonesian-registered tanker, Kraton on 22 Sept 2007 at approximately 40 nm southeast of Pulau Bintan. A total of 14 robbers armed with pistols and parangs (long knives) boarded the tanker, kidnapped the crew and hijacked the ship. Subsequently, the authorities intercepted and boarded the tanker resulting in the recovery of the tanker, arrest of the robbers and rescue of the crew. 9

Since January 2010, this is the third tug boat towing a barge that was reported missing. The first incident involved tug boat, Asta on 6 February 2010, and the second incident involved tug boat, PU 2007 on 19 April 2010. In both cases, timely reporting of the incidents to the ReCAAP Focal Point (Singapore) and the ReCAAP ISC was the main contributing factor leading to the recovery of the barges and locating of the tug boats. The ReCAAP ISC urged vessels in the vicinity to lookout for Atlantic 3 and Atlantic 5 and report all sightings of the missing vessels to Singapore s POCC and the coastal State immediately. 10
