International Civil Aviation Organization IVATF/2-WP/21 10/6/11 WORKING PAPER INTERNATIONAL VOLCANIC ASH TASK FORCE (IVATF) SECOND MEETING Montréal, 11 to 15 July 2011 Agenda Item 5: Report of the International Airways Volcano Watch Coordination Group 5.1: Volcanic ash-related provisions and guidance IVATF TASK TF-VAA01 PROGRESS REPORT IDENTIFICATION OF VOLCANIC ASH RELATED GUIDANCE THAT NEEDS TO BE UPDATEDD (Presented by the Rapporteur of the IAVW Coordination Group) SUMMARY This paper provides a progress report on the work conducted to identify volcanic ash-related guidance that needs to be updated. 1. INTRODUCTION 1.1 At the first meeting of International Volcano Ash Task Force (IVATF/1 held 27 July 2010), the task TF-VAA01 as assigned to the IAVW Coordination Group as follows: to 30 TF-VAA01 Identification of VA-related guidance which needs to be updatedd (e.g. contingency plans, training material, computer-based training, risk assessments, re- material) 1.2 This working paper provides a progress report on the work conducted by the IAVW Coordination Group to address this suspended ash procedures, competency standards, QMS, VA exercises, VAR-guidance deliverable. 2. DISCUSSION 2.1 During the early analysis of the task the IAVW Coordination Group had requested instructionn on whether regional guidance (e.g. volcanic ash contingency plans) and local guidance (e.g. volcanic ash advisory centre procedures on training, quality management systems, etc. ) were in or out of scope. The first quarterly conference call of the IVATF (October 2010) confirmed thatt regional and local guidance was out of scope and that only global guidance needed to be reviewed. IVATF/2-WP/21-2 - 2.2 The next task of the IAVW Coordination Group was to identify what guidance exists in relation to volcanic ash. Fortunately, a paper describing all the detailed references had been produced by the ICAO Secretariat for the first meeting of the European and North Atlantic Volcanic Ash Task Force (EUR/NAT VATF) in Paris on 12 May 2010. This information paper is re-produced in full at the Appendix to this working paper. The paper provides details of the chapters concerned in the global provisions and guidance that make reference to volcanic ash. References in the attached paper are also made to regional guidance that applies within the ICAO EUR and NAT Regions. In line with the instruction in 2.1 above, no attempt has been made to identify guidance available in other ICAO Regions or any local guidance. 2.3 In addition to the attached paper, the IAVW Coordination Group has identified a number of other documents that make reference to volcanic ash. These include:- ICAO Manual on coordination between Air Traffic Services, Aeronautical Information Services and Aeronautical Meteorological Services (Doc 9377); ICAO Global ATM Operational Concept (Doc 9854); and ICAO Manual on Air Traffic Management System Requirements (Doc 9882) 2.4 Looking ahead, it is clear that there is scope for significant changes in the global provisions and guidance that pertain to volcanic ash. However, it is premature at this stage to anticipate what those changes will be. 2.5 With the above in mind, the IAVW Coordination Group now has a good understanding of the scope of documentation that will require updating and the task should be considered completed. 3. CONCLUSIONS 3.1 Given the above discussion, the IAVW Coordination Group recommends the following: Recommendation 2/wp21-1 That, IVATF task TF-VAA01 be considered complete and the associated IAVW Coordination Group team be dissolved. 3.2 The following draft Action is offered for consideration of the task force: Action agreed 2/wp21-1 Identification of volcanic ash-related guidance that needs to be updated That the IVATF agrees to adopt Recommendation 2/wp21-1 for endorsement.

EUR/NAT VATF/1 IP/03 30/04/2010 EUROPEAN AND NORTH ATLANTIC VOLCANIC ASH TASK FORCE (EUR/NAT VATF) FIRST MEETING (Paris, 12 May 2010) Agenda Item 3: Review of the current contingency plans for the EUR and NAT Regions RELEVANT ICAO DOCUMENTATION CONCERNING THE PROVISION OF AERONAUTICAL METEOROLOGICAL SERVICES RELATED TO VOLCANIC ASH (Presented by the Secretariat) SUMMARY This information paper outlines regional and global ICAO provisions, guidance and plans related to volcanic ash to assist the EUR/NAT Volcanic Ash Task Force (VATF) in its objective to prepare amendments to the regional guidance material. 1. Introduction 1.1 As outlined in WP/02 of this meeting, regional ICAO guidance material in the form of EUR Doc 019 and NAT Doc 006 Part 2 are expected to be reviewed by the EUR/NAT VATF, with amendments proposed thereto, as appropriate, based on the experiences gained from the eruption of the Eyjafjallajökull volcano, Iceland, beginning 14 April 2010. 1.2 This information paper outlines other regional and global ICAO provisions and guidance related to volcanic ash to assist the EUR/NAT Volcanic Ash Task Force (VATF) in its objective to prepare amendments to the regional volcanic ash contingency plans. 1.3 The EUR/NAT VATF should note, however, that any changes that are considered necessary to provisions and guidance contained in global ICAO Annexes and/or Manuals, will be addressed by the International Volcanic Ash Task Force (IVATF), as appropriate. Consequently, such documentation is only referenced here for the information of the EUR/NAT VATF. 2. Regional provisions and guidance 2.1 In addition to ICAO EUR Doc 019 (Volcanic ash Contingency Plan EUR Region) and ICAO NAT Doc 006 Part 2 (North Atlantic Volcanic Ash Contingency Plan), as presented in WP/02, there are a number other EUR and NAT documents and plans concerning the provision of aeronautical meteorological services related to volcanic ash. Global provisions and guidance 3.1 References to the provision of aeronautical meteorological services related to volcanic ash are contained in a number of global ICAO Annexes and Manuals. These include: a) Annex 3 Meteorological Service for International Air Navigation; b) Annex 11 Air Traffic Services; and c) Annex 15 Aeronautical Information Service; d) Doc 4444 Air Traffic Management (PANS-ATM); e) Doc 8126 Aeronautical Information Services Manual; f) Doc 8896 Manual of Aeronautical MET Practice; g) Doc 9691 Manual on Volcanic Ash, Radioactive Material and Toxic Chemical Clouds; and h) Doc 9766 Handbook on the International Airways Volcano Watch. 3.2 A more detailed outline of the appropriate sections of these and other relevant ICAO Annexes and Manuals concerning volcanic ash is provided at Appendix A to this working paper. 4. Action by the Meeting 4.1 The EUR/NAT VATF is invited to note the contents of this paper.

A.4. ICAO Annex 15 Aeronautical Information Services ICAO Annex 15 provides the necessary International Standards and Recommended Practices concerning Aeronautical Information Services.
