Countryside Drive & The Gore Rd Ward #10 Contact: Cindy Hammond, Manager, Sign Unit, 874-2443 Overview: Arenella Estates (Starlane Homes, Greenpark Homes & Treasure Hill Homes) has received draft approval for an 896 unit plan of subdivision, Vales of Humber, located between McVean Drive and The Gore Road, north of Countryside Drive and south of Mayfield Road. An application has been submitted for a site specific amendment to the Sign By-law to permit nine temporary ground signs located on the development site as shown on Schedule 2 to the report. The proposed sign area of each sign is 17.86 sq.m. (192 sq.ft.) The Sign By-law permits one temporary ground sign 15 sq.m. (161.5 sq.ft.) in sign area. The number and size of the proposed signs is excessive particularly when combined with signage permitted on the sales office sites and signage approved and in place for the adjacent developments in the area. It is recommended that a total of four temporary ground signs be approved, one on each of the arterial roads abutting the development area in a location to be determined by the applicant. It is further recommended that the size of the ground signs comply with the Sign By-law and that the signs be separated by a minimum distance of 300 m (984 ft.) The recommended signage together with signs permitted in conjunction with the sales offices will provide significant exposure for the three builders. Public notice has been provided pursuant to the Procedure By-law.

1. THAT the report from Cindy Hammond, Manager, Sign Unit, Building Division, Planning, Design and Development Department, dated August 23, 2013, to the Planning, Design & Development Committee Meeting of September 23, 2013, re: Recommendation Report - Site Specific Amendment to the Sign By-law 399 2002, as amended - Ward 10 -Arenella Estates Inc., Countryside Dr. & The Gore Rd."be received; K3-2. Recommendations: 2. THAT the applicant's request for a site specific amendment to the Sign By-law to install nine signs, 17.8 sq.m. in sign area, located as shown on Schedule 2 to this report be refused; 3. THAT the staff-recommended amendment to the Sign By-law, attached hereto as Schedule 4, be enacted to permit four signs, in a location to be determined by the applicant, provided that: a. No more than one sign is installed on each of the arterial roads abutting the development, b. The signs are separated by a minimum distance of 300m, and c. The signs do not exceed 15 sq.m. in sign area, d. The signs shall be removed within three years of the approval of the building permit or completion of the residential lots within the subdivision, whichever comes first, and e. No further ground signs be requested for this plan of subdivision; and 4. THAT Arenella Estates Inc. be responsible for the cost of the public notification. Background: A plan of subdivision, Vales of Humber, has been draft approved between McVean Drive and The Gore Road, north of Countryside Drive and south of Mayfield Road. Arenella Estates (Starlane Homes, Greenpark Homes &Treasure Hill Homes) will construct 896 new residential dwellings within the plan of subdivision. In addition to permitting one temporary ground sign within the subdivision, the Sign By law also provides Production Home Builders' the opportunity to display the following signage: One ground sign 15 sq.m. (161 sq. Ft.) in size and unlimited wall signs to identify a temporary sales office, One ground sign 0.75 sq.m. (8.1 sq.ft.) in size to identify a model home, and 12 A-frame signs on the road right-of-way permitted in conjunction with each sales office.

Current Situation: Arenella Estates has requested a site specific amendment to the Sign By-law to permit nine temporary ground signs 17.86 sq.m. (192 sq.ft.) in size, located as shown on Schedule 2 to the report, the Sign By-law permits a maximum of one sign 15 sq.m. (161 sq.ft.) in size. The number and size of the proposed signs is excessive particularly when combined with signage permitted at sales office and development sites in the surrounding area. Five home builders are constructing in the adjacent Countryside Villages development. As the subdivision spans over a particularly large area and is to be developed by three home builders, it is recommended that four temporary ground signs, one on each main arterial road be approved for this plan of subdivision. It is further recommended that the size of the signs be in conformance with the provisions of the Sign By-law and that the signs be separated by a minimum distance of 300m (984 ft.) Corporate Implications: Staff of the Urban Design Division of the Planning, Design and Development Department concur with the staff recommendation. Conclusion: A site specific amendment to the Sign By-law to permit nine temporary ground signs on the plan of subdivision between McVean Drive and The Gore Road, north of Countryside Drive and south of Mayfield Road has been requested by Arenella Estates. The proposed size and number of signs is excessive when combined with signage displayed in the surrounding area. It is recommended that a total of four temporary ground signs be permitted on the plan of subdivision and further that the signs are in keeping with the size limitations within the Sign By-law.
