Welcome and Introductions The meeting started at 7:00 pm in Northolt Library, Church Road Northolt. Cllr Mahfouz (chair) welcomed all officers in attendance and advised to leave contact details for future meeting information. 2. Safer Neighbourhood Team Cllr Mahfouz advised that car theft in the area has fallen. Number plates have been stolen off cars, however there are bespoke anti-theft number plate screws for different cars to help combat this. Reminder: Do not leave your valuables such as mobile phones or Satellite Navigation (Sat Nav) equipment in sight of people passing by. Clean off the sticker mark (left behind when you take off your sat nav) 1
Question: Is any action being taken on drug dealing outside Tesco Express? Answer: Not aware of situation taking place at this area, Will have the drugs team look into the situation. Question: There is a camera outside St. Josephs Church, but the camera doesn t seem to be connected? 3.0 Grand Union Village Health Centre Marie Pemberton advised all residents that local clinics would be relocated to a Grand union village health centre in February 2011. Two clinics in Northolt have no more capacity to redevelop and would have to relocate to new health centre. M.P advised that the scheme as been discussed since 2006. The new clinic would include standard clinic rooms and a bespoke room. Answer: We will get the alley gating team to look into this problem and try to get this resolved as soon as possible Question: What about the elderly patients in the area that live locally, will they have to commute to new clinic? Answer: We currently have no pedestrian access to the health centre from the Ruislip Road, although we are investigating options to try to address this and will inform local residents and patients when we have a decision. Options are being looked at with Taylor Woodrow and Catalyst Housing. Bus routes stop on the Ruislip Road and Broadmead Road. 2
Question: Lilliput Avenue has not received any information on the new clinic? 4.0 RISE Ealing Jeremy Sharpe introduced new proposal starting in January 2011 to help isolated older people. There are 120 isolated older people involved in a similar existing project in Wandsworth run by Regenerate-RISE. Scheme will propose different ways to get older people active, i.e. lunches, learning new skills, volunteers, health, weekly outings, entertainment. Scheme will be run with Lottery funding granted to the scheme, to be run at Dovetail Centre, St. Barnabas Church, Grand Union Centre and a local pub. Answer: This issue was investigated with the royal mail, and information has been re-distributed out to this and another road. Last Census shows that 700-800 out of 1700 people over 65 in the ward are living alone. Equivalent to 46% A full time coordinator and part-time driver have been appointed and two further staff will be appointed early in the new year. RISE Ealing would also like to purchase a second hand 12-seater mini-bus and are seeking funds from the wards. There are leaflets and DVD s available. 5.0 Regulatory Services Pat Gilmore is not in attendance so item will be moved to 3 March Cllr Mahfouz informed residents that 3,000 would be given from Northolt West End and matched from other wards to support the scheme. 3
meeting. 6.0 Investment in Yeading Lane Evelyn Gloyn handed out plans of Yeading Lane improvements to all residents. Jeff Anderson discussed improvement plan has began and traffic slip roads have now been undertaken to improve traffic and parking. New plans will improve the area and help to improve the sense of well being as well as making it aesthetically pleasing for residents. The area will be lighter with street floor lights shining onto the top of new trees. Whole area will be de-cluttered with redundant street furniture to update the whole look and will ultimately benefit local businesses. 7.0 Northala Fields recycling pilot scheme Cllr Mahfouz discussed new proposal of sustainability of Northala Fields with residents. Proposal outlines new bins, which will be kept next to the Café, which is soon to open. Bins will be in place next to the café to make it easier for them to be emptied and used more frequently. Park service team will be re-contracted to empty bins, monitoring will also be put in place to assess the usage of the bins. Question: How will the usage of parking bays be monitored to ensure nobody is parking in them for a long time? Answer: The parking bays will be monitored with bus lane cameras, which are also in operation on this road. Question: How long will the floor lighting last before getting vandalised? Answer: Lighting will be protected by shatterproof glass and will be in a dip in the ground to make them harder to reach. Bollards where another option but these were seen as older furniture, which clutters up the road. Question: How will the facilities be sustained, such as toilets etc? Answer: The team who will be running the café are very experienced, as they have previously run a café in Bushey with a lot of success. Discussion with the type of bins being used, Cllr Mahfouz not happy with designs being offered as it is not in line with the colour scheme of park. New designs will be offered. 4
Education facilities next to Café are also complete and soon to be open. Delay with opening due to problem with running water, but issue is now resolved. Will be used by schools on an appointment basis. Education Centre will have access to toilets and kitchen. 8.0 Environment Crime Update 5
Eddie Griffin not attending, Cllr Mahfouz went through report. Daily monitoring to be carried out. Cllr Mahfouz asked residents if they were aware of GrimeBusters hotline. Resident replied with good feedback, as fly tipping was removed within 48 hours of being reported. Question: What about dog fouling? Answer: Parks will deal this with within 24 hours. REPORT IT 24/7 on GRIMEBUSTERS HOTLINE 020 8825 8825 Spillages- Regular monitoring of areas where residents are putting waste on public highway ore leaving bags out too early so that they are burst open by birds/ foxes etc. Warning/ Educational letters to residents. Alleyways behind Tesco (White Hart)- Regular inspections and the issue of fixed penalty notices have kept the area fairly clear. 6
9.0 Ward Forum Project Update Cllr Mahfouz Gave update on proposed projects for 2010/2011. Dovetail Centre a success for 2009 and will have more funding to go forward. Cllr Reeves informed that Rushdene Cresent allotments improvement have a small issue with the contracts so this has been delayed, however this is being resolved. Below overall capital spend, as CCTV cameras were not what was requested. Left over money to be re-invested into more CCTV cameras. See the ward forum project proposals that have been published separately. Highways to liase with resident as to where double yellow lines on Hawtrey Avenue need to be placed. Laughton Road to have new bin and bench and new playground equipment for toddlers. Resident informed that no equipment is in this park as it was removed. Cllr Mahfouz discussed that the new equipment had been provided in Limetrees Park. Traffic assessment outside West London Academy to be taking out at other schools. 10.0 Any Other Business Church Road Speed limit Does not stop speeding, new signage will need to be implemented to make people slow down. GPS and police flashguns have shown the road to be a 40mph limit, although this is to be amended to show that it is actually 30mph. Question: Will there be a one-way system at Radcliffe way? Answer: This can be put into place and is not expensive to implement. Resident voiced concern over the speed limit of Church Road and weather a raise of speed limit is needed due to the school. Cllr Mahfouz explained that he has been in discussion with Transport for London and the speed limit of a road cannot be legally below 30mph 7
Speed camera for this road is on the waiting list; due to the number of deaths in recent years this has become a priority. Question: Why is the bus lane camera at the end of Bengarth Road facing the wrong way? People are still using the bus lane. Recycling Reward Scheme 20,000 will be awarded for recycling to the best ward. Currently Northolt West End ward is in bottom 3 wards for recycling due to not enough publicity of recycling. It has become easier for residents to put all rubbish in a black bin bag and this will need to be rectified with new leaflets. Wheelie bins have been suggested, but this cannot be implemented on a ad-hoc system, will need to be put into whole areas, which is not cost affective and houses do not the capacity. Money awarded can be spent on anything the Ward wants to. Currently have a problem with split bins not being cleared up, currently looking into have same day street cleaning to ensure all rubbish left out of bags is taken away. Answer: Transport for London have not been enforcing this and it will need to be rectified, Cllr Mahfouz to take the issue to TFL. Question: Is anything being done about people running the red lights at Church Road traffic Light? Answer: Again, this will need to be taken to TFL. Please can the resident write out a letter highlighting the issues to make them easier to be outlined. Question: My green recycling box was not emptied due to somebody putting an old pizza box inside it, despite this being disposable. Why are green boxes not being emptied on a regular basis? Answer: Will ensure that recycling team are collecting all boxes, as the recycling is sorted out anyway, this should not be an issue. 10.1 Dates of future meetings Thursday 3 March 2011 8
