CONTEXT Participating countries Member States: Germany Austria Hungary Czech Republic Slovak Republic Slovenia Bulgaria Romania Croatia Accession Countries: Serbia Bosnia and Herzegovina Montenegro Neighborhood Countries: Moldova Ukraine The EU Strategy for the Danube Region (EUSDR) is the 2 nd macro-regional strategy adopted by the European Commission (Dec. 2010, endorsed by the European Council in 2011). The Strategy seeks to create synergies and coordination between existing policies/initiatives taking place across the Danube Region. The Strategy is accompanied by a detailed Action Plan, which presents the operational objectives, projects and actions of the EUSDR. 2

CONTEXT The responsibility for the implementation of projects and activities from a content as well as budgetary point of view lies directly with the Danube countries stakeholders (private or public), as for the EUSDR no substantial additional EU budget is provided. 3

GOVERNANCE KEY ACTORS The High Level Group (HLG) on macro-regional strategies is made up of official representatives from all EU Member States. The National Contact Points (NCPs) coordinate and keep an overview of the participation of their country in the implementation of the EUSDR including all 11 Priority Areas. The role of the NCP is to promote the Strategy, inform relevant stakeholders on the national level of key developments and assist the European Commission in its facilitation role. The Priority Area Coordinators (PACs) ensure the implementation of the Action Plan. Each Priority Area is jointly coordinated by two participating countries - for PA7 these are Serbia and Slovakia. They are supported by a "Steering Group with national representatives from all EUSDR countries. The EUSDR Laboratory Group is a networking platform bringing together representatives of EU Cohesion Policy programmes, European Commission representatives and interested PACs. INTERACT Point Vienna, is involved in facilitating interaction between stakeholders, managing the website, dissemination, supporting exchange among PACs and NCPs in their tasks and promoting the Strategy at the European level. 4

TARGETS PA7 In order to make relevant contributions to the defined targets, the Steering Group has adopted a Roadmap. In regard to the Roadmap document the actions are monitored and assessed, and the Roadmap is updated regularly at the Steering Group meetings. 5

UPDATE PA7 Focus 2015 Implementing a pilot-phase for a structured Labelling Process for Danube Region relevant projects within the Call Spreading Excellence and Widening Participation H2020-TWINN-2015 / Deadline: 07-05-2015 Deepening the co-operation in the area of higher education especially via the two relevant Rectors Conferences DRC and AARC in the region. Monitoring the further progress of the DRRIF Feasibility Study (publication foreseen for June 2015), further development of pilot activities for transnational coordination of research and mobility activities; Enhancing the efforts in the area of information and communication technologies e.g. related to the topics of open innovation, e-government, living labs and knowledge transfer; Continued collaboration with the JRC in the area of Smart Specialisation Further co-operation/co-ordination with the Danube-INCO.NET project. 9

Links DANUBE-INCO.NET Close co-operation with the Danube-INCO.NET http://danube-inco.net/ project on various levels: Danube-INCO.Net representatives participate in the Steering Group meetings as well as in the DRRIF Working Group meetings to a) provide information as necessary and b) to get relevant information for their project. Danube INCO.Net representatives are consulted by the DRRIF feasibility study authors as needed and have been involved on feedback to the analytical part of the study. Danube-INCO.NET offers additional complementary analysis (co-publication and co-patent analysis; stakeholder; thematic areas, funding agencies..) Danube-INCO.NET supports cooperation between the Priority Areas. Danube-INCO.Net results will be promoted at the Annual Forum in Ulm 10
