Terms of Reference: A consultancy for the development of an ecotourism business plan for Fayoum Protected Areas Country: Arab Republic of Egypt Project Title: Egyptian Italian Environmental Cooperation Project (EIECP3) Post Title: A consultancy for the development of an ecotourism business plan Duty Station Cairo and the project s targeted areas in Fayoum. Duration: 6 months (the number of working days is estimated: fees will be paid on the actual working days and deliverables). Expected Starting Date: September 2018 Background The Egyptian Italian Environmental Cooperation Programme started in the late 90s, and it is currently in its third phase of implementation (EIECPIII); its second phase came to an end in 2010, while a bridging phase was executed between 2012 and 2015. The current third phase of EIECP started in July 2016, and aims at further developing Egypt's Protected Areas (PAs) system mainly with the view of establishing income-generating mechanism for communities living within and around three protracted areas (i.e. Wadi Rayan, Lake Qaroun and Wadi Gemal). EIECPIII will also tackle other PAs management needs of the Nature Conservation Sector (NCS), such as that of information gathering/generation management and analysis. Development of ecotourism and broadening the access to tourism-related market of other economic sectors is a pivotal task in EIECPIII deployment approach; broadening these links between ecotourism and communities' livelihood will tighten the inter-dependence of this livelihood and the local natural/cultural assets, ultimately resulting in a stronger sense of ownership and care for these very assets. With specific reference to ecotourism development in Fayoum, EIECPIII produced: a Baseline Needs Assessment for Wadi Rayan and Lake Qaroun PAs; an integrated Ecotourism-Infrastructure Development Plan for Wadi El Rayan; and drafted a situational analysis for the development of ecotourism businesses in Wadi Rayan PA as well. Several ground interventions were also carried out by EIECPIII in Fayoum to enhance the quality and status of the PAs and of the existing tourism assets: these interventions include: the establishment of Qatrani Open Air Fossil Museum; the improvement of the waterfall entry gate and cafeterias area in Rayan; and a number of training and capacity building initiatives for local community-based businesses (e.g. crafter in Tunis and Nasla; ecotourism guiding). Furthermore the project promoted intense interactions and discussions with local stakeholders and the PAs of Fayoum, leading to the establishment of a tourism 3

association in Fayoum composed by a diverse range of stakeholders involved in the tourism sector. To align stakeholders efforts in the tourism sector the project organized a workshop on July 29 th 2018 involving local and national stakeholders to discuss the potential and strategic issues that can unlock and further develop tourism in Fayoum. All the above tasks have been designed and executed in the framework of a community Based Natural Resources Management (CBNRM) scheme specifically prepared by EIECPIII to promote sustainable development by linking ecotourism to all other existing and potentially viable local economic activities. Objective Based on the existing reference documents and developments introduced by the project and taking into consideration the outcomes of the July 29 th 2018 tourism workshop (see under Background), the incumbent will produce a comprehensive business plan for the development of responsible and rustainable ecotourism in Fayoum. This Responsible and sustainable Ecotourism Business Plan (RSEBP) shall be: built around the two PAs of Wadi Rayan and lake Qaroun, as well as other tangible and intangible cultural heritage of Fayoum (e.g. Qatrani fossil museum; Tunis and Nasla potteries and crafts); endorsed by NCS; accepted by all concerned actors and stakeholders as their key guiding tool for the development of ecotourism in Fayoum; consider the experiences from the implementation of the ecotourism development plan for the period 2005-2015. Main activities Analyse reference documents and ecotourism developments introduced by EIECPIII, as well as other interventions and developments recently occurred, also in the light of the outcomes of the workshop held on July 29 th 2018. Collect information and prepare an up-to-date inventory of Fayoum s tourism values, resources and assets that can be valorised in the framework of responsible and sustainable ecotourism. Fill gaps in the tourism market analysis, also considering the last years trend of the increasing number of domestic tourists. Define and assess threats and impacts caused by domestic and international tourists that need to be managed, and that require co-management actions between the PAs and the local stakeholders. Recognize the new developments in relation to stakeholders coordination due to the establishment of the Fayoum ecotourism association and in the framework of the CBNRM scheme for Fayoum developed by EIECPIII. Develop the key content-elements for each of the four items to be included in the RSEBP (see under Deliverables), prepare appropriate documental material to illustrate these content-elements, and discuss them with all stakeholders and concerned institutions to get their feedback and agreement. Amend/integrate the said content-elements accordingly. Draft the document illustrating the RSEBP and support EIECPIII in the organization and execution of a workshop to present, finalize and formalize the stakeholders agreement on the RSEBP. 4

Deliverables 1 - A document illustrating the Responsible and Sustainable Ecotourism Business Plan (RSEBP), that will comprise at least the following items: 1. An integrated Ecotourism Destination Profile for Fayoum; 2. An Ecotourism Development Vision on how to tailor-make eco-friendship, responsibility and sustainability of tourism in the specific context of Fayoum, together with a set of planning measures to implement this vision; 3. An array of Responsible and Sustainable Tourism products, itineraries and packages for domestic and international tourism; 4. A calendarized program of specific actions to: develop communication and promotional material for both the above mentioned destination and products/itineraries/packages; engage tour operators to test and market the said products/itineraries/packages; establish/develop businesses and partnerships for the operation of the very products/itineraries/packages. 2 - A set of brief reports of meetings with key stakeholders at national and local level, including the tourism association and PAs manager for the alignment of every concerned stakeholders and institutions with the proposed business plan objectives and planned activities. Location Cairo and the project s targeted areas in Fayoum. Commencement and duration Six months: September 2018 February 2019. Budget Competitive bid. Qualifications and Requirements Postgraduate university degree in disciplines related to the specific field of expertise required for the consultancy. An at-least-5-years track record of International and national professional experience in the ecotourism/economic sector. Familiarity with environmental issues. Capacity in organising participatory activities and to lead discussion with high-level stakeholders. Experience in coordinating research and information review. Proven inter-disciplinary analytical skills. Proven capacity to produce high level reports. Language Full command of Arabic and English. Selection Proposals will be evaluated on the basis of cost, quality of the proposal and experience of the consultant.
