NOTICE IS HEREBY GIVEN that Westminster City Council proposes to make the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. 2. The general effect of the Orders would be, in connection with the extension of Cycle Superhighway Route 5, to: (a) revoke the existing one-way working in Atterbury Street; (b) prohibit goods vehicles, the maximum gross weight of which exceeds 7.5 tonnes, from entering Atterbury Street from Millbank; (c) prohibit vehicles from turning right from Atterbury Street into Millbank; (d) shorten the shared use parking place on the north side of Atterbury Street (adjacent to Tate Britain, Millbank) with a loss of three spaces; (e) revise the layout of the shared use parking places on the south side of Atterbury Street (outside the Chelsea College of Arts), while retaining the same number of parking spaces; (f) prohibit northbound vehicles from turning right from John Islip Street into Ponsonby Place and Ponsonby Terrace; (g) relocate the residents parking place on the north-east side of Ponsonby Place (outside Nos. 29 to 43) eastward by 3 metres; (h) introduce double yellow line at any time waiting restrictions: (i) at the junctions of John Islip Street with Ponsonby Place (east) and Ponsonby Terrace (extending for approximately 7 metres); (ii) on the north side of Atterbury Street, at its junction with Millbank (for approximately 30 metres). 3. The proposed Orders and other documents giving more detailed particulars of the Orders are available for inspection until six weeks have elapsed from the date on which either the Orders are made or the Council decides not to make the Orders between 9 a.m. and 5 p.m. on Mondays to Fridays inclusive at WSP Parsons Brinckerhoff, 10 th Floor, Westminster City Hall, 64 Victoria Street, London, SW1E 6QP.

The banned right turn from John Islip Street is intended to prevent traffic from using Ponsonby Place and Ponsonby Terrace as rat-runs. The banned right turn from Atterbury Street into Millbank should prevent obstruction of northbound traffic by vehicles waiting to enter the southbound traffic stream and of the turn lane into Atterbury Street from Millbank. The prohibition of goods vehicles (the maximum gross weight of which exceeds 7.5 tonnes) from entering Atterbury Street from Millbank will prevent conflict between goods vehicles and cyclists using the Millbank cycle lane. The relocation of the parking place in Ponsonby Place will facilitate the construction of build-outs at the junction with John Islip Street. The introduction of double yellow line at any time waiting restrictions at the junctions of Ponsonby Place and Ponsonby Terrace with John Islip Street will prevent obstructive parking at the revised junctions. The introduction of two-way working in Atterbury Street will provide an alternate route for vehicles travelling from Bessborough Gardens to Millbank following the introduction of a no left turn restriction at the junction of Bessborough Gardens, Millbank and Vauxhall Bridge. The amendments to the parking places will assist with the transition to two-way traffic and allow for the re-routing of the No. 88 bus route. The introduction of double yellow line at any time waiting restrictions at the junction with Millbank will prevent obstructive parking outside of the hours of control.
