JTB14 members and officers interests Councillor Pepper declared his interest in the item on on-street parking traffic regulation orders. The Chairman declared his personal interest in any item which affected Herne Bay High School as they were his employer. Dennis Button declared his personal interest in items on the Highway Works Programme 2005/06 and the Integrated Transport Bids 2006/07. Councillor Street-Williams declared an interest in the item on Safer Walking and Cycling Route schemes.
There were no other disclosures of interests. JTB15 minutes 7 june 2005 The Chairman signed as a true record the minutes of the meeting of this Board held on 7 June 2005. JTB16 matters arising from the meeting held on 7 june 2005 a. JTB12 Any other urgent business No Right Hand Turn Sign at Terry s Lane County Councillor Mr Harrison stated that the above sign had not yet been provided and there had been an accident at this junction on Sunday afternoon which involved a young child. He requested urgent action. b. JTB6 Whitstable Town One Way System The Divisional Manager and the Head of Transportation and Engineering advised upon the likely lack of funding for the above scheme as it was not regarded as a high priority. The City Council s Executive would be considering a report on this issue on 1 September. The Highway Manager advised that he had issued a press statement on the new layout of the roads and pavements in the High Street, Whitstable which had apparently caused some confusion. c. JTB11 Dates of future Meetings The Divisional Manager advised that in his opinion there were too many meetings of this Board arranged as other districts only held four rather than seven meetings. The Board were of the opinion that the seven meetings per year should be retained in Canterbury. JTB17 public participation The Board were informed that the majority of speakers at the meeting this evening were speaking as either local residents or traders. Those speaking who represented an organisation or group had been requested, in accordance with the recent Council decision, to submit a document signed by three members of the organisation, stating that the speaker had a mandate to put the views of the
organisation. jtb18 experimental pedestrianisation of palace street, CANTERBURY The Head of Transportation and Engineering and the Highway Manager reported upon the consultations which had been undertaken on whether the current experimental pedestrianisation scheme in Palace Street should be made permanent. They advised that consultation had been undertaken on three options: to make the experimental order permanent, make it permanent at weekends only, or remove the restrictions in Palace Street and revert King Street to one-way. Councillor Austin, who was unable to attend this meeting, had submitted an e- mail stating that he supported option 3 in the report, which he felt would improve both residential and commercial amenities. A copy of his e-mail had been circulated to the Board. The Highway Manager also advised that the Canterbury Area Member Panel had met on 18 July and supported the views of the Canterbury City Management to give Palace Street a pedestrian priority environment whilst retaining some form of traffic, as it had proved difficult to enforce full pedestrianisation and financial resources were not available to do so. The Board discussed the options which were available. RESOLVED (a) (b) (c) That the KCC Divisional Manager be requested to abandon the experimental traffic regulation order which provided for the pedestrianisation of Palace Street, Canterbury. That the City Council s Executive be requested to abandon the experimental scheme and fund, design and implement measures which would constrict the carriageway in Palace Street, Canterbury to ensure that pedestrians had a priority and traffic with legitimate access was slowed to a reasonable pace. That a monitoring report be made back to this Board one year after (b) has been implemented to consider if it would be appropriate to pedestrianise Palace Street at weekends only. and footways petition The Highway Manager reported upon a petition which had been received relating to the condition of carriageways and footways in the Sussex Avenue and Spring Lane area of Canterbury. RESOLVED That the KCC Divisional Manager be requested to note the contents of the petition and inform the petitioner that the roads and footways mentioned would be considered, along with others in the district, in the annual bid process to formulate next year s works programme. (Prior to consideration of this item, Ben Farnworth, a local resident, attended the meeting and spoke to it). (County Councillor Mr Gibbens abstained from voting on this issue). jtb20 on-street parking traffic regulation orders The Highway Manager reported upon the representations which had been received to proposed changes to traffic regulation orders for Canterbury, Herne Bay and Whitstable. He advised upon a meeting with County Councillor Simmonds, City Councillor Gilbey and the Head Teacher and a Governor of Blean Primary School regarding the traffic and parking on Tile Kiln Hill, Blean. The Board were advised that further letters of representation had also been received from City Councillor Ashmore-Fish relating to Westgate Court Avenue, Canterbury and from two residents of Argyle Road, Whitstable. RESOLVED That the KCC Divisional Manager and the City Council s Executive be requested, as appropriate: a) to make the amendments to the Canterbury, Herne Bay and Whitstable traffic regulation orders, as previously advertised, subject to the following amendments:- i) Delete the proposed waiting restrictions for the second half of Willow Close, Canterbury St Dunstan s Terrace, Canterbury Maugham Court, Whitstable the northern end of Canterbury Road Service Road, Herne the two turning heads, Norton Avenue, Herne ii) Reduce the proposed waiting restrictions for Summer Hill, Harbledown to six metres and reduce the number of parking spaces to the length of two cars
Church Hill, Harbledown to 15 metres. b) That the proposals for Tile Kiln Hill, Blean not be implemented until such time as either a 30 mph speed limit or the schools new parking proposals had been introduced. (Prior to consideration of this item, Neil Boddy, a local resident, attended the meeting and spoke to it in so far as it related to Tile Kiln Hill, Blean). jtb21 amendment to traffic regulation order allowing authorised coaches to use St George s Lane, Canterbury The Head of Transportation and Engineering reported upon the representation which had been received to the proposed 12 month experimental amendment to the St George s Lane traffic regulation order which would allow authorised coaches to use a coach drop off facility. RESOLVED That the KCC Divisional Manager and the City Council s Executive be requested, as appropriate, to make as advertised the Kent County Council (Various Roads, Canterbury) (Bus Lanes and Reserved Routes) (Amendment No 5) Order 2005. (Prior to consideration of this item, Grahame Harrison, a local resident, attended the meeting and spoke to it). jtb22 safer walking and cycling routes schemes The Head of Transportation and Engineering reported upon the safer walking and cycling routes schemes that could be funded and delivered by the city council during the current financial year. The Highway Manager and the Head of Transportation and Engineering referred to the comments which had been received from Guy Wall regarding what he perceived to be a lack of consultation. The Board discussed the schemes particularly the safety aspect of the proposed walkway west of Bishopstone Glen, Reculver. Councillor Patterson, the City Council s Executive portfolio holder, advised upon the perceived benefits of this scheme. RESOLVED That the KCC Divisional Manager and the City Council s Executive be requested, as appropriate: (a) to fund the list of higher priority schemes, as now submitted, from the city council s Safer Walking and Cycling Routes budget during 2005/06;
(b) that the schemes on the reserve list be approved for funding if any of the higher priority schemes cannot be delivered during the current financial year. (Prior to consideration of this item, Beatrice Shires of SPOKES, attended the meeting and spoke to it). jtb23 rowland drive and collins road, greenhill traffic calming petition The Highway Manager reported upon a petition which had been received requesting traffic calming in Rowland Drive and Collins Road, Greenhill. RESOLVED That the KCC Divisional Manager be requested to re-consider any improvements which could be made in this area and inform the petitioners accordingly. (County Councillor Mr Gibbens abstained from voting on this issue). jtb24 highway works programme 2005/06 The Board received details of the identified schemes which have been approved for construction in 2005/06. jtb25 kcc highway Maintenance Bids 2006/07 The Highway Manager reported upon the process which was involved in making the Canterbury bid for funding for Highways Maintenance in 2006/07. RESOLVED That the KCC Divisional Manager be requested to submit the list of sites identified in the report now submitted for highway maintenance funding for 2006/07. jtb26 Integrated Transport Bids 2006/07 The Highway Manager outlined the bids for Integrated Transport funding and Crash Remedial Schemes for 2006/07 and referred to comments which had been received from Guy Wall regarding what he perceived to be a lack of consultation. He also advised that County Councillor Mr Simmonds had raised the issue of Palmars Cross Hill and he would be sending him a written response. City Councillor Dixey requested a copy of that letter. RESOLVED That the KCC Divisional Manager be requested to approve the bids, as now submitted, for funding. The Board received the minutes of the last meeting of CTAG held on 28 April 2005. RESOLVED That the City Council s Executive be requested to: (a) note the minutes of CTAG meeting held on 28 April 2005; (b) (c) (d) aurthorise the Head of Transportation and Engineering to respond formally to the Rail Passengers Committee on proposals for the reduction in ticket office opening hours at some stations and to the Strategic Rail Authority on future investment that was required to comply with the Disability Discrimination Act; invite the Association of Parish Councils to provide a representative at future meetings of CTAG; formally thank Professor Vickerman for his excellent work as Chairman of CTAG over the past three years. jtb28 Kent transport board draft minutes 13 june 2005 The Board received the draft minutes of the above meeting. jtb29 MONITORING OF previous DECISIONS RESOLVED That the statement, as now submitted, on the current position in relation to previous decisions made by this Board, be noted. jtb30 dates of meetings for the remainder of 2005/06 It was noted that future meetings of this Board would be held at 7pm on the following dates: Tuesday 27 September 2005 Tuesday 29 November 2005 Tuesday 24 January 2006 Thursday 16 March 2006 Tuesday 25 April 2006 There being no other business, the meeting closed at 9.35pm.
