Fitness Center Swimming Pools Periodically the lakes here in Castle Rock are stocked with fish for your fishing enjoyment. This is strictly a catch and release program exclusively for homeowners. Guests may fish along side of homeowners, but not on their own. In order to identify homeowners and to avoid confusion and potential embarrassment, we are giving out free Fishing Licenses. Just contact Tony Bluto, our Management Representative at tbluto@cadden1.com or call him at 520 297-0797. The little center is packed with professional quality equipment for homeowner use. We installed the latest in anti-entrapment drain covers in full compliance with the 2007 Virginia Graeme Baker Pool and Spa Safety Act. This federal legislation is named for former US Secretary of State, James Baker s granddaughter who drowned in a backyard pool. The seven year old was caught in the drain suction and it took two men to break the cover in order to retrieve the girl, but it was too late. All pool and spa owners (private as well as public) are now required to replace original equipment with inexpensive compliant covers. The equipment is great, but used improperly, can be dangerous. This is why we insist that no child under the age of 12 being allowed in the center supervised or not! It s for their safety and your peace of mind. Younger teenagers (over 12) need to be supervised by an adult while in the Fitness Center. Curt Ryan, a 17 year-old Sabino High School student took this picture of the big lake. The swimming pool next to the Fitness Center is closed due to chemical issues. Management will have it open as soon as it is safe for swimming.
P A G E 2 What s The Difference? Homeowners Association The Lakes at Castle Rock Homeowners Association is a legal corporation whose elected officers (see below) have corporate responsibility. The LCRHOA collects dues or assessments to maintain the common property; LCRHOA has Covenants, Conditions & Restrictions (CC&Rs) that regulate the use of the property; LCRHOA also issue rules and regulations imposed by the homeowners which govern the appearance of the property and these are enforced by the officers or management company; There are some Arizona State laws that govern HOAs. (There are no City of Tucson laws.); If a resident is having trouble with the LCRHOA, they should contact our HOA President to resolve their problem. Neighborhood Association The Lakes at Castle Rock Homeowners Association is a member of the Bear Creek Neighborhood Associations; The Bear Creek Neighborhood Associations is a group of homeowner associations who come together for a common purpose; The Department of Neighborhood Resources provides services (mailings, meeting space, and clean-up assistance) to neighborhood associations that go through a registration process with the City; An HOA may belong to a City Neighborhood Association as long as it meets the criteria set out by the Mayor and Council for registered neighborhood associations, which is implemented by the Department of Neighborhood Resources. HOMEOWNER INPUT Board members introduced themselves. Homeowner volunteered to represent the community in the local military community. Homeowner s son informed Board that there is a resident who has been walking her dog around the Rec Center and writing down license plate numbers. She has been harassing people fishing at the various lakes. She has also left notes on cars advising that she is a Board member and that she does not appreciate people not living in the neighborhood using the neighborhood facilities. Board member Doug Baker informed homeowners and Board that he had met this individual and that she is a retired police officer who has moved to Tucson. Homeowner commented on reeds being removed at the lakes. Board informed homeowners that a homeowner had volunteered to remove the weeds but hadn t had a chance to remove as many as he would like because of the many bird nests in the reeds. Homeowner informed Board that a resident, Ellie Shapiro, had expressed willingness to take over the welcome committee. CALL TO ORDER Meeting was called to order at 7:00 p.m. LANDSCAPE COMMITTEE Larry Wiley, from Complete Landscaping, went into some detail explaining the change in work hours for employees on the property. Board requested that, in the future, that they be notified before any changes are made. Board additionally requested that Larry and Chris Kaselemis sit down and discuss the number of work hours necessary to maintain the property before the next contract is signed. Larry informed Board that Lake 7 s circulation pump s motor is not repairable. The replacement will be in on Wednesday, July 1, 2009. The replacement pump should be installed before the end of the week. The seal on the circulation pump at Lake 8 has been repaired. Proposal for the palm trees will be reviewed by the Board. APPROVAL OF MINUTES Motion (Baker/Silverman) to approve the minutes from May 2009. MOTION PASSED. FINANCIAL REPORT 2008 Audit Scott Meyer, who performed the audit, attended the meeting, and went over the audit page by page, explaining the various items. Steve Keys, from Cadden Management, explained to the Board that he plans to discuss with Scott on a case-by-case basis items that might need capitalization. There will be no additional cost to the Board. Doug Baker, Board member, inquired as to Cadden s procedure on paying bills. Steve Keys and Management Representative Tony Bluto explained that the invoices are received by Tony Bluto, who reviews the invoices and Minutes Continues on Page 6...
P A G E 6 Continuation of Minutes from Page 5... makes the necessary approval. The invoice then goes to Cadden s bookkeeping department, where the check for payment is written. The check then goes to Cadden s office manager, who then stamps the check with the signatures of Mike Cadden and Kim Lax. Bank statements also go to Cadden Management, who then provides copies to the Association s Treasurer. Copies of all invoices and checks for payment are also provided to the Association s Treasurer for review. Treasurer Report from May 2009 Treasurer explained that they had moved some money from the operating account to the reserve account in order to keep no more than $100,000 in any one bank. Motion (Schuldenfrei/Baker) to accept the financial report from May 2009. MOTION PASSED. MANAGER S REPORT Written report submitted to the Board. Board had question on the item regarding Diggins dumping dirt from the streets into an area by the tennis courts. Board requested that Management Representative contact Diggins once more in writing, notifying them that they are not to dump any dirt from the streets in the neighborhood as well as advising that the Board is willing to work together to remove the dirt that has already been dumped. COMMITTEE REPORTS DRC Mr. Silverman informed Board that the committee had approved 2 rear patios, one new roof, and the installation of gutters on another home. Landscape Previously discussed. Lakes Algae has been observed in Lake 13. Mr. Baker advised the Board that a lot of the problem with the current algae appearing has to do with the weather. His information from the company that maintains the lakes indicates that they have been putting the correct amount of chemicals in the lakes. Security/Gates Board reviewed complaint by homeowner whose car had been damaged by the east gate closing too quickly. After discussion, motion (Cords/Baker) to pay for their damages. MOTION PASSED. Board also requested that Management Representative contact Antec to have them come out to check the gates to make sure they are working properly. Roads/Walkways Board inquired of Management Representative as to process when homeowners want to paint their outside walls that adjoin a common area. Management Representative informed Board that he has homeowner get a bid for the painting that is submitted to him. He then approves and pays for the part of the cost that is the Association s responsibility. Recreational Facilities Management Representative informed the Board that he had raised the antenna at the Fitness Center and now the TV is working better. Board discussed whether the pool monitor has been working out. Board informed Management Representative that there were still some broken chairs at the pool by the Rec Center. Board reviewed the pool monitor s responsibilities, which include organizing the pool areas, taking out the trash, and hosing off the deck, equipment, and furniture. After discussion, Board requested that Management Representative get plastic garbage bags for the trash as well as the key for the area where the trash cans are stored. Social/Welcome No report at this time. Reserve Study No new information. Communications Mr. Schuldenfrei provided the Board with information regarding progress of obtaining email addresses for homeowners for the newsletter to be provided electronically. He also presented a suggestion for an additional mailing to homeowners to obtain email addresses. He informed the Board that he has the neighborhood divided by parcels and also suggested that the Board print up door hangers that the Board can provide to each individual home requesting email addresses. YOUNG CHILDREN UNDER AGE 12 AT THE FITNESS CENTER Board discussed the situation and decided to put up another sign on the door to the Fitness Center informing homeowners that children under the age of 12 are not allowed in the Fitness Center. NEW BUSINESS Board briefly discussed installation of a solar heater at the pool at the Rec Center. Mr. Silverman will do research. Board also discussed the homeowner who had filed a complaint about overspray from painting on his property. Board decided to have the Management Representative send a certified letter to homeowner requesting a time for the Board to meet with him to discuss the situation. NEXT MEETING Next meeting is scheduled for July 27, 2009. ADJOURNMENT Meeting was adjourned at 8:50 p.m.
P A G E 7 It s hard to believe, but some residents or their yard maintenance company think it s OK to dump their grass clippings and other organic beside the tennis courts (Rec Center). You are responsible for insuring that all materials are removed from the Lakes. Not only does such materials clog up the landscape and look terrible it costs you dues money to clean it up. So, please No Dumping! Thank you. THE BUZZ ON BEES (by Amanda McCline, Ward 2 Executive Assistant) - In Tucson's environment most bees are non-threatening. However, Africanized honey bees pose a threat to residents' personal safety, as well as the safety of their families and pets. The City of Tucson will respond to reports of bee or high bee activity in City parks and recreation centers, City right of ways, and City water meter locations. For assistance in these specific areas, please call Parks & Rec - 791-4144, Right of Ways - 791-4728, or Water meters - 791-4133. Here are some Do s and Don ts from the City of Tucson website: DO check your property regularly for bee colonies. Honey bees nest in a wide variety of places, especially Africanized honey bees. Check animal burrows, water meter boxes, overturned flower pots, trees and shrubs. DO keep pets and children indoors when using weed eaters, hedge clippers, tractor power mowers, chain saws, etc. Attacks frequently occur when a person is mowing the lawn or pruning shrubs and they inadvertently strike a bee's nest. DO avoid excessive motion when near a colony. Bees are much more likely to respond to an object in motion than a stationary one. DON'T pen, tie or tether animals near bee hives or nests. DON'T destroy bee colonies or hive, especially with pesticides. Honey bees are a vital link to U.S. agriculture. Each year, pollination by honey bees adds at least $10 billion to the value of more than 90 crops. They also produce about $150 million worth of honey each year. DON'T remove bees yourself. If you want bees removed, look in the yellow pages under "bee removal" or "beekeepers". DON T try to exterminate the bees yourself. Most people do not have the necessary safety equipment to remove bees. Past attempts of people trying to exterminate bees themselves have led to serious injury and death in some cases in the United States. This is extremely dangerous and you are advised to leave this to a professional exterminator. What to do if you are attacked: 1. Run as quickly as you can away from the bees. Do not flail or swing your arms at them, as this may further annoy them. 2. Because bees target the head and eyes, cover your head as much as you can without slowing your escape. 3. Get to the shelter or closest house or car as quickly as possible. Don't worry if a few bees become trapped in your home. If several bees follow you into your car, drive about a quarter of a mile and let the bees out of the car. When to call the Fire Department: Call 911 when emergency medical services are needed. If someone has been stung by many bees at once or has an allergic reaction to a bee sting, call 9-1-1. Call 911 if someone has become trapped in a building or car with lots of bees. Fire trucks are equipped with foam that can be sprayed on the bees to drown them. DO NOT call 911 to remove bee colonies or hives that are not attacking. If you would like to get the bees removed, you can call for a local bee removal specialist.
