Intrductin 1.1 AIM implementatin is an evlutinary prcess and that requires cnsistency in the infrmatin and data in rder t ensure that States can make feasible decisins in the safety imprvement fr glbal civil aviatin planning timely actins in accrdance with the perfrmance-based aernautical infrmatin. 1.2 The Meeting must nte that the mst imprtant change in mving frm AIS t AIM is passing frm a prduct-centred service t the prvisin and management f data in a sufficient interperable frm fr final use with new technlgies. The biggest change in the transitin t AIM will be the increased use f relatinal databases with gespatial technlgies fr management f aernautical infrmatin and data. This ccurs thrugh an increased use n the digital and electrnic frm f data within prcesses f infrmatin management. 1.3 The AIM cncept requires that all aernautical infrmatin, including that currently in the Integrated Aernautical Infrmatin Package (IAIP), as defined in the Reginal Perfrmance Objective (RPO) f the RPBANIP, implement standardized data sets t be accessed by user applicatins. This cnstitutes a basic AIM bjective and is the minimum regulatry requirement t ensure the necessary exchange infrmatin flw fr the safety and efficiency technlgy f internatinal air navigatin. 2. Discussin 2.1 The capabilities f transferring digital and/r electrnic data between the air and the grund will be used fr prviding new prducts, such as in-flight infrmatin bulletins, by uplading aernautical and meterlgical infrmatin directly n-bard the aircraft at all phases f flight using the electrnic media available fr this functin. 2.2 The Meeting shuld take nte that the ICAO AIS t AIM Transitin Radmap identifies the majr milestnes fr unifrm glbal evlutin t AIM and indicates specific steps and timelines fr implementatin as fllws: Phase 1 - Cnslidatin invlves the refinement and strengthening f existing ICAO Annex 15 SARPs and their cmpleted implementatin in all States fr this dates, was estimated 29 fr its cmpletin. Phase 2 - The main fcus ging t digital during the transitin t AIM is the establishment f data-driven prcesses. States must use cmputer technlgy and digital cmmunicatins, intrducing structured digital data frm relatinal databases int their prductin prcesses with emphasis n the intrductin f highly structured databases (including metadata) and tls such as Gegraphic Infrmatin Systems (GIS - ge-spatial data). Phase 3 - Steps will be taken t enable new AIM functins in States (such as digital NOTAM) t address new requirements needed fr Glbal Air Traffic Management Operatinal Cncept implementatin in a net-centric infrmatin envirnment twards System Wide Infrmatin Management (SWIM) fr infrmatin and data exchange in electrnic frmat. A Standard will be adpted fr AIXM t ensure interperability between all systems, nt nly fr the exchange f full aernautical data ge-referenced sets.

4 2.5 As a result f the latest AIM implementatin prcess review by NACC Reginal Office, the fllwing significant aspects were identified fr cnsideratin: and discussin by the Meeting: It is required t prvide States with supprt in special assistance and awareness campaigns t Civil Aviatin Authrities related t AIM implementatin It is necessary the develpment apprpriate dcumentatin n AIM SARPs and guidance material t assist States in the transitin frm AIS t AIM in additin t the ICAO Radmap. Fr which the AIM Task Frce (AIM TF) will be develping guidance material as sn as ICAO crrespnding dcuments are available. Develp standard AIM training curses related t electrnic Aernautical Charts (MAP) and design f terminal and flight prcedures accrding Dc 8168, Vl II. thrugh seminars and/r wrkshps. 2.6 Based n the infrmatin prvided by NACC Reginal Office AIM surveys, submitted t States, it is imprtant t emphasise that a significant number f States have nt yet develped an Actin Plan fr the transitin frm AIS t AIM based n the ICAO Radmap. In additin, the fllwing general difficulties that were reprted and that will be bserved by the AIM TF, are highlighted: Id. Main Difficulties Identified fr the Transitin frm AIS t AIM 1 Implementatin f Phase 1 (cnslidatin); sme States will nt cmplete implementatin f step 17 (QMS) by the end f 213 2 Tight timelines fr Phase 2 and Phase 3 implementatin; nt realistic fr sme States; implementatin f Phase 2 and Phase 3 can prbably nt be cmpleted befre and 22, respectively 3 Financial cnstraints 4 Manpwer availability, resurces (human and material), and knwledge (required expertise) 5 Staff training t rganize, train, and assess r e l e v a n t staff fr AIM tasks; the prblem is t develp the required cmpetency fr the invlved experts 6 Lack f detailed ICAO guidance material; AIM dcumentatin with detailed descriptins f steps t assist States with the implementatin prcesses and the requisite t amend ICAO Annexes 15 and 4, dcuments and manuals t include AIM requirements 7 Awareness and cmmitment f data riginatrs and adptin f apprpriate arrangements with all data riginatrs (natinal regulatins) 8 Lack f electrnic data exchange (AIXM) develpment 9 Lack f e-tod implementatin - Areas 1, 2, 3 and 4, as applicable 2.7 Mrever, the Meeting shuld nte that SWIM has emerged as a fundamental requirement and has becme a pririty with respect t the evlutin f the Glbal ATM System and the develpment f a Glbal SWIM cncept that incrprates the basic requirements f SESAR, Next-Gen, CARATS, and ther natinal and reginal prgrammes. 2.8 As a cnsequence, the develpment f an AIM Operatinal Cncept will mve beynd the present AIS-AIM Radmap target f digital and/r electrnic AIM prducts t a mre integrated and related with the AIM dmain that is becming an urgent task.

5 NACC/WG/4 WP/31 2.9 As mentined previusly, an AIM Operatinal Cncept will serve as a guide fr the develpment f Annex 15, Amendment 38 (by ), including the new Prcedures fr Air Navigatin Services (PANS-AIM) and ensure that AIM fits within a larger SWIM envirnment. Additinally, SWIM is included in ASBU 1. T keep abreast f new AIM/SWIM develpments, States shuld develp r update their natinal plans fr AIS t AIM transitin with a view t supprt seamless ATM in a SWIM envirnment. 2.1 Accrding t recent infrmatin btained frm different Meetings, Seminars and Missins t States, the fllwing Table depicts the estimated status f CAR Regin AIS t AIM transitin, it is required frm the Meeting t define the infrmatin s it can be updated.
