1. Nationals Contest Site Entry 1.1 The U.S. National Aerobatic Championships is being held on the EAA AirVenture grounds and various EAA-owned buildings and facilities will be in use. Please note the information in this Bulletin with regards to access to the Nationals site. The grounds are fenced and gated and there will be EAA Security in place at Gate 31 which will be the primary entrance to the grounds. Access through Gate 31 will only be possible with proper credentials as the event is not open to the public. The following is information as to how to gain access and obtain your credentials. 1.2 Flying in to Oshkosh 1.2.1 After landing, taxi via Papa and P2 taxiways to Boeing Plaza. The IAC Pavilion is located adjacent to the Plaza and flight operations will be conducted there. IAC officials will be on hand to greet you. You can leave the airplane there and check in with Registration or get directions to the hangars (EAA Exhibit Buildings B and C) and then proceed to Registration. Registration will be open on 20 September. Prior to that, pilots arriving should check with Gary DeBaun or Lorrie Penner. 1.2.2 Registration will be located at the EAA Press Headquarters building which is along Waukau Avenue and a short walking distance from the IAC Pavilion, Boeing Plaza, and the hangars. 1.2.3 In addition to the normal contest registration procedures, the Registrar will have a Welcome Packet for all IAC members who preregistered. The Welcome Packet will include a parking pass (for those who are renting a car). The parking pass will permit access back into the Nationals site through Gate 31 after you leave the airport. Please be sure to check in with Registration after arrival for your credentials as entry back into the airport will require parking passes. 1.3 Arrival by Car 1.3.1 Those who are arriving by car, to include judges, officials, volunteers, EAA and IAC members will have their credentials available if pre-registered for the Nationals. 1.3.2 Welcome Packets for those arriving by car will be available at the Bus Park near Gate 31. Packets will have your name along with the parking pass and other information. 1.3.3 Arrivals by car can then proceed eastbound on Waukau Avenue from the Museum and enter the EAA grounds through Gate 31. A map of the grounds is attached to this Bulletin. The EAA Security guard will check your credentials and let you through the gate. Parking is to the north of EAA Convention Headquarters, a large building straight ahead, which will be visible on driving in. Parking is also possible by the hangarsas indicated on the map. Signage directing you will be displayed. Parking is also possible at Registration temporarily until you finish checking in. 1.3.4 Those who arrive by car, have not pre-registered, and are EAA and IAC members will be able to obtain credentials at the Bus Park. The Bus Park facility will be manned from 8:00 am to 5:00 pm. 2. Nationals Preregistration 2.1 Preregistration is available at the following link for competitors, judges, officials, and volunteers. It is highly encouraged: https://www.iac.org/contests Scroll down to the U.S. Nationals on that page to start the process. 2.2 A list of those who have pre-registered, as well as names of observers provided by participants, can be found at this link: 3. 3.2 Note that P&P Sections have been revised this year. These sections of IAC s policy manual are important to Nationals competitors, officials, and judges. 3.3 Pilots should note the EAA Liability Waiver Agreement. This is a requirement of EAA and must be signed and turned into Registration. Copies will be on hand in Registration and with the Boxmaster for practice days (official and unofficial). All pilots must sign the document before practicing or flying in the championships. 3.4 All U.S. Unlimited Aerobatic Team aspirants must sign the Code of Conduct and U.S. Team Declaration and Pilot Agreement and turn these in at Registration as well. Those who declare for the Team must have this signed and turned in prior to the Unlimited Known flights at 14.00 on Saturday, 22 September. Registration will have extra copies as well. 4. ACRO, FPS, and Zeros 4.1 In Bulletin #1, the use of the internationally-recognized ACRO scoring software was discussed. ACRO and its predecessors have been in use at Nationals for thirty (30) years. It was written and is updated by Nick Buckenham of the United Kingdom. Scoring Director for Nationals this year is Teri Branstitre. 5

4.2 An excellent description of the Fair Play System (FPS) can be found at the link above to the various documents available for download. 4.3 IAC P&P 503.4.5. describes the three types of zeros that will be awarded by Judges at the U.S. Nationals. The following is an excerpt from the P&P: The judge must summarize the reasons for applying any type of zero in the Remarks column of the Form A. Judges will mark three types of zeros based on the reason for giving the zero: (a) Numeric Zeros. The figure is basically correct, but contains sufficient errors that cause the grade to fall to zero by accumulation of downgrading points (See IAC Rule 7.3.2). The numeric zero is annotated on the Form A with the mark 0.0 and is included in the final score calculations as any nonzero mark would be. (b) Hard zeros (See IAC Rule 7.3.1) are given when a Judge perceives that the pilot has failed to meet a relevant criteria for a maneuver that is not simply an instance of point deductions due to poor execution (Examples: Flying the wrong figure or a figure in the wrong direction on the X axis). The Hard Zero is annotated on the Form A with the mark HZ. After each flight is complete, scoresheets shall be reviewed by the Chief Judge or his Assistant for HZ marks. If HZ marks are the majority, and no judges conference is requested, the Chief Judge or his Assistant shall mark the CHZ box on the Chief Judge Penalty Form for the figure(s) so marked. (c) A mark of "Perception Zero" (PZ) must be given if the Judge considers that the figure is incorrectly flown in respect of a criterion that is a matter of subjective perception, rather than clearly demonstrable fact. There are four, and only four, judgements that require a PZ mark: (1) A snap roll does not autorotate (2) A spin does not autorotate (3) A snap roll is observed within a rolling turn (4) A tail slide did not move backwards by the required amount 4.4 Zeros and other judging criteria will be reviewed by IAC Judges program chairman Wes Liu at the Judges Refresher seminar at 08.00, Saturday, 22 September. The seminar will be held at the PHP Conference Center on the EAA AirVenture grounds. All Nationals Judges are required to attend. 6

5. Hangars at Oshkosh 5.1 EAA provides Exhibit Buildings B and C for hangarage of Nationals participant aircraft. These buildings are located to the west of Boeing Plaza. Cancellation Policy 6.1 Competitors who pre-register and pay via PayPal but withdraw before the beginning of the first competition flight of their category will receive a full refund minus the PayPal fees. 7

7. Food on the Nationals Site 7.1 A voucher for use at A&W/Freedom Foods will be provided to personnel on the judging line and at the boundaries who are on duty during the lunch period (approximately 11.00 to 13.00 depending on flight schedule). This comes to a total of about 40 lunches provided daily by IAC for those volunteers who cannot get away for lunch due to their responsibilities on the contest site. 7.2 A new feature for 2018 -- there will be food service on the site and adjacent to the IAC Pavilion. A&W/ Freedom Foods will be serving lunch on Saturday from 11:30 am to 2:30 pm and Sunday through Friday from 10:30 am to 2:30 pm. 8. Hotels in Oshkosh 8.1 The deadlines for booking special rates at the Hawthorn Inn and Suites and the Motel 6, as announced in Bulletin #1, have now passed. Booking at those hotels, which are providing complimentary rooms to some of our KVG, will be at their normal rates. 8.2 Even though the deadlines have passed for special rates, the hotels still offer very reasonable rates during Nationals. Booking at the official IAC hotels is encouraged as IAC gets credit for this and it saves costs for contest staff. 8.3 Other Lodging 8.3.1 Camping - Audrey's Park Phone: 920-479-0597 or email exec@iac.org for Lorrie Penner $25 a night for RV and tent camping. Hookups available. Spaces are being assigned. 15 spots left. 8.3.2 EAA Volunteer Bunkhouse Phone: 920-479-0597 or email exec@iac.org for Lorrie Penner Fee per night is $15 per person. 4 bunks left in two rooms with a four bunk configuration. 9. Hertz Rental Cars at Nationals 9.1 Hertz is the official car rental company for the championship. Vehicles must be reserved directly with Jim Foytik, Vice President and General Manager for the Appleton, Oshkosh and Fond du Lac, Wisconsin offices. Reservations by phone: (920) 237-1317 8

All renters must possess a valid driver's license and credit card in their name. 9.2 Vehicles will not be available for pick-up at the Nationals site. Cars will be located at the Wittman Airport terminal. IAC will provide courtesy transportation service to the terminal for pick-up of rental vehicles. Before that date, contact any contest official on site. 10. Flights to be Videotaped 10.1 All flights at Nationals will be taped by our videographer, Forrest Fox. Copies of your video will be available after the competition. 10.2 Since all flights are being recorded, the Chief Judge and Judges in all categories will have these videos available on the line for video conferences. They will also be available to the Contest Jury in the event of any protests. 11. Unknowns and Free Unknowns at Nationals 11.1 Pilots should consult P&P 503.4.3 for information on Free Unknowns at Nationals. All the information regarding how they are to be handled is contained in this section. 11.2 Please note that all Free Unknown sequence submissions must be in OpenAero (*.seq) format. No other formats will be accepted by the Contest Jury. When using OpenAero, using that program s Free Unknown Designer (FUD) feature is required. It is faster for pilots and performs the critical function of identifying the compulsory and linking figures, and calculating the appropriate K-factor for the linking figures. Failure to use FUD when preparing sequences causes extra workload on contest staff and delays the publication of the sequences. 11.3 Free Unknowns will only be flown by Advanced and Unlimited Power categories. Unknowns for Gliders and Intermediate Power will be provided by contest officials as at all IAC-sanctioned regional contests. 11.4 Free Unknown sequences are to be e-mailed to the following address in the required format by the deadline in the Nationals schedule: iacfreeunknown@gmail.com 9

11.5 Free Unknowns will be checked by the Jury and other contest staff, assigned letters, and provided to the Registrar. They will be posted, both physically and on the internet, for pilots to choose. 12. The Nationals Box at Oshkosh 12.1 No aerobatic flying is permitted north of 20 th Avenue, which runs across the north edge of the airport. 20 th Avenue is the north edge of our waivered airspace. 12.2 For pilots who contemplate Y-axis entries to the Aerobatic Zone (Box) from the north, no aerobatics can take place prior to crossing the north edge of the Box which runs parallel to and south of the east-west taxiway. 12.3 For the first time, in 2018 a TFR (Temporary Flight Restriction) will be in effect. Procedures for this will be covered during pilot briefings. The aim of the TFR is to reduce non-contest traffic and avoid contest delays. 10

12.3 Radio frequencies (in addition to ATC frequencies) will be: Boss: 120.7 Box: 126.6 13. Nationals Traffic Routes 13.1 Handicap Parking is located on the west ramp which is west of the IAC Pavilion. See contest officials for details. 13.2 Buildings B and C will be utilized as hangars for participant aircraft. Note that pilots who are issued parking passes A will be allowed to park adjacent to the hangars. 13.3 All Access Parking will be available to all competitors, officials, volunteers, and judges. Parking passes labeled A will be available at Registration and at the Bus Stop outside of Gate 31. 13.4 The contest site is entered only through Gate 31. 11
