The Presiden repored on an aricle in he ENGINEERING NEWS RECORD ha FHA has decreed ha all uiliy lines in new subdivisions mus be placed underground o qualify for FHA morgages. Presiden Anderson repored he Commonwealh Edison Company has repored progress in he ree rimming program bu here are sill some residens who have refused permission and some who could no be reached. Leers have been sen ou requesing cooperaion. ROADS: Sup. G. E. Davis repored 1 - Uiliy poles along Highway 59 have been sraighened by he Uiliy Company. 2 - Work on he wo culver abumens is nearing compleion. 3 - Have no as ye been able o ake care of he ile drain line on Onondaga Drive. 4 - If permission and propery canno be secured o insall cul-de-sacs o mee presen Village specificaions would i be accepable o narrow he cul-de-sacs o mee road specificaions? I was suggesed ha gravel for cul-de-sacs be conained wihin he righ-of-way of he road unil some acion can be aken o acquire he necessary areas for sandard Village cul-de-sacs. Esimaed engineering coss should be available for he nex meeing. 5 - The cos of sree namesigns o be ordered will be $466.80. Wih he Oaksbury subdivider defraying he cos of signs for his subdivision he Village expense for signs will be wihin he budgeed amoun. To insure uniformiy Mr. Davis suggesed he order be placed wih he Rydin Sign Company, Bellwood, Illinois - he vendor whose bid was acceped on he iniial order for sree namesigns. 6 - Mr. Freking, Cuba Township Highway Commissioner, has agreed o do some graveling and oiling of roads during he monh of Augus. Trusee Forres advised ha Mr. and Mrs. A. L. Auger - 566 Brookside Road wo of his consiuens, were presen and demanded o know why his reques of wo monhs ago o have Brookside Road oiled o sele he dus had no received proper aenion from he Road Superinenden and Village Clerk. Sup. Davis informed Trusee Forres ha i was he inenion o ake care of he road before school was dismissed for he summer because experience has proven ha he oil is racked ino he house and ino and ono home furnishings by he children, and his receives greaer objecion from he residens han he dus. However, because of he amoun of waer in he roads and ground he enire road program was delayed. Also, as repored a a Board meeing several monhs ago, he work on he roads has been furher delayed due o he shorage of men and equipmen. The Presiden informed Trusee Forres ha he Superinenden of Roads and Trusees Commiee on Roads are responsible for road commimens and he Village Clerk is no involved.
Page 3 '7126/65 FIRE COMMISSIONER: Mr. Waler Webser read his repor o he Presiden, daed July 23, 1965, on he fire numbering syser. whichwas requesed by he Sae, and he lack of progress on he par of all areas of he Lake Zuria-Fire Disric o comply, as a resul of which he fire insurance raes in he Village of Norh Barringon and all oher areas in he L.Z. Fire Disric have been increased. In discussing he maer wih he Illinois Inspecion and Raing Bureau in Chicago, Mr. Webser was informed ha nohing would be gained if Norh Barringon alone complied wih he fire numbering regulaion - -`` all areas in he Fire Disric mus comply in order o qualify and mainain he raing. Mr. Webser also learned on invesigaion ha all fire disrics are no handled bahe same basis. There are many loose ends which will have o be pulled ogeher o complee he program. Mr. Webser will follow he maer and repor furher. HEALTH OFFICER: Dr. Ann Barlow repored ha due o he dry weaher here has been no general problem in he area of healh and saniaion. MOSQUITO ABATEMENT: No repor. PLAN COMMISSION: No repor. PARKS & AUXILIARY SERVICES: No repor. Mr. J. Blazo had requesed Roh Landscaping o inspec he oak rees on Eon Drive which appear o be dying, and lef he meeing o join in he inspecion. He will repor on he cause laer. TRUSTEES COMMITTEE REPORTS: FINANCE AND LAW: Trusee Urick presened for preliminary discussion he proposed 1966 ax levy, which will resul in approximaely a 3O rae. Trusee Forres discussed he various legal expenses pursuan o pending annexaions and requesed he Finance Commiee keep his in mind when preparing he levy for approval. Trusee Urick advised ha he proposed levy is for 1965 and he ax money will no be received unil 1966. A his ime i is no known wha legal fees are involved since no bills have been received, and when hey are received hey will be paid from curren funds wihin budgeory conrols. Trusee Forres requesed ha he Village Aorney be insruced o bring before he Finance Commiee a memorandum of legal expenses for maers direcly or indirecly involving he Village. Presiden Anderson advised ha in his opinion Village funds should no be used for anyhing in which he Village is no direcly responsible. The proposed ax levy ordinance will be presened for adopion a he Augus Board of Trusees meeing. PLANNING AND ZONING: Trusee Forres repored on he public hearing held in Carpenersville on he proposed Sae Highway which will cross Cuba Township and he unanimous objecions regisered by ineresed village and own represenaives and privae ciizens. Page 4-7/26/65 Trusee Forres also advised ha he Couny Board may enac he new Couny Zoning Ordinance in Sepember or Ocober, 1965. The Presiden repored he Plan Commission will hold a public hearing on Augus 9, 1965, a 8:00 P.M. - a he Norh Barringon School - on he proposed periphery zoning map. The Presiden advised ha he Couny has no record of recording Ordinance No. 55 - covering annexaion of he Cheser Michell propery, and submied Ordinance No. 55.1 for adopion - - o re-enac he adopion of he original annexaion so ha i can be recorded in he ime allowed by saue. ROADS AND PUBLIC UTILITIES: Trusee Schulke read his repor daed July 26, 1965, on a meeing he and he Presiden had on July 24 wih Supervisor J.P.Welch and Couny Sup, of Highways M.E.Amsuz, relaive o having he Couny ake over mainenance of Signal Hill Road. Afer discussion i was he consensus ha serious consideraion will have o be given o all phases of he Signal Hill mainenance problem and furher sudy made since abuing properies would susain exensive damage if he road is improved o required sandards - raffic would increase considerably - and some of he unique beauy of he area would be los if hills and curves were removed o mee couny road sandards. Trusee Schulke discussed he sudy being made of he hazardous driving condiion of Bilmore Drive and wha migh be necessary in long-range planning o correc he condiion. Mr. Kenneh Schmid informed he Board ha Norh Signal Hill Road seemed o be he "forgoen" road so far as road repairs are concerned and requesed ha consideraion be given o repairing or resurfacing. Mr. Schulke advised Mr. Schmid ha Norh Signal Hill Road had been inspeced by he Road Commiee and ha is condiion is equal o oher Village roads. Afer discussion he assured Mr. Schmid ha he Road Commiee will look a he road again and ha any newly developed chuck holes will be repaired. I was poined ou ha while he Village will provide normal mainenance i is no he inension or desire o build any Village roads ino raceways or dragsrips, o which Mr. Schmid agreed. In conclusion Trusee Schulke advised ha i will ake from 6 o 9 monhs o complee he sudy of upgrading he Village road sysem - o ge deailed maps of he Village - o sudy qualificaions under he MYT program - couny funds - ec. The couny is cooperaive and willing o counsel. A member of Mr. Amsuz's safi is available on reques o render his service provided he does no ge ino hassles wihin he villages or wih privae individuals. I was suggesed by he Presiden ha possibly Mr. Schulke could make arrangemens o have he genleman visi wih he Road Commiee on a Saurday morning.

Now Mr. Clifford Leonard no longer has he auhoriy o finalize his ype of agreemen and is engaged as a sales represenaive only. The Leonard rusee indicaed hey have no desire o pu in any roads if hey can sell properies wihou roads. The Presiden advised ha he permission graned o Clifford Leonard o exend Sioux Drive and insall cul-de-sacs a Seminole Drive and Sioux Drive should be wihdrawn and asked for a moion ha such a leer be sen o Clifford Leonard, Ivee Waldo re, and Mr. Green.
