Accounts for Payment Recommended that approval be given to the payment of the accounts as detailed on the schedules dated 4 August and 1 September 2015. PFGP 21. Statement of Receipts and Payments for the Financial Year 2015/16 The Committee noted the Statement as at 1 September 2015. PFGP 23. Grant Requests A letter received dated 27 July 2015 from Families United asking for a donation to their FUN Kidz on the Move project. A copy of their Report of the Trustees and Financial Statements for the Year Ended 31 March 2014 was provided. The charity currently supports three families with a total of seven children in Stockton Heath. Recommended that a grant of 200 be made from the grants budget 2015/16.

The proposed side dormer element fails to reinforce local distinctiveness or enhance the character and appearance of the original dwelling and street scene. Whilst there are a variety of side and rear extensions to note locally there is no precedent for side dormer additions. Such an addition would detract from the main hip roof form which is predominant locally, notwithstanding unbalancing the pair of semi-detached properties of which the application dwelling forms part. The proposal would be contrary to the objectives of the National Planning Policy Framework that advocate high standards of design that have regard to local distinctiveness. It would also conflict with local Core Strategy Policies that similarly require that proposals are designed to reinforce local distinctiveness and enhance the character, appearance and function of the street scene, and should harmonise with the scale, proportions and materials of adjacent and or existing building. PFGP 25. Any Other Business PFGP 25.1 Parish Council Election Costs 2015 The Electoral Services Manager, WBC, has notified the Parish Council that the following costs are to be charged to the Parish Council for the elections held on Thursday 7 May 2015: Lumb Brook Ward 1,921.62

St. Thomas Ward 1,582.82 There are earmarked funds of 4,500 available to cover these costs. PFGP 25.2 ENF/15/04960 Victoria Square, 85 London Road, WA4 6LG A Councillor asked for an update regarding the retractable awning at first floor level. No information has been received to date and Cllr. Jordan agreed to contact the Planning Officer for further information. PFGP 25.3 Advertisements A Councillor raised the issue of advertisements that have been attached to the railings alongside the Canal at the junction of Fairfield Road/London Road and Knutsford Road/Thelwall New Road. Cllrs. Robb and Todd agreed to take a look at these and report them to WBC if appropriate. The meeting closed at 8.50pm.
