STOCKTON HEATH PARISH COUNCIL A meeting of the Planning, Finance & General Purposes Committee was held in The Committee Room, The Sandy Lane Centre, Sandy Lane, Stockton Heath on Tuesday, 6 June 2017 commencing at 7:30pm. Present: Councillor D Robb (Presiding Chair) Councillors S W Boggan, W S Emsley, L Murphy and P Todd Mrs L Jacob (Clerk) PFGP 1. Appointment of Chair It was proposed by Cllr. Robb and seconded by Cllr. Boggan and in the absence of any other nominations, a vote was taken and the proposal was carried unanimously. RECOMMENDED that Cllr. Murphy be appointed Chair of the Planning, Finance & General Purposes Committee for the ensuing year. Cllr. Murphy thanked the Members of the Committee. It was proposed by Cllr Murphy and seconded by Cllr Boggan and a vote was taken and the proposal carried unanimously, that, in order to support Cllr Murphy it was RECOMMENDED that Cllr Robb, as the retiring Chair, should be appointed Deputy Chair of the Committee for the ensuing year. PFGP 2. Apologies Apologies received from Councillors H J Dutton, C E Jones and P J Walker. PFGP 3. Accounts for Payment a) Recommended that approval be given to the payment of the accounts as detailed on the schedule dated 6 June 2017, with the exception of cheque 3530, which should be referred for further discussion to full council. It was further recommended that the Village Committee discuss the arrangements in place for maintaining the cleanliness of the village centre. b) Pension Contribution Payments Cheshire Pension Fund, by email dated 13 April 2017, advised that cheques would no longer be accepted from 1 July 2017 and advised a Standing Order should be set up for the payments. Recommended that a Standing Order Instruction Form be completed in the sum of 487.34 to be paid on the 6 th of each month with the details included on the monthly payment schedule from July 2017 onwards. 1
PFGP 4. Receipts For the period 3 May 2017 to 6 June 2017 VAT refund for period 1 January to 31 March 2016 2368.91 Natwest monthly bank interest - April 2016 0.05 Natwest monthly bank interest - May 2016 0.26 PFGP 5. Statement of Receipts and Payments for the Financial Year 2017/18 a) The Committee noted the Statement as at 6 June 2017 and to cover the cost of 2238.16 for the four new double litter bins, it was agreed that 250 be vired from the Floral Decorations budget to the Provision of Litter Bins Budget 2017/18. b) Cllr Walker authorised that the Parish Council should cover the cost of 130 for the printing of leaflets and posters for the South Warrington Library, with the monies to be covered from the General Contingency Budget. It was recommended that this should be discussed at full council. c) Mansfield Building Society It was agreed that an authority dated 1 June 2017 to give the 30 day notice to transfer 5,000 to the Parish Council s NatWest account be signed to cover forthcoming payments. PFGP 6. Annual Return for the year ended 31 March 2017 Internal Audit The Clerk reported that the Internal Audit had been completed by JDH Business Services Limited (JDH) on 27 May 2017. Internal Audit had completed page 5 of the Annual Return confirming that all internal control objectives have been met. In addition the Clerk advised that the covering report from JDH detailed the following issue and recommendation: ISSUE RECOMMENDATION FOLLOW UP We could not identify in the books and records provided an SLA or equivalent with Warrington Borough Council for the provision of the park ranger. Please provide the agreement with WBC for the park ranger service for next year s audit. This was a temporary parish ranger service being provided through WBC by an employment agency with the parish council detailing the work required by the ranger, so no SLA was put in place. Since 22 May 2017 the parish council has entered into a contract direct with Foresight Recruitment for the provision and payment of the Parish Ranger. 2
PFGP 7. PFGP 7.1 Annual Review of Standing Orders, Terms of Reference, Financial Regulations and Internal Controls Standing Orders Recommended that the Standing Orders approved by the Parish Council on 11 February 2014 be replaced with the latest NALC Standing Orders as circulated, which include amendments for Stockton Heath Parish Council. PFGP 7.2 Terms of Reference of PFGP Committee Recommended that the Terms of Reference approved by the Parish Council on 11 February 2014 be accepted with the amendments outlined. PFGP 7.2 Financial Regulations Recommended that the Financial Regulations adopted by the Parish Council on 9 December 2014 continue to be acceptable and appropriate for the Parish Council. PFGP 7.3 Internal Controls It was agreed that the following amended internal financial controls undertaken through the Planning, Finance and General Purposes Committee at its monthly meeting are considered adequate: a) Schedule of payments provided including agreed direct debit payments, with supporting documentation available is checked for accuracy by at least two members of the committee at each meeting. b) All cheques require three authorised signatories, two members of the committee and a countersignature of the Clerk OR Assistant Clerk. c) Receipts received are detailed and checked for accuracy by at least two members of the committee. d) Receipts and Payments schedule is issued confirming the items reported at a) and b). Year to date figures provided with comparison to agreed budget. e) Bank reconciliation is undertaken and confirmed by the signature of the Deputy Chair of the Planning, Finance and General Purposes Committee. f) One member, who is not a signatory or Chairman of the Parish Council, to verify, by signature, bank reconciliations and bank statements for all accounts held, once every quarter and at the end of the financial year and such shall be noted in the Minutes of the Committee. PFGP 8. Planning Advice The information provided by a knowledgeable resident was considered and it was agreed that an invitation to the resident to present this knowledge at a future meeting would not be extended at this time and that the committee might consider seeking advice from the resident on an ad hoc basis when a need was perceived. PFGP 9. Timing of Future Meetings It was agreed that the schedule of meetings presented be agreed as the meeting dates and times for meetings for the civic year 2017/2018. 3
PFGP 10. Planning Applications PFGP 10.1 That the Development Manager, Development Management, Warrington Borough Council (WBC) be informed that the Parish Council had no objections to the following applications for planning permission: The following application was considered at the Parish Council meeting on 9 May 2017, ensuring that the planning application was considered within the required timescale: 2017/30301 Mr Les Ireland - Householder - Proposed bedroom extension over existing kitchen to rear elevation plus pitched roof to existing garage at 48, Grappenhall Road, Stockton Heath, Warrington, WA4 2AG The following applications were considered by the Chair and a member of the PF&GP Committee on 17 May 2017, ensuring that the planning applications were considered within the required timescale: 2017/30420 Mr M Brookes - Full Planning - Proposed first floor side extension at 10, Ackers Lane, Stockton Heath, Warrington, WA4 2BZ 2017/30391 Mr and Mrs A Stapley - Full Planning - Proposed two storey extension to rear of existing double garage, all to be converted as a new dwelling using existing access. New access for existing property to Whitefield Road at 85, Whitefield Road, Stockton Heath, Warrington, WA4 6NB The following applications were considered by the Chair and a member of the PF&GP Committee on 22 May 2017, ensuring that the planning applications were considered within the required timescale: 2017/30441 Mr Richard Bruce - Change of Use - Proposed extension and alterations to change use of vacant coach house to offices. This will entail raising of the roof by 500mm at eaves level and 750mm at ridge level at14a Rear of, 14, Grappenhall Road, Stockton Heath, Warrington, WA4 2AH The following applications were considered by the PF&GP Committee at this meeting: 2017/30251 T Morgan - Householder - Proposed 2 x rear dormer windows, insertion of 3 x roof light windows in the front roof slope and loft conversion at 32, West Avenue, Stockton Heath, Warrington, WA4 6HX (amended plans) 2017/30453 Mr Frazer Lloyd-Jones - Discharge of Condition - Application for approval of details reserved by Condition 11 (Drainage) following Appeal Ref APP/M0655/W/16/3164341 relating to Planning Application 2016/28485 at 81A, Grappenhall Road, Stockton Heath, Warrington, WA4 2AR 4
2017/30532 Max Holland - Householder - Proposed single storey rear extension with side garage extension at 6, Raymond Avenue, Stockton Heath, Warrington, WA4 2UZ PFGP 10.2 Objection The following applications were considered by the PF&GP Committee at this meeting: 2017/30513 Mr Jude, Folde Properties Ltd - Full Planning - Proposed two storey building with associated Parking and Landscaping comprising 1No executive 2 bedroom residential unit on Ground Floor, Office Space on First Floor with small Mezzanine level at Bridgewater Mews, Stockton Heath, Warrington, WA4 6LG The Parish Council objects to this application: 1. The proposal represents an over-development relative to plot size and previous additions at 110 London Road. 2. Parking, whilst it has increased from previously submitted plans, is still inadequate and has reduced the potential of 6 cycle spaces to 3. 3. There is inadequate space to accommodate manoeuvres associated with the entrance and egress of cars to and from the parking spaces. 4. There is inadequate space should an emergency vehicle need access. 5. There is loss of an additional pedestrian route to the proposed development as a result of the provision of the additional parking space, limiting emergency exit points. 6. The access road from London Road to Bridgewater Mews currently has insufficient capacity at peak times and the increase parking spaces will result in an increase in use of the access road. 7. The surrounding amenity space is inadequate in relation to the size of the proposed development. 8. The proposal represents a loss of amenity to the existing dwellings. PFGP 10.3 Concerns The following application was considered by the Chair and a member of the PF&GP Committee on 22 May 2017, ensuring that the planning applications were considered within the required timescale: 2017/30337 Ms. Jane Kinnaird - Householder-Proposed single storey rear extension at 8, Denbury Avenue, Stockton Heath, Warrington, WA4 2BL The Parish Council has a concern that the 45 degree rule with regard to the neighbouring property will be compromised by the proposed extension of the property at 8 Denbury Avenue. 5
The following applications were considered by the PF&GP Committee at this meeting: 2017/30503 Mr Altindag - Full Planning - Retrospective planning approval for the retention of an overhead canopy and outside seating area to the front of Zalo's Cafe, at 69, London Road, Warrington, WA4 6SG The Parish Council would ask that consideration is given as to the number of tables and chairs permitted to limit encroachment to neighbouring businesses and to provide enough clearance for pedestrians. PFGP 10.4 Information Only 2017/29699 Mr Warren Jackson - Householder - Proposed construction of roof terrace to rear of dwelling at 2, Mitchell Street, Stockton Heath, Warrington, WA4 6LS (appeal to Secretary of State) PFGP 11. Any Other Business 11.1 It was noted that the Parish Council have been informed of a proposed development strategy for land in Stretton with the intention of the land investor, Wallace Land Investments, to offer land for building 600 homes. 11.2 It was noted that a possible breach of planning permission should be investigated in regard to application 2016/28590.
