9th National SAFETY SEMINAR 7 October 2015, Gallagher Convention Centre By: Chinga Mazhetese (Pr.Sci.Nat) AEP Specialist 1
Outline Introduction-ICAO and SACAA AEP Applicable legislation Legislation amendment proposals What the future holds 2
Purpose Purpose?? To raise AEP awareness amongst the SACAA stakeholders: Building consensus and advocacy for AEP, and Giving a sneak-peak of the proposed AEP regulations. To outline environmental issues related to: airports and aircraft operations in the vicinity of the airports. 3
ICAO AEP SARPs and Guidance Material Annex 16 Vol I: Aircraft Noise Vol II: Engine emissions Vol III: Aircraft CO2 Standard ICAO Guidance I-Definitions II-Aircraft Noise Certification III-Noise measurement for monitoring purposes IV- Assessment of airport noise V- Balanced approach to noise management I-Definitions and Symbols II-Vented fuel III-Emissions certification In development- certification requirement (completed)+ regulatory limit (ongoing) 2016 complete full standard, likely applicable 2020 or 2023 E.g. Emissions-Doc 9889 (Airport Air Quality Manual) Noise- Doc 9829 (Guidance on the balanced approach to aircraft noise management) 4
SACAA AEP SACAA main AEP emphasis has been on design, manufacturing, certification and registration responsibility of the Certification department. The AEP Dept. addresses AEP in the operations arena Proposals for amendment of regulations CAR 34; 36 and 139 relating to AEP submitted to the Minister in March 2015. 5
Airports and Operations Related Environmental Issues Include but are not limited to: Airport Expansion, Construction and Operation (Environmental authorisations; Land Use Planning (LUP)) Noise Monitoring And Management Local Air Quality Wildlife Control and Reduction Water and energy management 6
Current Applicable Legislation 7
Part 34 Engine emission certification Part 36 Noise certification Part 47 Registration and marking Certification Certification Chapter 2 aircraft registration Part 139 Aerodromes and Heliports Establishment and maintenance of EMPs Environmental authorisations for new or amendment licences (if applicable) Duty of license holder to monitor aircraft noise 8

Part 34 and 36 Part 36 (Noise) Part 34 (Emissions) Title: ENGINE EMISSION CERTIFICATION to AIRCRAFT ENGINE EMISSIONS Title: NOISE CERTIFICATION to AIRCRAFT NOISE Subpart 1: GENERAL Subpart 2: AIRCRAFT NOISE CERTIFICATION Subpart 3: AIRCRAFT NOISE MONITORING AND REPORTING Subpart1: GENERAL Subpart 2: AIRCRAFT EMISSIONS CERTIFICATION Subpart 3: AIRCRAFT EMISSIONS - ENVIRONMENTAL PROTECTION 11
Part 139 SUBPART 2 and 3: LICENCING AND OPERATION OF AERODROMES Establishment and maintenance of aerodrome environmental management programme(s) General duties of holder of licence -responsible for handling aircraft noise complaints related to the aerodrome- SACATS 139 SA-CATS 139: GENERAL DUTIES OF HOLDER OF LICENCE 6.Monitoring of aircraft noise 1.Aircraft Noise Contours 2.Noise Monitoring Stations 3.Noise Abatement Operating Procedures 4.Noise Violations 12
Part 21 Part 36 Part 47 Part 91 DoT Proposals Requirements for standard category certificate of airworthiness-the aircraft conforms to an appropriate type certificate or type acceptance certificate; (aa) the aircraft complies with the noise standards prescribed in Part 36;. Noise certificate not to be issued for Chapter 2 aircraft Mar 2015: Non addition of ICAO Annex 16 Vol I Chapter 2 aircraft to the register by 1 June 2015 June 2015: As from 1 January 2016, Chapter 2 aircraft shall not be operated in the Republic.(Parts 21; 36 and 91) Flight operations- Noise abatement procedures (2) As from 1 January 2016, no person shall operate in the Republic a subsonic jet aeroplane for which the application for a type certificate was submitted before 6 October 1977, except for an aeroplane 13
Airport: Benefit for each partner The airport operator sees environmental benefits such as ATC less noise, and lower CO2 emissions, as well as improved punctuality, more efficient gate planning and increased airport capacity. reduced workload due to greater predictability of traffic, a smaller risk of errors, better order of departing aircraft and improved customer focus. Airlines shorter taxi and waiting times, resulting in fuel savings and lower emissions; they also have fewer delays resulting in greater passenger satisfaction and more fleet capacity. Handling agents see the ability to plan better and use their resources more efficiently, leading to lower costs and improved customer satisfaction. 14
